PACK IETTER MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE,ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY SEPTEMBER 8, 2009 Mayor Craig B. Johnson called the meeting to order at'7:16 p.m. 1. ROLL CALL: Present: Mayor: Craig B.Johnson; Trustees: Nancy J'.1Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Ann I. Walsh A quorum was present. 2. PLEDGE OF ALLEGIANCE Mayor Johnson led the audience in the Pledge of Allegiance to the Flag. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on August 18, 2009 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czamik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES August 19. 2009 —Mayor Johnson, Trustees Czarnik, Prochno and Village Manager Rummel attended the grand re-opening of the Walmart store on Meacham Road. Walmart has redesigned the inside of the store and added more food products. August 27. 2009—Mayor Johnson attended a dinner given in honor of MaryAnn Magnifico of Alexian Brothers Medical Center. Village Manager R. Rummel, Deputy Village Manager M. Roan, Village Attorney G. Knickerbocker, Fire Chief D. Miller, and Director of Health and Community Services M. Cavaliini were also in attendance. Mrs. Magnifico was presented the Brother Bonaventure Award for outstanding dedication and commitment to Alexian Brothers Cause. The Mayor extended his congratulations and noted MaryAnn Magnifico oversees all the construction at the Alexian Brothers Medical Center. September 3. 2009—The Mayor and several Board members attended a ribbon cutting ceremony for the new Rosati's Pizza on Rohlwing Road. The Mayor welcomed the new business to our Community. Open Letter - Mayor Johnson read a full page letter that was published in the September 3, 2009 Tribune written by Jeffrey Pack, Owner of Quality Color Graphics, Inc., 1855 Greenleaf Avenue, Elk Grove Village. The Mayor stated the Board has never seen a business willing to spend thousands of dollars to run a full-page ad to thank the elected officials and staff in one of the largest newspapers in the Country. Jeffrey Pack complimented the local elected officials and Village staff for their professionalism and assistance throughout the 15 years Quality Color Graphics, Inc. has had their place of business in Elk Grove Village. The company moved to Elk Grove 15 years ago and had employed less than two-dozen employees and operated out of one 1 VBM 9-8-2009 38,000 square foot building. Since that time, the company now occupies three facilities in three communities and has grown to 150 employees. It became clear to Mr. Pack that it was time to consolidate. J. Pack wrote he had investigated several west suburban locations and it became clear that Elk Grove Village would be the choice. J. Pack stated they had learned the administrative and professional staff of Elk Grove Village was hard working and helpful and he stated that it was for this reason he recently signed a lease on a 126,000 square foot building at 1100 Kirk Street for consolidation of his operations. J. Pack extended his appreciation to the elected officials; and to the professional and administrative staff of Elk Grove. Mayor Johnson stated he personally phoned Jeffrey Pack to thank him for the kind words. Mayor Johnson, on behalf of the Board of Trustees, thanked Jeffrey Pack for taking the time to write and publish his comments. The Mayor thanked the members of the Elk Grove Village staff and commented they should be proud to think that someone took the time to let the world know what a fine job they do. Copies of the letter will be distributed and shared with the employees of each Village department. Red Light Cameras - Mayor Johnson reported the Tribune had recently conducted a poll on the Red Light Cameras. Fifty-three per cent of the people polled said they support Red Lights and 41% said they did not. Mayor Johnson said red light cameras are saving lives and property damage. Soldier Memorial Fund - Trustee Feichter and Trustee Prochno joined the Mayor at the podium. Mayor Johnson stated during the Alexian Brothers Tour of Elk Grove an event was held as a fundraiser for the Soldier Memorial Fund. This year $9200.00 was raised. The Soldier Memorial Fund will split that total donation between the Community Character Coalition and the Heart of a Marine Foundation. Betsy Boswell of the Community Character Coalition accepted a check on their behalf in the amount of$4600.00 plus an additional $500.00 donated by the Walmart Store. B. Boswell thanked the Mayor and Board for the continued support and noted the funds would be used towards scholarships for Elk Grove Village high school seniors. Residents were invited to join the Community Character Coalition at the first Annual Community Social coming up on Thursday. Georgette and Roy Frank created the Heart of a Marine Foundation in memory of their son, Philip Frank, who died while serving in Iraq. The Franks joined the Mayor at the podium. Mayor Johnson presented a check from the Soldier Memorial Fund to the Franks in the amount of$4600.00 with an additional $500.00 donation from the Elk Grove Watmart. Georgette Frank extended her appreciation and updated the audience on the activities and donations by the Foundation. It was noted numerous hospitals had been given computer equipment and rehabilitation software for programs that treat traumatic brain injury. Mrs. Frank related Midwest Brain Injury Club House has received a donation and planned to set up a traveling workshop so that they can reach veterans who cannot get out