HomeMy WebLinkAboutVILLAGE BOARD - 09/22/2009 - VIDEO GAMBLING/IDOT PUBLIC HEARING MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY SEPTEMBER 22, 2009 Mayor Craig B. Johnson called the meeting to order at 7:05 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik„ Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Ann L Walsh A quorum was present. 2. INVOCATION Reverend Curt Hansen, Lead Pastor, Elk Grove Baptist Church, delivered the Invocation. Mayor Johnson reported he had attended the 50th Anniversary Service of the Elk Grove Baptist Church on Sunday, September 20, 2009. Trustees Prochno, Feichter, and Village Manager Rummel were also in attendance. PLEDGE OF ALLEGIANCE Mayor Johnson led the Trustees and members of the audience in the Pledge of Allegiance to the Flag. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on September 8, 2009 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson reported on his attendance at the following: • September 20. 2009- Attended the Elk Grove Baptist Church's 501h Anniversary Service. • September 20. 2009- Attended the Community Character Coalition Social held at the Hattendorf Center. Refreshments were provided by Tasty Catering. The event was well attended and the Mayor thanked the Coalition for the invitation to attend. Several members of the Board of Trustees were also in attendance. • September 17. 2009 - Chief Schmidt and the Mayor attended the 10th annual Mayors Football Game held at Conant High School. The winners, the Elk Grove Grenadiers, were presented the Mayor's Trophy following the game. • September 21. 2009- Attended an event celebrating the Alexian Brothers Medical Center Rehabilitation Week. The Mayor remarked that Alexian Brothers continues to make great advances in the medical field and expressed his appreciation for what Alexian has to offer. 1 VBM 9-22-2009 Lions Club Candy Days - Mayor Johnson announced that the Lions Club would conduct their annual "Lions Candy Day'' collection on Friday and Saturday, October 9 and 10, 2009. Residents were encouraged to donate generously to an organization that contributes to Elk Grove Village in many ways. Video Gambling - Mayor Johnson stated many communities have taken a stance on a new law that allows video gambling machines in Illinois communities. The Mayor pointed out that at this time Elk Grove Village has not taken any position regarding video gambling machines. The Illinois Gaming Board, who has oversight of video gambling, has yet to define the rules. When a firm plan is in place and has been reviewed by the Elk Grove staff and legal counsel, the Board will address the topic. The Board felt it would be premature to make a decision whether it is wanted or not wanted in the Community. Any business that has sent inquiries will receive a letter explaining the above. The Board will also review information on video gambling in other areas, States, and get as much information as possible. Public comment will be invited as was done when Off Track Betting (OTB) came to the community. Until the Board sees the full picture they are not going to make any decisions or begin the process. The Mayor assured the audience that the community would be advised prior to any decisions made. IDOT Public Hearing - The Mayor referenced Consent Agenda Item H. adopting a Resolution designating "Alternative 203" as the locally preferred selection for the construction of the Elgin O'Hare-West Bypass with corresponding North and South Connections. Mayor Johnson reported a final public hearing would be held on October 8, 2009 at the Belvedere Banquets in Elk Grove Village. The Mayor spoke of the 40,000 comment cards turned into IDOT at the public hearing held in March 2009 supporting the option that located the roadway on airport property. It was noted IDOT had eliminated Busse Road as the roadway and are now deciding if the road would be built on airport property or by widening Elmhurst Road. The Mayor noted the Resolution adopted this evening has the continued support of all the agencies that supported the Village in March. Those agencies have reaffirmed their position as stated on the 40,000 comment cards submitted to IDOT. The Mayor said he is optimistic that by November or December IDOT would make a decision. Elk Grove is still in a good position and the comment cards would count in the public hearing on the 8th Food Pantry—A representative from the Elk Grove Police and the Fire Department joined the Mayor at the podium. Police Officer Russell Sullivan reported a charity soft ball game was held at Alexian Brothers Flyers Field in June between the Elk Grove Public Safety Team and the Mt. Prospect team. The Elk Grove team won by a score of 13 to 3 and was awarded a trophy to be kept and displayed in Elk Grove Village. Officer Sullivan noted they have made an agreement with Mt. Prospect-to make this an annual event. The Police and Fire team raised a $400.00 donation for the food pantry as a result of the event. Sheri Shapiro accepted the donation on behalf of the Elk Grove Presbyterian Church Food Pantry and thanked the Police and Fire Department for the generous donation. Mrs. Shapiro noted the Pantry is 20 years old and that within the last year the number of households needing assistance had increased by sixty-two percent. The Mayor was then presented the "game ball''. Trustee Feichter reported the Community Character Coalition event was very successful and was well attended. Everyone had a good time. Trustee Feichter thanked the Police and Fire for their assistance. 