ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY MAY 26, 2009 Mayor Craig B. Johnson called the meeting to order at 7:13 P.M. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czamik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Ann I. Walsh i A quorum was present. 2. PLEDGE OF ALLEGIANCE—Mayor Johnson led the audience in the Pledge of Allegiance. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on May 12, 2009 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czamik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES American Bank—The Mayor and Village Manager Rummel attended the ribbon cutting of the First American Bank located on Meacham Road on May 14, 2009. Alexian Brothers Medical Center—Mayor Johnson reported he and members of the Board of Trustees and Village Manager Rummel attended the Alexian Brothers Ribbon Cutting ceremony for the new bed tower facility. Cardinal George officiated. The new bed tower is part of the $400 million dollar investment planned by Alexian Brothers Medical Center. Oaths of Office- The Installation of Officials elected at the April 7, 2009 Consolidated Election was administered as follows: Mayor Johnson administered the Oath of Office to newly elected Elk Grove Library Board of Trustees Bruce D. Barnett, elected to serve an unexpired four-year term, and Timothy M. Burns, elected to serve a six-year term. Mayor Johnson administered the Oath of Office to newly elected Trustee Jeffrey C. Franke who was elected to serve a four-year term. Trustee Franke had been appointed to fill a vacant Trustee position following the June 2007 retirement of Trustee Bart K. Dill. Trustee Franke successfully ran for the office of Village Trustee in the April 7, 2009 Consolidated Election. The Mayor administered the Oath of Office to incumbent Trustee Christine Prochno, who was elected to serve a fourth term as Trustee and received the highest number of votes in the April 7, 2009 Consolidated Election for Village Trustee. Mayor Johnson administered the Oath of Office to incumbent Trustee Pat Feichter. Trustee Feichter was originally appointed in August 1996 to fill the unexpired term of former Trustee Ronald L. Chemick. Trustee Feichter has since been elected to serve three terms as Village Trustee. 1 VBM 5-26-09 i The Library Board Trustees and Trustees Franke, Prochno and Feichter each addressed the audience to express their appreciation to the community, their fellow Board members, and to family members who had been so supportive. Village Clerk Ann I. Walsh administered the Oath of Office to Mayor Craig B. Johnson who was elected as Village Trustee in April 1993 and first elected Mayor in April 1997. Mayor Johnson was re-elected in the April 7, 2009 Consolidated Election to serve a fourth term as Mayor of Elk Grove Village. Mayor Johnson addressed the audience and expressed his appreciation to his family, the Village Board, Village staff, department heads, and particularly, Village Manager ' Rummel and the Elk Grove residents. The Mayor introduced his family and spoke of the many years they have supported and understood his commitment to the Village. Mayor Johnson stated it was the first time in 32 years that a new administration started without the cloud of O'Hare expansion hanging over their heads. Mayor Johnson spoke of the many accomplishments of the Board during the last 12 years such as televising the Village Committee of the Whole meetings, offering information to the residents through Internet access, and hosting several Coffee with the Mayor and Board events. Mayor Johnson pointed out the expansion of Biesterfield Road, renovation of the Landmeier Public Works Building, construction of the new Village Hall and Village Green as projects accomplished by the Village Board. Mayor Johnson talked about the success of the Village celebrations such as the Tree Lighting Ceremony, the Alexian Brothers Tour of Elk Grove Bike Race, and the 50" Anniversary Celebration. The Mayor pointed out the construction of the community bridge across Highway 53 had made it safer and more convenient to bring residents of Elk Grove Village together and commented on the summer concert series planned for the month of July. The Mayor stated he was proud that Elk Grove had the lowest tax rate in all Cook County and noted this Village Board took the initiative to become a smoke free