to VA Hospitals. It was noted Alexian Brothers Medical Center is the first community-based hospital in the United States to treat Veterans. G. Frank: said there would be an official presentation of computers and software to Alexian Brothers and extended an invitation to the Mayor and Board to attend the ceremony when a date has been set. In addition, over 2000 walking canes have been donated to various VA Hospitals and several scholarships would be awarded, including a $500.00 scholarship to a school their son Phillip Frank had attended. Financial assistance is also offered to military families. Georgette Frank stated there is now an online store and they are hoping to generate enough funds to off set administrative costs so all donated dollars can be channeled into the programs. The website is www.heartofamarine.org. 2 VBM 9-8-2009 Georgette Frank presented the Mayor with a framed photo taken with the Franks and several Marines and Army servicemen who attended a Village Board meeting last year. Trustee Feichter reported the Community Character Coalition would sponsor their First Annual Social on Thursday, September 10, 2009, from 4:30 to 6:30 p.m. at the Hattendorf Center. Tasty Catering would provide food at no cost and door prizes would be offered. The event is open to all the community. Participants would be asked to join the Coalition in a letter writing campaign. Letters written will be sent to the troops serving in Iraq and Afghanistan. Last year over 5000 letters were mailed to the troops. Trustee Feichter related a soldier who received a letter last year was so honored to get a letter from a student from Elk Grove High School that he flew a flag in honor of Elk Grove and the high school at his base in Iraq. The flag was eventually brought back to Elk Grove High School where it is now on display. Trustee Feichter asked that everyone participate in the letter campaign. Trustee Feichter reported meetings are currently being scheduled regarding the upcoming 2010 census. Trustee Feichter stressed how important the Census taking would be for Elk Grove Village and stated Census representatives had arranged to speak to several community organizations in the near future. Elk Grove residents were asked to support the Census. Trustee Prochno updated the audience on the health of her father who had recently been taken to Alexian Brothers by ambulance due to illness. Trustee Prochno commented on the excellent quality of care her father received from Alexian Brothers Hospital and the Fire personnel. Trustee Lissner attended a meeting of the Joint Action Water Agency (JAWA) on August 26, 2009. An election of Officers was held and the following individuals were elected to two year terms: Chairman-Al Larson, President of Schaumburg; Vice-Chair-Irvana Wilks, Mayor of Mount Prospect; Treasurer-Christine Tromp, Elk Grove Village Finance Director; and Secretary-Michael Janonis, Village Manager of Mount Prospect. Trustee Lissner commented that many communities are having financial difficulties and said he wanted to thank the Village staff members for their efforts in keeping Elk Grove's budget well under control. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the August 31, 2009 Accounts Payable Warrant in the amount of 5559,409.51. Saint Julian Eymard Church. 601.Biesterfield Rd. —Approve a request to waive the permit fees for railing replacement located at the rear entrance to the church in the amount of$168.00. C. PERSONNEL COMMITTEE - CHAIRMAN FRANKE Trustee Franke stated the Personnel Committee was in the process of setting dates and times for Exit Interviews. 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER Trustee Feichter announced the August 29, 2009 Document.Destruction event located at the Elk Grove Village Municipal parking lot was very successful. Future Document Destruction events are listed on the SWANCC website (www.SWANCC.org) or residents may contact the Director of Health and Community Services for information. Special mention and appreciation was extended to James Morrill of the Community Services Board who, with his daughter, assisted at the Document Destruction event. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO No Report 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION TRUSTEES LISSNER/PETRI a. Higgins Road/Oakton_Street Landscaping—The project began on September 8, 2009 with an estimated completion date in October. f. Lightinp improvements on Busse Road from Touhy to Mark Street -The project is completed. Trustee Petri requested removal of item f. from the ICRC agenda. b. Devon Avenue & Arlington Heights Intersection Improvements—Trustee Petri reported the project is coming along. 14. YOUTH COMMITTEE - TRUSTEE FRANKE Trustee Franke reported the Youth Committee met last Monday and would offer a trip to Springfield, Illinois in October. More information on the Springfield trip would be made available at the next Village Board meeting. Plans are also being put together for future teen dances. Volunteers are needed to supervise these activities. Anyone interested should call the Park District. Trustee Prochno added that information regarding the Springfield trip is available in the Elk Grove Park District brochure. The trip is being offered to Elk Grove Junior High School and High School students. 15. PARADE COMMITTEE-TRUSTEE CZARNIK 2010 Home Town Parade—The date of the 2010 parade is Saturday, June 19, 2010 at 6:00 p.m. The theme chosen is "Star-Spangled Salute to America. 