2 VBM 9-22-2009 Trustee Feichter attended a ceremony conducted at the Elk Grove Fire Station in memory of the September l lth terrorist attack in New York. It was noted that the community would be invited to next year's event. Trustee Feichter reported on his attendance at the Christus Victor car rally held on Sunday, September 20, 2009 and stated it was a fun event. Trustee Feichter also attended the Park District's Pioneer Days held at the Farmhouse as well as the Clearbrook House Open House held on the west side of Elk Grove Village. Trustee Feichter commented on the warm and enthusiastic welcome he received from the residents of the Clearbrook House. Trustee Czarnik reported the Fall banners have been installed along Biesterfield Road. Trustee Czarnik also attended the Clearbrook Open House and commented that the residents and staff were happy and excited to show off their home and their accomplishments. Trustee Czarnik reported the Kenneth Young Center's Finding Solution House Walk, held on Saturday, September 12, 2009, was a wonderful success. Kenneth Young is planning a House Walk for next year. The 3rd Annual Frank J. Czarnik Memorial Golf Outing, which will benefit scholarships for two Elk Grove youths, will be held on Sunday October 4, 2009 at the Fox Run Golf Links as a 4 man scramble with shotgun start at 8:00 a.m. The cost is $60.00. Anyone interested can contact Trustee Czarnik at 847-891-5072 or Jim Heffern at 847-437-0109. Trustee Petri related his granddaughter had been diagnosed with Type 1 Diabetes at the age of 3 years. Melony has just celebrated her 5`h birthday and in that short time has received over 4500 finger pricks and more than 2500 insulin injections and countless doctor visits. Melony has currently been fitted with an insulin pump. Trustee Petri talked about the affects of diabetes and mentioned Ron Santo of the Cub Association and Chicago Bears Quarterback Jay Cutler who also suffer from diabetes. Trustee Petri reported that a"Walk for the Juvenile Diabetes Research Foundation" would be held on Sunday, October 4, 2009 in Busse Woods. "Melony's Miracles Team" will participate in the walk and all interested parties were invited to join and walk with the team. Donations can also be sent to The Juvenile Diabetes Research Foundation, Illinois Chapter, 500 Dearborn Street, Suite 305, Chicago, Illinois 60654. Trustee Petri, reported there was a meeting of the Sister Cities Organization Monday, September 21, 2009. The next meeting would be held on October 19, 2009. The organization meets on the third Monday of each month at 7:00 p.m. in the lower level of the Charles J. Zettek Municipal Building. The Chamber of Commerce will hold a Business After Hours event which will be hosted by the Harris Bank and the Sister Cities Organization on Thursday, September 24, 2009 from 5:00 p.m. to 7:00 p.m. Refreshments will be served. Rocco Vino will participate in a fund raiser during the month of October to benefit Sister Cities by contributing 10% of their profits during the month of October. Those funds will be used to support the Christmas Baskets and other Sister Cities charities. Trustee Petri stated 2010 would be the 10`h anniversary of the organization. A trip to Sicily is planned in September or October of 2010. Over 100 members have joined the Elk Grove Village Sister cities organization and over 60 members in Sicily. Trustee Petri said everyone is welcome to join and to attend the event on September 24, 2009. 3 VBM 9-22-2009 Trustee Franke added to Trustee Feichter's report stating that the Elk Grove Youth Football Cheerleaders led the "shuffle" at the Community Character Coalition event. Trustee Prochno reported the Trustees and Village Manager Rummel attended the Greater O'Hare annual Luau on Friday, September 18, 2009. Trustee Prochno participated in the Saturday, September 19, 2009 P.A.D.S. Walk for the Homeless. It is expected, due to the economy, a lot more people would utilize the P.A.D.S. location. Donations to P.A.D.S may be sent to the Christus Victor Church that houses the P.A.D.S. Class 6B Resolution- The Mayor deviated from the agenda to present a request to the Board to entertain the approval of a Class 6B Resolution for property owned by Marty LaHart, owner of TapeCase, 1982 Lunt Avenue, Elk Grove Village Illinois. TapeCase plans to expand their business with an addition to the rear of their building that would employ 10 additional individuals. The Mayor called for a motion. Motion to adopt Resolution No. 48-09 entitled, "A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 611 STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15,2006 FOR CERTAIN REAL ESTATE LOCATED AT 1982 LUNT AVENUE, ELK GROVE VILLAGE, ILLINOIS." APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the September 22, 2009 Accounts Payable Warrant in the amount of$311,267.98. CONSENT AGENDA It was moved and seconded that the Consent Agenda of the September 22,2009 Regular Village Board Meeting be approved as presented. Item L. - Trustee Feichter requested removal of Item L., consideration to award a professional services contract to Vision Internet of Santa Monica, CA for website redesign services, whereupon, with the consent of the Second, the motion was amended to approve the Consent Agenda with Item L. removed and voted on separately. A. Elk Grove High School/waive fees - Approve a request to waive fees in the amount of$50.00 to hold their annual Homecoming Parade on Thursday, October 1, 2009, at 6:00 p.m. B. Elk Grove Park District/waive fees—Approve a request to waive fees in the amount of$252.50 for second floor interior renovations at the Pavilion Recreation Center at 1000 Wellington Avenue. 