community, which was the catalyst for the State of Illinois to become a smoke free state. The Mayor discussed the Village's nine-year old mandatory carding law to buy alcohol and noted the State of Tennessee had followed the Village's lead and had gone to mandatory carding also. Notable accomplishments, such as the building of the Oakton Street Fire Station, the Emerald Ash Borer Tree Replacement Program and 40 million dollars in State and Federal Grants that had been awarded to the Village were highlighted. The Mayor stated the Board would be proactive in the future and would address aging infrastructure problems, watch finances, and remain vigilant during these economic times to deliver the best services at the best price. A grant received from Congressman Roskam would be used to build a third bridge in Busse Woods at Higgins Road. It was noted Busse Farm would be annexed into the community someday in the future. Mayor Johnson stated the Board would make sure the O'Hare ring road would be built as promised, would strive to have a full interchange at Elmhurst Road, and work to bring the Star Line into the region. The Mayor said the Board would not be afraid to look at new ideas and would do what is in the best interest of the community. The Mayor thanked the community for the great honor of serving as Mayor for 4 more years. Trustee Czarnik announced the holiday banners had been installed throughout the Village. 2 VBM 5-26-09 i Trustee Czarnik reported she had completed the Fire Department's CERT training program in May. Anyone interested in pursuing the citizen's emergency response team course should contact the Fire Department. Trustee Feichter reported on his attendance of the Woodfield Northwest Chicago Convention Bureau meeting on Thursday, May 21, 2009. Krista Jones,a senior clerk in the Village Manager's Office accompanied Trustee Feichter and reported on various Elk Grove summer activities and events planned this summer. Trustee Feichter reported on the April "Chef's Fest" event and noted attendance numbers were down due to weather conditions and the economy. The Convention Bureau is aggressively working to promote the businesses of Elk Grove and surrounding communities. Trustee Prochno reported the 12`h annual Memorial Day Ceremony was held on Monday, May 25, 2009. Attendance was excellent and residents enjoyed hearing excellent speakers and performances by the Elk Grove Big Band and the Elk Grove Baptist Choir. Trustee Prochno thanked the Village for their sponsorship. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the May 26, 2009 Accounts Payable Warrant in the amount of$1,973,700.06 , MOVED: Trustee Petri SECONDED: Trustee Czamik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochrio, Czarnik NAYS: None MOTION CARRIED 6. CONSENT AGENDA It was moved by Trustee Czarnik and seconded by Trustee Franke that the Consent Agenda of the May 29, 2009 Regular Village Board Meeting be approved as presented. (Mayor Johnson asked for comments or questions from the Village Board, staff or members of the audience.) Class 6B - Trustee Petri pointed out two Class 6B Resolutions would be considered on the Consent Agenda. • Item R., determined C1assB status for Abraxis BioScience Inc., a business that would invest approximately $10,000,000.00 to buy and renovate the building and would generate 25 jobs. • Item P. also approves Class 613 status for investment of over$60,000.00 and for creation of 45 jobs for property at 2501 Landmeier Road. The Village Manager requested the following corrections: • Item O. appointing Directors to the Solid Waste Agency (SWANCC) should read Ordinance No. 3206, not Resolution No. 29-09. • Item P. determining Class 6 B status at 2501 Landmeier Road should be corrected accordingly to read Resolution No. 29-09 and; • Item Q. designating a Director to the Joint Action Water Agency (JAWA) should be corrected accordingly to Ordinance No. 3207. 