5 VBM 9-8-2009 Elk Grove Village individuals currently serving in one of the five Branches of the United States Armed Forces will serve as Parade Marshals. Meeting Schedule—The next meeting of the Parade Committee will be held on Monday, September 14, 2009 at 5:30 p.m. in the lower level Conference Rooms. 16. PLAN COMMISSION - VILLAGE MANAGER PC. Docket 909-2 —The Village Manager reported this Plan Commission public hearing had been continued to September 16, 2009 at 7:00 p.m. 17. ZONING BOARD OF APPEALS - VILLAGE MANAGER ZBA Docket #09-3- A public hearing was duly held before the Zoning Board of Appeals on August 6, 2009 and was continued to August 27, 2009. The Village Manager noted the Zoning Board unanimously voted to "DO GRANT" an amended variation request. The Mayor recited the amendments that had been agreed upon by the petitioner and recommended by the Zoning Board of Appeals. The petitioner, Stephen Fortman, of 472 Potomac Lane, was present and requested further explanation of the amended variation. The Director of Engineering and Community Development informed the petitioner the fence would be about 10 feet behind the petitioners side of the public sidewalk. Following discussion, the petitioner stated the type of fence and 10-foot setback would be agreeable to him. The Director noted the variation would allow the petitioner to install a fence approximately 28 feet beyond his neighbors house. The Mayor responded to the petitioner's questions regarding the 2002 Village Fence Ordinance and stated that ordinance consolidated and simplified the fence regulations that were in place. The Mayor noted each variation is looked at differently and in this case the Zoning Board felt this would be fair to both Fortman and his neighbor. The Mayor again asked the petitioner if he was in agreement with the amended variation and if Fortman would follow the recommendation of the Zoning Board of Appeals. The petitioner said he would comply. Trustee Czarnik requested additional clarification on the type of fence that would be installed. Fortman confirmed it would be a see through aluminum fence. Motion to concur with the recommendation of the Zoning Board of Appeals to direct the Attorney to prepare an Ordinance granting an amended variation request to allow construction of a six foot (61) high, black aluminum fence located twenty- eight feet, eleven inches (28'11") beyond the nearest front corner of the house at 1760 Gibson on property located at 472 Potomac Lane, Elk Grove Village Illinois. MOVED: Trustee Feichter SECONDED: Trustee Lissner VOICE VOTE MOTION CARRIED Petitioner Fortman was advised the formal approval of the ordinance would take place at the next Village Board meeting. The required permits should be obtained and the work could start prior to the September 22, 2009 Village Board Meeting. The Mayor said he understood the petitioner was not totally happy with the variation as approved and pointed out the Zoning Board always looks at each case individually and takes into consideration all parties involved. 6 vBM 9-8-2009 ZBA Docket#09-5-The Zoning Board of Appeals held a public hearing for a variation to construct an attached third car garage at 1463 Hodlmair Lane. The Zoning Board of Appeals unanimously recommended to "DO GRANT" the variation subject to certain conditions regarding height. The petitioner, Ross Messina, 1463 Hodlmair Lane; was present in the audience. R. Messina confirmed he was aware of and would agree to the conditions recommended by the Zoning Board of Appeals. There being no further questions from the Board, the Mayor called for a motion. Motion to concur with the recommendation of the Zoning Board of Appeals to direct the Village Attorney to prepare an Ordinance granting a variation to the Zoning Ordinance to construct an attached third car garage, subject to conditions as recommended by the Zoning Board of Appeals, at property located at 1463 Hodlmair Lane. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRULISSNER No report b. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK House Walk - The Kenneth Young Center is hosting a Finding Solution House Walk on Saturday, September 12, 2009 from 10:00 a.m. to 4:00 p.m. Ten redesigned Elk Grove Homes are participating. Tickets would sell for $20.00 through September 11`h and increase to $25.00 on September 12, 2009. For information individuals should phone 847-524-8800, extension 119. P.A.D.S.- Trustee Czarnik reported P.A.D.S. would sponsor a Walk for the Homeless on Saturday, September 19, 2009. The `Valk is the only fundraiser P.A.D.S. would conduct this year. It was noted that due to the recession P.A.D.S. has noticed an increased number of clients. Last season P.A.D.S. sheltered 743 guests and purchased, cooked, and served 2,529 meals. Residents were asked to help by pledging and walking on September 19`h. Pledge sheets or information could be obtained by calling Linda Blair, Community Services, at 847-357-4121. Forms will also be available at the Farmer's Market. Farmer's Market—There are only three more Wednesdays left for the Farmer's Market. The last date for the Farmer's Market is Wednesday, September 30, 2009 from 7:00 a.m. to 1:00 p.m. The Farmer's Market is held in the south parking lot of the Elk Grove Park District Pavilion. The 3`d Annual Frank.J. Czarnik Memorial Golf Outing. will benefit two Elk Grove Youths with scholarships. The event will be held on Sunday, October 4, 2009 at the Fox Run Golf Links as a 4-man scramble. Shotgun start will begin at 8:00 a.m. The cost is $60.00.
