HomeMy WebLinkAboutVILLAGE BOARD - 03/10/2009 - IDOT RALLY/RAIN BARRELS MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY, MARCH 10, 2009 Mayor Craig B. Johnson called the meeting to order at 7:44 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik„ Patton L. Feichter; Jeffrey C. Franke; Samuel L. Lissner; James P. Petri; Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Ann I. Walsh A quorum was present. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on February 24, 2009 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES IDOT Rally - Mayor Johnson discussed the IDOT public meeting and rally to be held on Wednesday; March 11, 2009 at the Belvedere Banquet facility. The Mayor stated he was optimistic that his goal to collect and deliver 20;000 comment cards to IDOT following the rally would be met. Arrangements have been made for shuttle bus service from various locations in the Village for transportation to the rally and public meeting. The Mayor stated the school districts; the Elk Grove Township officials and Elk Grove Library Board have all been very supportive. St. Baldrick's - Mayor Johnson reminded the audience that on Saturday; March 14; 2009; he and the Village Attorney would have their heads shaved as participants in the St. Baldrick's fundraiser. Donations made to St Baldricks fundraiser are used towards children's cancer research. Girl Scouts - Trustee Franke commended the 4`h grade Girl Scout Troop 2299; from Stevenson School, who were selling Girl Scout cookies in front of the Walgreens Store last Sunday in the pouring rain and cold weather. Trustee Lissner reported he had attended a February 25, 2009 Northwest Suburban Municipal Joint Action Water meeting. The agency is comprised of seven communities who work together to purchase and deliver Lake Michigan water from the City of Chicago. The main items on the agenda included a public hearing on the proposed budget for fiscal year 2010 and the approval of the budget. On February 26, 2009, Trustee Lissner reported he; Trustees Feichter and Prochno had attended a presentation by ComCast demonstrating the latest technology moving from broadband to wideband. Trustee Lissner spoke with a Comcast representative regarding technology in the business park. 1 VBM 3-10-09 Trustee Lissner stated he attended a Monday, March 9, 2009 presentation at the Farmhouse Museum given by Museum Curator Sandy Denninger. The presentation "Parties, Pleasure; and Postcards: The Bachelorhood of Henry Schuette Jr." featured original postcards addressed to Henry Schuette Jr., the son of the original builder and owner of the farmhouse, that dated back to the early 20`h century. Trustee Lissner encouraged residents to stop by the farmhouse to see the display. The exhibit will run through May and will be featured on Channel 6 Cable TV. Trustee Czarnik pointed out the new spring banners have been installed. Trustee Czarnik reported she and Trustee and Mrs. Feichter attended the February 28, 2009 Heart of a Marine Foundation Ball. Trustee Feichter reported on attendance at the Heart of a Marine Foundation Ball. Trustee Feichter stated he had toured the new administration and public safety building and was extremely impressed. Trustee Feichter commented he and Trustee Prochno were serving on a committee with the Elk Grove Township Supervisor to revise the Community Character Coalition by- laws. Trustee Feichter stated on Friday, April 3, 2009 the Community Character Coalition and Elk Grove Park District would sponsor the Celebration of Cultures event at the Elk Grove Park District Pavilion. Trustee Prochno reported, as Chairperson of and on behalf of the Lions/Lionesses' House Raffle Committee, three (3) $1000.00 scholarships would be awarded to three Elk Grove Village high school seniors who reside in the Village. Applications are available at Conant and Elk Grove High Schools. Interested parties may also phone Trustee Prochno at (847) 593-8738. The deadline to apply is April 27, 2009. Winners will be notified during the month of May 2009. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the February 28, 2009 Accounts Payable Warrant in the amount of 5137,636.71. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED Motion to authorize payment of invoices as shown on the March 10, 2009 Accounts Payable Warrant in the amount of S2,029,746.12. CONSENT AGENDA It was moved and seconded that the Consent Agenda of the March 10, 2009 Regular Village Board Meeting be approved as presented. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER Meetin.Q Schedule—Trustee Lissner reported a meeting of the JPZ Committee would be held on Tuesday; March 17; 2009 at 4:30 p.m. in the Ronald L. Chernick Room for discussion of two ordinances having to do with fines for "P" tickets and juvenile offenses. 3 VBM 3-10-09 Item. a. No-Idle-Zone Ordinance—An update will be presented regarding item a. at the March 17, 2009 meeting. Capital Improvements Committee agenda - Mayor Johnson, with the concurrence of the Capital Improvements Committee, requested the addition of item c.. Environmental Evalualion of Facilities, to the Capital Improvements Committee agenda. 