Village of Elk Grove
Board of Health
July 7, 1987
The regular meeting of the Elk Grove Village Board of Health was
called to order by Pat McHale at 7:40 p.m. in the Staff Conference
Room of the Village Hall.

The minutes of the June 2, 1987, meeting were approved.
I Old Business
A. Adult Day Care Proposed Ordinances
Two proposed ordinances were reviewed by the Board of
Health. The Illinois Department of Aging Code is very
restrictive - so restrictive that many excellent Adult Day
Care Centers have chosen to refuse DOA funds because the
Code made it too expensive to operate a center under their
restrictions.
The Illinois Association of Adult Day Care Provider's
Guidelines are very vague and unrestrictive. Neither
ordinance is appropriate for our needs. Dave Dopp
moved that the Northwest Municipal Conference reactivate their
committee that was working on a model Adult Day Care Ordinance
and complete their task. The motion was seconded by Dr. Kelly
and was unanimously approved. Dave Dopp would like to
serve on the committee.
B. Updates
1. Low Cost Health Care Task Force
The consortium has been meeting to establish goals
for the initial planning. phase of the grant. It looks
like a couple of demonstration projects will take
place to determine the feasibility of the program.
Nothing definite has been proposed at this point in time.
2. Proposed Tanning Booth Ordinance
Nothing has transpired to date.
3. Preposed Senior Congregate Housing Ordinance

. C. Task Force - Senior Impact Study

II Routine Reports
A. Coordinator's Report
Blood Drive - The July 25th drive will be held in the
meeting rooms of the new addition of the village Hall.
Carroll Square Association - The Association has been
finalized. Plans for improvements are underway.
Pat Bourke suggested that the Board of Health write a
letter to fir. Zettek expressing their appreciation of
the Village's cooperation in helping Carroll Square es-
tablish an association.
TB Mantoux Clinic - 123 food handlers were given Mantouxs
and 6 were found to be positive. They were referred to
the TB san. districts.
Park District Licensing Inspections - Fox Run Golf Links
applied for a food service Jicense. They will be
inspected by the Health Department. Other Park District
food facilities have not applied for a license to date.

B. Sanitarian's Report
Several new food service facilities will be opening plus
2 new Day Care Centers. Elk Crossing will have at least
four restaurants plus the Jewel Osco. A new restaurant
is opening at the northeast corner of Tonne and Devon.
A Salmonella investigation is currently taking place.
Although the likelihood of contamination is very slim,
Cook County is doing a routine investigation as a
precautionary measure.

III New Business.
Dave Dopp expressed concern over the bike path intersection
on the west side of Higgins and Arlington Heights Road.
It is a safety hazard for bikers and probably warrants a
bridge overpass. The Board agreed with Dave's concern.
They suggested that a letter be written to the Elk Grove
Police Department, asking for the appropriate agency to
express the Board's concern on this matter.
The meeting was adjourned at 9:20 p.m.