4 VBM 9-22-2009 C. Prince of Peace United Methodist Church/waive fees—Approve a request to waive the following: • a general retail license fee for their annual Pumpkin Patch event from October 2, 2009 until October 31, 2009 in the amount of$100.00; • a temporary food caterers license for a PumpkinFest to be held on October 3, 2009 in the amount of$100.00; and • a one-day carnival license for a PumpkinFest to be held on October 3, 2009 in the amount of$100.00. D. Shinnyo-En USA Temple/waive fees - Approve a request to waive the Village's vehicle sticker fee for the period May 1, 2009 through April 30, 2010, and the prior year's stickers and late fees in the amount of$600.00. E. Triggi Construction. Inc.. West Chicago. IL—Authorization to increase the service contract originally awarded on May 26, 2009 for the Higgins Road and Oakton Street Median and Island Improvement Project in an amount of $23,415.50, for a total amount of$97,773.00. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI No Report 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER a. No-Idle-Zone Ordinance-It was reported that the Director of Health and Community Services would be contacting the high schools to start a contest to design "No Idle' signage. Mayor Johnson stated the impetus of this Committee item was not only due to the high gas prices at the time but also for pollution control in our environment. Trustee Lissner stated he had witnessed several cars idling outside one of the businesses in the Village. 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE Executive Session-Chairman Franke reported the Personnel Committee would meet for the purpose of meeting in Executive Session on Friday, September 25, 2009 at 3:00 p.m. 6 VBM 9-22-2009 11. RECYCLING & WASTE COMMITTEE — CHAIRMAN FEICHTER No report 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO Open House - Trustee Prochno reported the Elk Grove Fire and Police Departments would host the annual Open House on October 11, 2009 from 1:00 p.m. to 4:00 p.m. at the Biesterfield Road Fire Station. A tour of the new Village Hall area would not be offered on that date. Trustee Prochno referenced the approval of a contract tonight to Vision Internet of Santa Monica CA for a new website design and stated the goal is to consolidate the three sites now in existence into one site that would provide visitors with a user-friendly, informative and useful site. The Information Committee will work with the Village staff to choose the best type of website for the Village. Mayor Johnson requested item c.,Website Redesign, be added to the Information Committee agenda. 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION TRUSTEES LISSNER/PETRI a. Higgins Road/Oakton Street Landscaping_—The replacement of pavement and removal of old landscaping is in progress. Consent Agenda Item 6.G. granting an increase to a service contract originally awarded for median and island improvement at Higgins and Oakton was approved this evening. Trustee Petri commented the area looks much nicer than before the work was done and it will be a real plus particularly because that is one of the entrances into Elk Grove Village. Consent Agenda Item G. Trustee Petri pointed out a Class 6B Resolution was approved for Grecian Delight Foods. Grecian Delight Foods will purchase property at 1301 Estes Avenue and invest approximately $8,400,000.00 in renovations and employ up to 77 employees. b. Devon Avenue & Arlington Heights Intersection Improvements - Trustee Lissner requested information on the progress of this project. The Director of Engineering and Community Development reported the surface pavement should begin on Thursday and Friday of this week. Most of the pavement should be completed by the end of the week. It would be another four or five weeks to get the new signals and lights installed. The motoring public should be able to get through the intersection beginning next week. 14. YOUTH COMMITTEE - TRUSTEE FRANKE Springfield Illinois Trip - Trustee Franke announced the Youth Committee and Park District are offering a trip to Springfield Illinois for youths 11 years through 14 years of age. The day long trip is scheduled on Saturday October 14, 2009 with a cost of$110.00. A tour of the Capitol, a trolley tour of Springfield, and time at the Lincoln Museum is on the agenda. The deadline to register is October 1, 2009. Interested individuals should contact the Park District. 15. PARADE COMMITTEE -TRUSTEE CZARNIK 2010 Parade - The 2010 "Star-Spangled Salute to America" parade will be held on Saturday June 19`h. The Grand Marshals are the Village Service men and women who are currently serving in one of the five Branches of the United States Armed Forces. 