10. PERSONNEL COMMITTEE - CHAIRMAN FEICHTER No Report 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FRANKE RecyclinQ Event—Trustee Franke reported the City of Evanston would host a cost-free computer and electronics-recycling event on Saturday, March 14, 2009 from 10:00 a.m. to 2:00 p.m. at James Park, 300 Dodge Avenue, Evanston, Illinois. Rain Barrels— The residents who have completed the interest forms for purchase of rain barrels will be contacted sometime before the next Village Board meeting on March 24, 2009. Yard Waste Collection- Trustee Franke reminded the residents that the Yard Waste Collection Program would begin on April 1, 2009. Newsletter—The Recycling and Waste Committee will soon mail a newsletter to the residents. Trustee Feichter inquired whether individuals who did not complete the interest forms for rain barrels would be allowed to purchase a rain barrel. Trustee Franke stated the first 400 people who filled out the forms would be contacted first. Discussion ensued as to the amount of rain barrels needed and if additional barrels would be ordered. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO No report 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION TRUSTEES LISSNER/PETRI Trustee Petri pointed out that Consent Agenda Items 6.B and 6.0 adopted Class 6B Resolutions for two buildings that would be upgraded and improved in the Business Park. Item f. Liehtin�Z Improvements on Busse Road from Touhy to Mark Street—This project should begin by the end of the month. Item e. Master Plan to Revitalize the Business Park—Trustee Petri reported this item would be addressed in April. 14. YOUTH COMMITTEE - TRUSTEE PROCHNO Scholarships—The Youth Committee, in partnership with the Village of Elk Grove and Elk Grove Parks Foundation, will award three (3) $1000.00 scholarships to recognize High School Seniors, who reside in Elk Grove Village, for their leadership and service in the community. Applications are available at Elk Grove and Conant High Schools, Village Hall, and the Park District Administration Building. A brief essay is required. 15. PARADE COMMITTEE - TRUSTEE CZARNIK Hometown Parade—Trustee Czarnik reported the Parade Committee is receiving applications for the parade. The theme of the Saturday, June 20, 2009 parade is "Star- Spangled Salute to America.' 4 VBM 3-10-09 Trustee Czarmk stated the Parade Committee would honor Village individuals who are currently serving in any of the five (5) branches of the United States Armed Forces and invited them to serve as the Grand Marshals of the Village's 2009 parade. It was noted this might be difficult due to commitments; therefore, an invitation would be extended to one member of their family who would represent them at the parade if they were unable to attend. Further information would be available in the Spring Village Newsletter or residents may contact the Parade Secretary at 847-357-4038. Meeting Schedule-The next meeting of the Parade Committee will be held on Monday; April 6, 2009, at x:30 p.m., in the Chernick Conference Room. 16. PLAN COMMISSION - VILLAGE MANAGER No Report 17. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK Spirit Award—This month's Spirit Award winner is featured on the Channel 6 "In the Grove" program. The award has been presented to Frank Ramljak. It was noted that Frank Ramljak and his representatives have supplied and placed the American Flags on resident's lawns throughout the Village on every Memorial Day holiday. Mr. Ramljak also conducts an annual food drive for the Elk Grove Pantry and delivers meals on wheels with his daughter. Nomination forms to nominate someone or a group for the Spirit Award can be obtained at the Village Hall; the Elk Grove Library; the Pavilion, or Jarosch Bakery. Senior Respite Care - Trustee Czarnik reported Christus Victor Church hosts a Senior Respite Care Program on Wednesdays; from 9:00 a.m. to 1:00 p.m. Anyone interested can call 847-437-2666. Meeting Schedule - The next meeting of the Health and Community Services Board will be held on Monday, April 6, 2009, at 5:30 p.m., in the Chernick Conference Room. c. LIQUOR COMMISSION - MAYOR JOHNSON No Report d. SPECIAL EVENTS COMMITTEE— MAYOR JOHNSON Summer Concerts—Mayor Johnson stated information and posters regarding the summer concerts would be available soon. The concerts, the Rotaryfest, the 4th of July fireworks and Alexian Brothers Tour of Elk Grove were mentioned as free events planned for the community throughout the summer months. e. O'HARE UPDATE—MAYOR JOHNSON No Report 5 VBM 3-10-09 L BIKE RACE UPDATE —MAYOR JOHNSON The dates for the Alexian Brothers Tour of Elk Grove bike race are July 31, August 1; and August 2, 2009. g. ADMINISTRATIVEIPUBLIC SAFETY COMPLEX CONSTRUCTION— MAYOR JOHNSON Village Manager Rummel reported the progress on the new facility is on time and on budget. The building is currently three million dollars under budget An Open House of the new facility has been scheduled on April 11, 2009. 19. VILLAGE CLERK Early Voting—Elk Grove Village will host an early voting site in the Community Center, Room F., from Monday, March 16, 2009 through April 2, 2009. Hours Monday through Friday are from 9:00 a.m. to 5:00 p.m. and on two Saturdays from 9:00 a.m. to Noon. 20. UNFINISHED BUSINESS Village Board - None Village Attorney—None The Mayor reminded everyone that he and Village Attorney George Knickerbocker would participate in the St. Baldrick's fundraiser on Saturday.
