Mayor Craig B. Johnson called the meeting to order at 4:27 p.m.

Motion to approve the minutes of the Regular Village Board Meeting held on June
16, 2009 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Mayor Johnson noted that the Board Meeting was being held early due to the second
Mid-Summer Concert being held this evening and that this was the earliest Board
Meeting ever held. Classic Rock All-Stars will be performing this evening, Light Up: a
Salute to Styx next Tuesday and the following Tuesday the series will finish up with Jan
& Dean featuring Dean Torrence. Last weeks concert with B.J. Thomas was well
attended, almost two thousand people were there. The Board was very pleased and will
be considering concerts for next year.

PROCLAMATION:
Dominican University—Mayor Johnson acknowledged that it was one year ago today
that Dominican University established a campus at Alexian Brothers Hospital here in Elk
Grove Village, offering a Business School with a Masters Program. We are glad that
Dominican University has a campus here in Elk Grove Village and would like to honor
them with a Proclamation upon their first year anniversary.
PRESENTATION:
Red Light Cameras —The press was informed that packets were available for them.
Mayor Johnson stated that both the Tribune and Daily Herald have had a series of articles
on the issue of Red Light Cameras. Mayor Johnson feels it is a good area for the press to
look into but that he does not agree with everything that is being reported. It was a year
ago last week that the first Red Light Camera was installed in the Village and for the past
year the Village has been watching and monitoring each camera that was installed to
make sure they are doing what they were intended to do.

The Daily Herald article stated that Red Light Cameras are used as a money maker.
Mayor Johnson pointed out that all tickets have fines and that the purpose of the cameras,
like Police Officers, is to enforce the law for public safety. The Police protect the
community by making sure the public follows the laws, especially when in a vehicle.
Radar guns were developed to provide officers with a certified, calibrated and accurate
tool for determining the speed of vehicles. Red Light Cameras are another tool to allow
officers to do their jobs better. Advanced technology has provided the opportunity to
monitor an intersection through cameras so that the law can be enforced to protect the
people.
A visual presentation was provided giving statistical facts on intersections monitored
with Red Light Cameras. The report showed there was a decrease in crashes and the
number of citations issued when comparing the first six months of 2008 and the first six
months of 2009. Traffic accidents were decreased by 19% throughout the entire Village.
Red Light Cameras are designed to improve intersection safety and change driver
behavior. The decrease shows that driving habits are changing throughout the whole
Village.
Several videos were shown of actual incidents recorded at intersections with Red Light
Cameras. Four of the incidents were from the camera at I-290 and Biesterfield Road, the
camera which the Daily Herald stated was installed even though there are rarely any red
light violations there. The cameras monitor all activity at the intersection and citations
issued are not limited to right turns on red. Red Light Cameras also help with the
investigation of accidents. The bottom line is Red Light Cameras are used for safety and
to protect people.
Elk Grove Village is thankful that technology has advanced to a point where we can use
it to protect our residents and the people that come in to our community and will provide
our Police Department with every tool available to make our community safer for
everyone.
Mayor Johnson opened the floor to members of the press. A series of questions were
asked about the statistics provided, fees charged for violations, expenses incurred by the
Village, future cameras and also the revenue collected by the Village. Commander
Walsh of the Police Department advised that $928,749 was collected from Red Light
violations. Mayor Johnson asked the Finance Director how much the Village collects
from other tickets throughout the year and Ms. Tromp advised approximately $600,000.
The accuracy of one year's data was questioned, Mayor Johnson agreed and confirmed
that is why the Village will continue to monitor the statistics year after year. The Village
has not yet decided if or where more cameras may be installed. The fine charged for a
Red Light Camera ticket is $100 and a ticket issued by an Officer for the same offense is
$75. RedSpeed gets a portion of each fine collected from a Red Light Camera ticket and
the Village pays a monthly camera rental fee.
Trustee Lissner complimented the Mayor on his presentation and commented on the
attitude and behavior of drivers these days.
Trustee Feichter thanked the Board on behalf of the Lions Club for attending the

rededication of the Lions Memorial Wall on July 4, 2009.
Approximately three weeks ago Trustee Feichter attended a meeting at the Woodfield
Chicago Northwest Convention Bureau and thought the Board would be interested to
know that because of economic times all the members employed by the Bureau have
agreed to a 7% salary cut, in addition they have had to cut some projects but still feel they
are continuing to do a good job promoting business for our area

Motion to authorize payment of invoices as shown on the June 30, 2009 Accounts
Payable Warrant in the amount of$870,688.71.