7 VBM 9-22-2009 Meeting Schedule: The Monday, October 5, 2009, meeting of the Parade Committee has been cancelled. The next meeting of the Parade Committee will be held on Monday,November 2, 2009, at 5:30 p.m. in the lower level conference room of the Charles J. Zettek Municipal Building. 16. PLAN COMMISSION - VILLAGE MANAGER PC Docket 909 -2 Village Manager Rummel reported the attorney representing the petitioner seeking authorization to subdivide and rezone property at 1400 Busse was unable to attend tonight's meeting but would be in attendance at the October 13, 2009 Village Board Meeting. The Manager further reported a question had arisen as to how quickly the firm would move on the requested redevelopment plan. Staff suggested there be a 24 month stipulation that the project be underway within that two year timeframe, otherwise, the property would revert back to its former zoning and subdivision. The property owners have indicated they find that stipulation acceptable and requested that the stipulation be included in discussion and in writing at the October 13, 2009 meeting. The Mayor noted the Director of Engineering and Community Development would oversee the project and stipulations. 17. ZONING BOARD OF APPEALS - VILLAGE MANAGER ZBA Docket #09-4 —A public hearing was duly held before the Zoning Board of Appeals for a variation request to permit the replacement of an existing fence which would extend approximately thirteen feet beyond the nearest front corner of the principal building located on the adjacent single family lot at 299 Brookhaven Drive. Village Manager Rummel reported the Zoning Board of Appeals unanimously recommended to DO GRANT the request. It was noted the petitioner was present in the audience. There being no further questions of the Board, the Mayor called for a motion to prepare the necessary documents. Motion to concur with the recommendation of the Zoning Board of Appeals to direct the Village Attorney to prepare an Ordinance granting a variation to the Zoning Ordinance for a fence variation at 299 Brookhaven Drive, Elk Grove Village, Illinois. MOVED: Trustee Lissner SECONDED: Trustee Petri AYES: VOICE VOTE MOTION CARRIED The petitioner was advised that formal adoption of the ordinance would take place at the October 13, 2009 Village Board meeting. The petitioner was also advised to contact the Director of Engineering and Community Development to obtain the necessary permits at which time work could begin prior to the formal approval. Mayor Johnson thanked the petitioner for working with the Zoning Board and for their time and effort. 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRULISSNER No report 8 VBM 9-22-2009 b. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK Thanksgiving Baskets - Trustee Czarnik reported there would be a change in the Thanksgiving Basket program this year. The Health and Community Service Board would be donating Thanksgiving items, such as turkeys; potatoes, and pies, through the food pantry on Thursday, November 19, 2009. Residents or businesses interested in donating any items or monetary donations can contact the Village at 847-357-4121. Farmer's Market—The last day of the 2009 Farmer's Market is September 30, 2009. Hours are 7:00 a.m. to 1:00 p.m. An Alexian Brothers nurse will attend the September 23, 2009 Farmer's Market to conduct blood pressure and body fat screenings. The Farmer's Market is located in the south parking lot of the Elk Grove Park District Pavilion. Community Spirit Award —Application forms to nominate someone for a good deed are available at the Village Hall, the Elk Grove Library, Park District Library or Jarosch Bakery. C. LIQUOR COMMISSION - MAYOR JOHNSON No Report d. SPECIAL EVENTS COMMITTEE —MAYOR JOHNSON The Mayor reported a list would soon be presented to the Village Board of the name of the band options for next year's `'Midsummer Classics'' events. e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON Mayor Johnson reported he is waiting to hear from the NRC for the official dates of next year's bike race. The Mayor is optimistic the dates are on Friday, July 30, Saturday, July 31, and Sunday, August 1, 2010. An announcement should be made at the next Village Board meeting. 19. REPORT FROM THE VILLAGE CLERK No Report 20. UNFINISHED BUSINESS Village Board—None Village Attorney—Ordinance Nos. 3213 (Item K.) and 3214 (Item J.) were prepared by the Village Attorney and approved by the Village Board on tonight's Consent Agenda. 21. REPORT FROM THE VILLAGE MANAGER No Report 22. NEW BUSINESS None Trustee Feichter noted that on October 2, 2009 an announcement would be made regarding the location chosen for the 2016 Olympic Games. If Chicago is chosen it would be economically beneficial to Elk Grove Village and the suburban area. Trustee Feichter said that it was announced at a recent meeting of the Woodfield Convention Bureau that over 4000 rooms have been reserved in anticipation that Chicago would be chosen. 9 vBM 9-22-2009 Trustee Feichter talked about how dangerous it is for bike riders to be out at night without proper lighting on their bikes. Trustee Feichter stated he had received two phone calls at his home alerting him of the massive manhunt for the escaped prisoner, Robert Maday.
