Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled meeting
of the Village President and Board of Trustees on November l4, 2007_this Executive Session was called
to consider a Personnel matter.

Personnel
The Village Manager updated the Board on the Retiree Health Savings Plan (RHS) changes that
were recently initiated by the Internal Revenue Service(IRS). Initially, the IRS did not set a limit
on the amount of money that could be transferred into.this account. The IRS found many
financially stable people were contributing a great amount of money into this account tax free. The
IRS is now requiring employers to mandate employee participation for each job title, permanently.
This is troublesome to the Village as many positions have numerous employees. Stand-alone
employees are not in a bind because they do not share job titles. Police union members are safe
from the mandate through 2010, because their contributions cannot change until a new contract is
signed. The Village Manager briefed the Board on his attempt to resolve this issue internally and
is seeking consensus from the Board regarding the Village's approach to the non-union, grouped
employees. The Village Manager recommended.sitting down with the affected groups and
requiring a consensus among all group members. The Village Manager has received clarification
on the mandate from the IRS and will brief all of the group members on the rules for this program.
It is possible for a group of employees to set rules such as, any member of this group with 10 years
of service will contribute 4% to the RHS plan. The Village Manager is hopeful that each group is
able to create a scale that they can all agree to. Looking at the existing participation rate, the
Village Manager does not want to eliminate this benefit and feels that each group should be able to
agree to a self-designed scale.