6. CONSENT AGENDA
It was moved and seconded that the Consent Agenda of the July 14, 2009 Regular
Village Board Meeting be approved as presented.

A. Elk Grove Presbyterian Church/waive fees— Approve a request to waive permit
fees for a food storage license to maintain a food pantry at 600 E. Elk Grove
Boulevard in the amount of$100.00.
B. Fraternal Order of Police Lodge #35/waive fees— Approve a request to waive
permit fees for a vending machine license for a beverage machine located at
901 Wellington Avenue within the Elk Grove Police Department in the amount of
$50.00.
C. Elk Grove Park District/waive fees—Approve a request to waive permit fees for
the installation of parking lot lighting at 225 E. Elk Grove Boulevard in the
amount of$144.00.
D. St. Julian Eymard Church/waive fees—Approve a request to waive permit fees
for the replacement of a concrete walkway along the front entrance to the church
at 601 Biesterfield Road in the amount of$286.00.
E. District 59 Education Foundation/waive fees—Approve a request to authorize
the hosting of a circus event and provide associated fee waivers for the Kelly
Miller Circus on the property adjacent to the Pirates' Cove Theme Park located at
901 Leicester Road for an event to be held on Friday, September 25 and Saturday,
September 26, 2009 in the amount of$375.00. i
F. St. Nicholas Episcopal Church/waive fees—Approve a request to waive permit
fees for the new water service for the church building addition at 1072 Ridge
Avenue in the amount of$464.00.

G. Easement Variation/742 Home Avenue—Authorization to grant a variation from
the Village Code, Section 8-1213-1-1D, Easements, to permit the construction of
shed which will encroach five feet (5') into the seven and one-half foot (7.5')
public utility easement along the rear property line at 742 Home Avenue.
H. Easement Variation/1445 William Clifford Lane— Authorization to grant a
variation from the Village Code, Section 8-1213-1-1D, Easements, to permit the
construction of a shed which will encroach three feet (3') into the ten-foot (10')
public utility easement along the rear property line at 1445 William Clifford
Lane.
I. Lyn Norstad and Associates Inc.. Arlington Heights. IL - Award a service
contract for the purchase of three (3) HD Editing System Packages in an
amount not to exceed $23,867.00 from the Cable Television Fund.
J. Glander Paving. Palatine. IL - Award a construction contract for the paving work
on the Village Green Rehabilitation Project in the amount not to exceed
$29.930.00.
K. Civiltech Engineering. Inc.. Itasca. IL—Award a professional service contract for
the Phase I engineering study of the improvement of Biesterfield Road and I-
290 intersections in an amount not to exceed $57.615.00 from the
Industrial/Commercial Revitalization Fund.
L. O'Hare Legal Defense Trust Fund—Authorization to close all accounts
associated with the O'Hare Legal Defense Trust Fund and to return the remaining
balance of$67,933.00 to the General Fund.
M. Woodfield Chicago Northwest Convention and Visitors Bureau—Approve a
request for payment of dues for FY 2009/2010 in the amount of$84,390.00.
N. Village Green Rehabilitation Project - Award a Balancing Change Order in the
amount of$126,300.00 to five (5) different contractors for various trades working
on the Village Green Rehabilitation Project.
0. Foster Coach Sales. Inc.. Sterling. IL - Award a purchase contract for the
purchase of one (1) 2009 Ford E-450 Med-Tec Saturn Type III Ambulance in
an amount not to exceed $145.958.00.
P. Koz Trucking. Inc.. Medinah. IL—Authorization to renew a service contract to
haul and dispose of non-toxic debris from Village properties in the amount not
to exceed $180,730.00; which $150,000.00 will be paid for by the Water/Sewer
Fund and $30,730.00 will be paid for by the General Fund.
Q. Prime Construction Inc.. Hampshire. IL - Award a construction contract for the
2009 Drainage Improvement Project in the amount of$199,525.00 from the
Capital Projects Fund.
R. Administration & Public Safety Complex - Award a Balancing Change Order in
the amount of$234,064.83 for sixty-eight (68) Change Orders per MTPs memo
to Elk Grove Village dated June 2, 2009.
S. Schaefges Brothers. Inc.. Wheeling. IL - Award a construction contract for the
Biesterfield and Leicester Road Water Feature Project in the amount of
$250,774.97 from the Residential Enhancement Fund; and

8. CAPITAL IMPROVEMENTS COMMITTEE — CHAIRMAN PETRI
Trustee Petri reported that a contract was awarded tonight for Item S. of the Consent
Agenda; the Landscaping and Fountain Beautification Project at Biesterfield Road and
Leicester Road. The project should be finished by the first part of October.
9. JUDICIARY, PLANNING & ZONING COMMITTEE—CHAIRMAN LISSNER
Trustee Lissner referenced the Business License Review item; stating that the "Business
Matters" newsletter going out to the businesses had a very good article as a follow up to
the meeting held with the Plan Commission regarding some businesses not getting the
proper license or zoning changes made before opening. The decision was made at the
meeting to educate the people instead of coming out with new rules or laws. Trustee
Lissner commended staff on the timely production of the newsletter.

