CONSENT AGENDA A) Consideration to adopt Resolution No. 10-09 (attached) in support and recognition of the Elk Grove Village Citizen Corps. and to authorize the Elk Grove Emergency Management Agency to Coordinate the activities of the Elk Grove Village Citizen Corps. (The Fire Department has already begun Citizen Emergency Response Team training. (This item was discussed at the February 24,.2009 Committee of the Whole and it was the consensus of the Village Board to support this program.) B) Consideration to adopt Resolution No. 11-09 (attached) determining the appropriateness for Class 6B status pursuant to the Cook County Real Property Classification Ordinance as amended February 15, 2006 for certain real estate property located at 2050 Lively Boulevard. (Gullo International has owned the property for over two years and plans to upgrade the site. (Gullo International is seeking a Class 6B status with special circumstances because the building has been vacant for twenty-four months and is not marketable in the current condition. (The building was built in the 1970's and is not up to modern-day standards and lacks functionality. (Gullo International plans to invest more than 875;000.00 into upgrading the existing facility including the installation of dock doors. (This development is expected to create approximately 25 employment opportunities. (Eligibility requirements for 6B status are new construction, substantial renovation or purchase of buildings that have been vacant for a period of time. This qualifies as the Agenda for VB Meeting 03-10-09 2 building will undergo substantial renovations and has met the requirements for 6B classification under Special Circumstances. (The 6B property tax incentive allows a property tax assessment reduction from 36% to 16% of fair market value for a twelve-year period. (A report from the Economic Development Coordinator, recommending approval, is attached.) C) Consideration to adopt Resolution No. 12-09 (attached) determining the appropriateness for Class 6B status pursuant to the Cook County Real Property Classification Ordinance as amended February 15, 2006 for certain real estate property located at 2440 Pratt Avenue. (CenterPoint Properties Trust has owned the property for over two years and plans to refurbish the entire site in order to lease it to an industrial user. (CenterPoint Properties is seeking a Class 6B status with special circumstances because the building has been vacant for twenty-four months and is not marketable in the current condition. (The property site is approximately 312,525 square feet and the industrial building is roughly 185,767 square feet. (CenterPoint will invest $400,000.00 into refurbishing the existing facility. (The improvements to the site will be made to the roof, structure, and dock doors in addition to other cosmetic improvements to attract potential industrial users. (The targeted industries are expected to create approximately 60-80 employment opportunities. . (Eligibility requirements for 613 status are new construction, substantial renovation or purchase of buildings that have been vacant for a period of time. This qualifies as the building will undergo substantial renovations and has met the requirements for 6B classification under Special Circumstances. (The 6B property tax incentive allows a property tax assessment reduction from 36% to 16% of fair market value for a twelve-year period. (A report from the Economic Development Coordinator, recommending approval, is attached.) D) Consideration to adopt Resolution No. 13-09 (attached) authorizing the Mayor and the Village Clerk to execute an agreement between the Village of Elk Grove Village and the Suburban Bus Division (PACE) of the Regional Transportation Authority(Dial-A-Ride). (In past years, the terms of the Agreement have not been significantly modified, and no major changes have been made to this year's Agreement.) E) Consideration to adopt Ordinance No. 3194 (attached) amending Section 6-4-1-A1 of the Village Code of Elk Grove Village by designating certain No U-Turn Streets in the Village. (The Illinois Department of Transportation has notified the Elk Grove Police Department that they will be relocating certain No U-Turn signs on Busse Road. (It is necessary for the Village to amend our Ordinance pertaining to u-turn streets intersecting with Busse Road. (A report from the Village Attorney, recommending approval, is attached.) CONSENT AGENDA (continued) F) Consideration to adopt Ordinance No. 3195 (attached) fixing May 26, 2009 as the date for the Inauguration and Commencement of Terms for the Village of Elk Grove Village Municipal Officers to be elected at the April 7, 2009 Municipal Election. (Legislation adopted by the State places the responsibility for canvass of votes to the County Clerk's Office and abolishes the responsibility from. the local election officials. (The canvass and post canvass procedures established by the State of Illinois Election Code requires additional days, following the election, for counting provisional and absentee ballots. (The Illinois Compiled Statutes authorize the corporate authorities to establish the date for the inauguration of newly elected officers. (It..has been past practice of the Village to provide sufficient time for the canvass and post canvass procedures when designating the date for the swearing-in ceremonies at a Village Board meeting.
