Krista Jones, Senior Clerk Absent: Tom Farrell John Gullo George Johnson Tom Porte The Mayor made a presentation to the Commission in regards to the Elgin-O'Hare — West Bypass North Connection. Detailed information was provided on (DOT's final two locations for the West Bypass. The first Alternate was to convert the Busse Road corridor and adjacent properties into a 6-lane expressway, thus splitting the I Business Park into two halves. The second and preferred Alternate (203 — Option D) involves building the expressway on the previously identified 300-foot corridor east of Elmhurst Road on existing Airport property and building a full interchange at Elmhurst Road and 1-90. The preferred alternate preserves the existing Business Park and provides the most economic benefit to the community. The Mayor requested the assistance from the Commissioner's to help support Alternate 203 — Option D by either passing out and collecting comment cards or by attending the Public Information Meeting #3 held at the Belvedere Banquet Facility in Elk Grove Village on March 11, 2009 at 5:30 PM. Page 1 of 3 f i The Commission was updated on the status of following ICRC projects. i • MEACHAM ROAD AND NERGE ROAD LIGHTING Construction of the street lighting system has been substantially completed with only landscape restoration work to be completed in the spring of 2009. The streetlights were energized in December of 2008. • LOCAL STREET LIGHTING IMPROVEMENTS 2008 PROJECT , Construction of the street lighting system has been completed and the lights have ' been energized since December of 2008. • ARLINGTON HEIGHTS ROAD AND DEVON AVENUE INTERSECTION ' Bids for the project were opened on November 7, 2008 by the Illinois Department of Transportation. Seven (7) contractors submitted bids for the project and the low ' bidder was A. Lamp Concrete Contractor of Schaumburg, IL in the amount of $3,386,000. The project is anticipated to begin in April of 2009. • BUSSE ROAD LIGHTING Howard Street to Touhy Avenue - Construction of the street lighting system has been completed and the lights have been energized. Touhy Avenue to Mark Street - Bids for the project were opened on September 19, 2008 by the Illinois Department of Transportation. Eleven (11) contractors submitted bids for the project and the low bidder was John Burns Construction of Orland Park, IL in the amount of$1,366,548. The project is anticipated to begin in March of 2009. • ARLINGTON HEIGHTS ROAD AT LANDMEIER ROAD AND OAKTON STREET The design engineer is currently finalizing the design study for submittal to Cook County Highway Department for approval. • HIGGINS ROAD AND OAKTON STREET MEDIAN IMPROVEMENTS Preparation of contract plans has begun for the installation of stamped concrete medians at this intersection. The project should be let in spring of 2009 and completed by the fall of 2009. • BIESTERFIELD ROAD AND 1-290 INTERCHANGE IMPROVEMENTS Intersection design study to evaluate geometric improvements should begin in spring of 2009. Page 2 of 3 i The ICRC FY `09/'10 Budget was presented to the Commission. The budget includes seventeen (17) Capital Improvement Projects representing ongoing project studies and construction activities outlined in the ICRC Master Plan. Discussion items included intergovernmental revenues, fund balance and capital projects. The Commission unanimously approved the ICRC FY `09/'10 Budget. Nancy Carlson asked the Commissioners' opinion on allowing outlet stores within the business park to have a standardized sign identifying their outlet store. The Commission concurred with staff's suggestion 'to have our consultant for the Master Plan Update (Land Vision, Inc.) create some standard sign prototypes.