3 VBM 5-26-09 A. Elk Grove Village Public Library/waive fees—Approve a request to waive permit fees for the installation of low voltage cabling at 1001 Wellington Avenue in the amount of$48.00. B. Elk Grove Cornerstone Outreach Ministries. a division of Calvary Chapel/waive fees—Approve a request to waive the permit fee for a food storage license at 2771 Katherine Way in the amount of$100.00. i C. Prince of Peace United Methodist Church/waive fees—Approve a request on behalf of their Mother's Day Out Preschool, to waive the permit fee for a daycare center license at 1400 S. Arlington Heights Road in the amount of $325.00. D. Township Hiph School District 214/waive fees—Approve a request to waive the permit fee for vending machines at 500 W. Elk Grove Boulevard in the amount of$500.00. E. Salvation Army 1000 Pratt Blvd/waive fees—Approve a request to waive the cost of the 2009-2010 vehicle stickers in the amount of$955.00. F. Elk Grove Park District/waive fees—Approve a request for the following: • to waive permit fees for the cost of 2009-2010 business licenses in the amount of$2,950.00; and • to waive permit fees for the cost of 2009-2010 vehicle stickers in the amount of$1,930.00. G. Queen of the Rosary Parish/waive fees—Approve a request to waive the temporary Class D Liquor License fee for the annual Parish Picnic on Sunday, June 14, 2009 in the amount of$2,100.00. H. West Chicago, IL - Award a service contract to complete the Higgins Road and Oakton Street Median and Island Improvement Project in an amount not to exceed $74,357.50. K. Administration & Public Safety Complex—Award a Balancing Change Order in the amount of$146,515.59 for 62 Change Orders per MTI's memo to Elk Grove Village dated May 11, 2009. L. Scurto Cement Construction Ltd.. Gilberts. IL—Award a service contract to provide concrete work associated with the Village Green Project in an amount not to exceed $156,148.00. M. Sewer Equipment of America. Glenview. Class 613/1300 Chase— Adopt Resolution No. 30-09 entitled, "A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 1300 CHASE, ELK GROVE VILLAGE, ILLINOIS.' JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER Meeting Schedule—The JPZ Committee, Chairman Lissner, Trustee Franke and Trustee Prochno, will meet on June 2, 2009 at 7:00 p.m. in the Chernick Conference Room to discuss item b. Business License Review. Trustee Lissner stated members of the Plan Commission had been invited to attend the meeting and Village Manager Raymond R. Rummel would arrange to have the proper Village staff in attendance. 10. PERSONNEL COMMITTEE - CHAIRMAN FEICHTER i No Report I 5 VBM 5-26-09 'I 11. RECYCLING & WASTE COMMITTEE— CHAIRMAN FRANKS Rain Barrels—The Department of Health and Community Services Department is currently contacting those individuals who have ordered rain barrels. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO Salt Creek Clean-Up—The Salt Creek Clean Up project is scheduled on Saturday, June 6, 2009 from 9:00 a.m. to Noon. Volunteers should meet in the Elk Grove High School parking lot along the creek and will be provided with the necessary equipment. Interested I parties can call Nick Nikola at 847-828-1141 or email Nick at creekguy@comcast.net for further information. Additional information can be obtained on the Salt Creek Watershed network at www.saltcreekwatershed.orQ. Trustee Prochno stated this is a worthwhile project which is now being held on a six month basis. I Tasty Catering—Trustee Prochno announced that Tasty Catering, a business located in Elk Grove Village, had been awarded and.ranked #1 Best Place to Work in Illinois for a second year in a row. Selection is based on certain criteria developed by Best Companies Group. Tasty Catering was also named the 2008 Caterer of the Year by leading trade publication, Catering Magazine. Trustee Prochno extended congratulations to Tasty Catering. 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION TRUSTEES LISSNER/PETRI Trustee Petri reported: item b. Devon Avenue & Arlington Heights Intersection Improvements—The project is on-going and while there is a lot of work to do, it is expected the project would be completed in November 2009. item f. Lighting Improvements on Busse Road from Touhy to Mark Street—This project is expected to be completed in July 2009. Street Program - The resurfacing of Village streets is well underway. Consent Agenda Item 6.J. approved a contract for the Higgins Road and Oak-ton Street Median and Island Project. item.e.. Master Plan to Revitalize the Business Park —A meeting will be held on June 29, 2009 in the Council Chambers of the Charles J. Zettek Municipal Building. Members of the Plan Commission, the Zoning Board of Appeals and Board of Trustees will be invited to attend the presentation. 