Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled meeting
of the Village President and Board of Trustees on September 25, 2007_this Executive Session was called
to consider a Personnel matter.

PERSONNEL
The Village Manager updated the Board on his proposal to reorganize the Police Department and
create a fourth Commander position. One of the four Commanders would take on the duties of
overseeing traffic control for events such as the Tour of Elk Grove, Commission on Law
Enforcement Accreditation (COLEA) and the red-light program. The red light program will be
controlled by the Police Department, as the violations will need to be approved by a sworn officer.
Furthermore, the internal adjudication process will require significant oversight as well. Any fees
that are recovered from red light violations will be utilized as follows: 30% Capital Improvement
Fund, 30% General Fund for Personnel, 20% Residential Enhancement Fund and 20% General
Operations Fund (reserve). Itis expected that the fourth commander will be paid for through this
breakdown.
