meeting of the Village President and Board of Trustees on March 4, 2008, this Executive Session was
called to consider a Personnel matter.

Health Care Renewal
Chairman Pat Feichter called the Executive Session meeting for the Personnel Committee to order.
The Village Manager and Human Resource Coordinator went through a summary of the
recommendations for 2008-09 Health Care renewals:
• Due to last year's good health and savings of 5141,000 by compelling Gallagher(TPA) to
compete for our business, we are projecting a surplus of$776,900 for this year's PPO Plan.
With that, staff recommends no change (0%) to the premiums.
• Our broker(Gallagher) managed to negotiate the HMO premium increase down from 10.5% to
5.7%. Staff recommends accepting that figure.
• The HMO Dental will increase by 3%. Staff recommends accepting that figure.
• Due to our last two years of discussions by the Committee and no increase to the PPO Medical
Plan this year, the Village was able to take a closer look at the Village Dental Plan and
recommends a 10% reduction in premiums along with an increase of the Plan maximum from
51000 to $1500 and Orthodontics maximum from $500 to $2000. The benefit levels have not
changed in 29 years and the annual premium currently exceeds the annual benefits.
• We are recommending the implementation of a high-deductible/high co-pay PPO plan as a
choice for employees or retirees wanting a lower premium but accepting higher costs. This will
be an addition to the existing PPO, so we do not need to negotiate this with the unions.
• The final recommendation is to designate the HMO health plan as the basic or base plan of the
Village. Village Manager Rummel discussed the new laws and regulations regarding police and
fire employees and their ability to obtain free insurance for life from the Village if the employee
experienced a catastrophic injury/disability pension. He also explained that under the law, the
Village could designate a health plan as the basic plan. The Village is then only responsible for
providing the basic plan. If an employee wanted the premium plan, the employee would then
have to pay the difference between the premium plan and the basic plan. Only sworn police
and fire employees are eligible for this benefit.
The Village has 1 police officer (Danahey) and 1 firefighter (Sterzel) nearing the filing time for a
disability pension due to knee injuries, and the Village should be proactive on the topic before they file
for the disability pension.
The consensus of the Personnel Committee was to recommend approval of the above items as
submitted. Chairman Feichter will issue a memo to the Village Board as a summary of the topics
discussed, and it will be discussed in Executive Session on March 11. Staff is seeking to hold open
enrollment during the first week in April.