14. YOUTH COMMITTEE - TRUSTEE PROCHNO Youth Committee Scholarships—Martina A. Pillay will be awarded a Youth Committee scholarship on June 16, 2009 during the Village Board meeting. Kelsey Brod was presented her scholarship at the Elk Grove High School Senior Night Ceremony in May. Jaclyn Smith, who was the recipient of the Park District Foundation Scholarship, received ' her award during the Park District meeting. i Activities—Trustee Prochno announced that in conjunction with the Elk Grove Park District, the Elk Grove Police Department, and the Elk Grove Lionesses, the Youth Committee would host two summer splash parties and one summer movie night. The movie night would be held on Friday June 19, 2009 and would take place behind the Elk Grove Park Pavilion. The event is free of charge. 1 I I 6 VBM 5-26-09 Suburban High School Competition—Trustee Prochno related that Conant High School student, Matthew Sells, petitioned for and was instrumental in getting bass fishing as a State sanctioned sport recognized by the Illinois High School Association officials. For the first time this year the IHSA included fishing as an event. 15. PARADE COMMITTEE - TRUSTEE CZARNIK 2009 Parade—The Saturday, June 20, 2009 parade will begin at 6:010 p.m. The theme of this year's parade is `'Star-Spangled Salute to America". The Parade Committee is honoring Village service individuals currently serving in any of the United States Armed Forces by inviting them to serve as Parade Marshals. An invitation has been extended to one member of their family to represent them if they are unable to participate due to their commitments. Information is included in the Village Newsletter or residents can call the Parade Secretary at (847) 357-4038. Fire Department.—Trustee Czarnik stated the Village was celebrating the Elk Grove Fire Department's 50'h year anniversary. It was noted that on November 19, 1959, by a decision from Judge Otto Kerner, Elk Grove was removed from the Elk Grove Fire Protection District and soon after began their illustrious career for Elk Grove Village. Parade Sponsors - Trustee Czarnik announced Bigston Corporation, Little Lady Foods, A&H Plumbing, Jerry Castle and Sons, Crosstown Electric, Core Orthopedic and George Gullo Development are sponsors of the Parade. Meeting Schedule—The Parade Committee will meet on Monday, June 1, 2009 at 5:30 p.m. in the lower level conference rooms of the Charles J. Zettek Municipal Building. 16. PLAN COMMISSION - VILLAGE MANAGER RUMMEL No Report 17. ZONING BOARD OF APPEALS - VILLAGE MANAGER No Report 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER Regional Cable Group—Trustee Lissner noted the Cable Franchise Agreement is close to being approved. One town has a couple of items to be resolved. An announcement should be made this summer. Channel 6 Cable—Residents may now go to the Elk Grove Village website, www.elkgrove.org. then go to the Channel 6 link, where there is a new section called Elk Grove TV On Demand. This will link residents to all the programming featured on Channel 6, with the exception of the movies featured from time to time. b. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK i Elk Grove Volunteers of the Year, Eileen McWhereter and Joseph Schulep, were honored and acknowledged at the Village's Awards Banquet held on Friday, May 8. 2009. Respite Care - A new program being offered at Christus Victor Church is the Senior Respite Care and is open on Wednesdays, from 9:00 a.m. to 1:00 p.m. Additional information is available by calling 847-437-2666. Farmers' Market—The Farmers' Market begins Wednesday, June 3, 2009 and will continue through September 30, 2009. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON The Alexian Brothers Tour of Elk Grove Bike Race will take place on July 31, August 1, and August 2, 2009. g. VILLAGE GREEN REHABILITATION - MAYOR JOHNSON The Director of Engineering and Community Development reported the Village Green Rehabilitation Project is on time and under budget. 19. NEW BUSINESS i The Village Manager presented a request from Gullo International to conduct a warehouse sale. Motion to approve a request from Gullo International to hold a warehouse sale at 2315 Landmeier Road on June 5 and June 6,whereupon proceeds of the sale would be donated to the Kenneth Young Center, and for a waiver of the business license fees in the amount of S35.00.
