Dion Zinnel, Deputy Police Chief Mike Carlson, Police Youth Investigations Tom Danahy, Police Youth Investigations Guests: Gil Schumm, Library Board Tom Rogers, Citizen Sam Lissner called the meeting to order at 4:35 PM. The Committee met to discuss three items of business: • Increase minimum penalties for P-tickets for the Department of Engineering & Community Development. • Revision of Village Ordinance to address juvenile offenses. • Update of"No Idling" program. Increase Minimum P-ticket Penalties The Committee reviewed a recommendation to increase penalties for building and engineering code violations from a minimum of $25 to a minimum of $50. The Director of Engineering and Community Development indicated that ticket writing was only done as a last resort, after the department works with the residents and their contractors to correct any code violations. Tickets are only written when contractors and residents refuse to work with the Village to correct code violations. The amounts of the penalties have not changed in over 16 years and were not impacting violations. The Village Attorney indicated that the proposed minimum penalties were similar to those established in surrounding communities. After further discussion, the Committee unanimously recommended increasing the minimum penalty to $50. JPZ Committee Meeting - 2 - March 17, 2009 Revised Enforcement of Juvenile Offenses The Police concern was the development of new ordinances that would allow court appearances in Village Municipal Court (Traffic Court) for juvenile offenders concerning violations of retail theft, malicious mischief, graffiti, encouraging delinquency, and children in dwellings other than their own without parental permission. These new ordinances would alleviate many of the concerns, especially regarding recidivism, that have not been addressed in the current Cook County Suburban Juvenile Court System. The Police focus remains on the well being of the child, and restorative justice and correction of delinquent behavior. Changing the venue in which juveniles are tried would provide a strong tool to help Police and the Village accomplish that goal. The Committee agreed that changes are necessary to alleviate Police concerns related to juvenile behavior. The Committee will present the request from the Police Department to the Mayor and Board of Trustees. Update "No Idling" Program The Director of Health & Community Services provided an update on the "No Idling" program. The Director received approximately 60 submittals by elementary students to the "No Idling" logo slogan contest. Because of the nature of the submittals they cannot be used for signage, but will be used in information (flyers, brochures, etc.) that will go out to the public. The Director will work with Elk Grove and Conant High School students in the fall to design suitable graphics that will be used for "No Idling" signage. The Committee asked that the Director reduce the number of submittals to 5-10 for the Board to choose a winner. Once approved, the draft "No Idling" brochure will be recreated with the student's artwork included. The meeting was adjourned at 5:30 PM.
