Board of Health
June 2, 1987
The regular meeting of the Elk Grove Village Board of Health
was called to order by Pat McHale, Chairman, at 7:40 p.m. in
the Staff Conference Room of the Village Hall.

The minutes of the May 5, 1987, meeting were approved.
Dir. Zettek was invited to the Board of Health Meeting to discuss
some items that had been troubling them over the. past year.
The proposed Tanning Booth Ordinance was one item. They were dis-
turbed that Mr. Willis disagreed with the Board of Health's
proposed ordinance and their rationale for the necessity for such
an ordinance. Mr. Zettek said this ordinance has been given to
the Board of Trustees and they will decide whether or not it will
be adopted.
Another item is the proposed Congregate Senior Housing Ordinance.
Mr. Zettek said this was in J.P.Z. for review and would not be
acted upon until J.P.Z. had completed their work on it.
The question of the Park District jurisdiction was also discussed. .
Currently the Park District is autonomous and is not serviced by
the Village unless they request it. The Health Department does
not inspect their food service facilities. Mr. Zettek said the
Village would- not interfere with the Park District unless a
situation would arise that endangered the health, safety and
welfare of residents. They could meet with the Park District and
"force the issue" if a critical situation should arise. Mr. Zettek
said- he would talk with Mr. Willis about the discomfort between
him and the Board of Health and would also speak with Dir. Petri
regarding the proposed Senior Congregate Housing Ordinance. The
Board of Health thanked Mr. Zettek for coming to the meeting to
discuss their problems with him.

I Old Business
A. Low Cost Health Care
The Low Cost Primary Health Care Task Force has hired a
director that will be housed at the Alexian Brothers Medical
Center Corporate Offices in Elk Grove Village. Previous
plans were to place him in the Cook County Department of
Public Health Maywood Offices. The ABMC facility is
much larger than the Cook County facility.
B. Congregate Housing
Already discussed above.
C. -Senior Impact Study
The Impact Study has not been started. The Board of Health
would like to approach Rich Sewell, the new director of
the Low Cost Health Task Force about the study. Since he
will be in close proximity and has access to information
needed for the study, they would like to see if they can
contract with him to develop the impact study.
D. Proposed Tanning Booth Ordinance
Already discussed above.
E. Proposed Adult Day Care Ordinance
Two model ordinances for Adult Day Care facilities were
passed out to the Board of Health. * Pat McHale asked board
members to review them carefully and be ready to discuss
them at the July meeting.
F. Proposed Rental Housing Ordinance
The Board of Health discussed the proposed Rental Housing
Ordinance. They looked at the current Schaumburg Ordinance
which has been added to their housing maintenance code.
Ray Dean moved that the Board of Health favors a multi family
dwelling unit licensing - rental ordinance and would welcome
meeting with J.P.Z. to further discuss this ordinance. The
motion was seconded by Dr. Kelly and was passed unanimously.
II Routine Reports
A. Coordinator's Report
Immunization Clinic -
Alexian Brothers Medical Center and the Elk Grove Village
Health Department are having monthly Immunization Clinics.
They are being held on the third Tuesday of each month.
Hours have been shortened to accommodate regular nursing
hours at the hospital. All other procedures remain the
same.
65 children were given 115 shots at the May 14, 1987 clinic.

Blood Drive -
The Blood Drives will be held at the new. Village Hall
addition. They will be held in- the Lower Level Meeting Room.
Carroll Square
The association papers have been legally filed and will
be operational very soon. This should make the Health
Department's job much easier since the association will
have the power to rectify problems on their own rather
than depending on the Village for enforcement.

B. Sanitarian's Report
There was a fire at Maxwell's Plum. Renovation began
within days and they were operational within a week.
Two new Day Care Centers will be opening this year:
La Petite and KinderCare. La Petite is nearly completed
and KinderCare has not yet broken ground.

III New Business
Pat McHale asked that the Health Department check a home at
582 Bristol for violations. It was damaged by fire and is in
the process of renovation.
The Board also had several complaints on a home on Exmoor. The
home has housing maintenance violations. Other problems are:
a dismantled motorbike on the front porch, unlicensed automobiles
in the driveway, no screens on windows, a dog that has attacked
neighborhood children and dogs, overgrown weeds in the backyard
that creates flooding problems for neighbors. Dog droppings
are in the backyard and a business using chemicals is being
conducted from the garage.
A ticket has been issued for the grass and weeds and a long
form will be filed on the next court date. The Police, Engineering
and Building Departments will be advised of the problems involving