10. PERSONNEL COMMITTEE — CHAIRMAN FRANKE

11. RECYCLING & WASTE COMMITTEE— CHAIRMAN FEICHTER
Trustee Feichter reported that rain barrels are available at Steiner Electric on Touhy
Avenue in the Industrial Park. Approximate cost is $55.00.
12. INFORMATION COMMITTEE—TRUSTEE PROCHNO
Trustee Prochno spoke about the Kenneth Young Center which is located in Elk Grove
Village, explaining who they help and the type services they offer. Because of the State
budget crisis, the Kenneth Young Center is about to lose a million dollars in funding from
the State of Illinois. In order to raise revenue, the Kenneth Young Center has a resale
shop located at the corner of Wise and Roselle Roads in Schaumburg. It is run by
volunteers and all proceeds go directly back into the Center. Trustee Prochno encouraged
people to donate clothing, household items and furniture. Their phone number is (847)
891-0978. If you have furniture to donate, they will pick it up and deliver it to the store.
It was pointed out that the red containers marked Clothing and Shoes seen around the
Village are not for charitable donations. It is a for-profit company that is collecting and
reselling the items and only donating what they cannot sell.
13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION—
TRUSTEES LISSNER/PETRI
Trustee Petri referred to item f. (Lighting Improvements on Busse Road from Touhy to
Mark Street); all the poles are up, and it is only weeks away from having that street fully
lit.
On June 29, 2009 there was a Master Plan meeting on the revitalization of the Business
Park, a look at the next ten years. In attendance were members of the Plan Commission,
the Zoning Board, the Village Board and a number of companies from the Business Park.
This was the first presentation and hopefully there will be a lot of good progress.
Trustee Lissner noted there were two fairly sizeable Class 613's on the Consent Agenda.
14. YOUTH COMMITTEE —TRUSTEE FRANKE

Trustee Franke announced the following upcoming events sponsored by the Youth
Committee, the Police Department, the Park District and the Lioness Club: Summer
Blast on this Friday; July 17, 2009 from 8-10 p.m. at Rainbow Falls, and a second one on
August 7 1 also from 8-10 p.m. On Thursday, July 30`h there will be a dodge ball
tournament at Rainbow Falls from 7-9 p.m. and on August 1-) there will be a bags
tournament from 7-9 p.m., also at Rainbow Falls. All events are for Junior High age
children.
15. PARADE COMMITTEE—TRUSTEE CZARNIK
A report was given by Trustee Prochno for Trustee Czarnik. As everyone knows, this
year's parade was cancelled; the Parade Committee had a meeting in July and they have
selected the same theme for next year's parade. There will not be a meeting in August;
the next meeting of the Parade Committee will be September 14, 2009.

a. CABLE TV COMMITTEE —TRUSTEES PETRULISSNER
Trustee Petri pointed out that two Representatives from Comcast, Dan Moloney
and Chris Nelson, were in attendance at the meeting. A meeting was held
yesterday and a contract for the next ten years was agreed upon. Trustee Petri
recommended approval of the contract.

The Mid-Summer Concert series is ongoing through July 28, 2009.

e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON
The fourth Tour of Elk Grove will be July 31, August 1 and August 2, 2009. The
Road Stage will be taking place completely in Elk Grove. There are a few minor
changes because of road configurations and notices will be going out to residents.
There will be two block parties, Friday and Saturday nights. Friday night the
"Breakfast Club" band will play, followed by fireworks. Saturday the "Hat Guys"
will be back by popular demand, also followed by fireworks. The Chicago
Blackhawks are sponsoring the block party and the Road Stage this year. Players
will be there to meet and greet the people. Kids' Fest will be going on and
Sunday morning there will be the Comcast Big Wheel Race for the little ones. In
addition to the top pros there will be the Trustee's Fun Ride and the Mayor's
Challenge.
L VILLAGE GREEN REHABILITATION —MAYOR JOHNSON
Mr. Boffice, Director of Engineering & Community Development confirmed that
the Village Green was completed on time. Mayor Johnson expects to announce
many new events to take place in the near future on the new Village Green.
