Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled
meeting of the Village President and Board of Trustees on March 20, 2007_this Executive Session was
called to consider a Personnel matter.

Personnel
The Village Manager presented his recommendation for wages and salaries. His request was as
follows:
To authorize a 3.25% value increase and a .25% market adjustment to non-union step-pay-
plan positions and specific rate-pay-plan positions;
• To authorize a 3.25% value increase and a .25%market adjustment to the merit pay plan;
• To authorize a 0% to 5% eligibility range for defined merit employees who are within the
66% of the pay range, funded at 4.25%;
• To authorize a 0% to 5.0% merit increase range for non-union merit pay personnel based on
individual performance;
• To authorize an increase in an amount of$25 to each category of longevity payments for
non-union step-pay plan employees; and
• To authorize an increase in an amount of$25 to each category of MEP allowances to non-
union merit pay plan employees.
• To confirm the previous changes to the MIP plan, allowing Department Directors to move to
the top of the pay range in 10 years plus $3,000 MIP.
It was the consensus of the Board to approve the Village Manager's requested wage and salary
proposal.
As a special consideration, the Village Manager presented the following:.
■ To amend the following position titles:
o Assistant Village Manager to Deputy Village Manager
o Assistant Finance Director to Deputy Finance Director
o Assistant Director of Engineering to Deputy Director of Engineering
o Assistant Director of Building to Deputy Director of Building
o Assistant to the Village Manager to Assistant Village Manager
o To add 3 paramedic (supplements) that would be eliminated upon retirement of
current paramedics.
o To allow for the creation of a new Police Training Coordinator. The consensus of
the Village Board was to approve the recommendations as proposed by the Village
Manager.
The Village Manager also recommended an amendment to the Retiree Health Savings Program
from 40% to 50% for non-union employees at the time the Public Works union reaches the 50%
figure. The.consensus of the Village Board was to review the issue again upon completion of
the Fire or Public Works contracts.
