The regular meeting of the 'Elk Grove Village Board of Health
called to ordjr by Pat McHale, Chairman, at 7.:30 p.m. in the Staff
Conference 'Room of the Village Hall.

I The Board welcomed Dave Dopp as a new member. The Village Board
increased the number of Board of Health positions from 8 members
to 9 members.
II Old Business
A. Low Cost Health Care Update
The Grant Proposal for low cost primary health care for the
medically indigent was submitted to the Chicago Community
Trust. Four agencies were included in the proposal: The
Northwest Suburban Health Care Task Force, Cook County Department
of Public Health, the Village of Park Forest Health Department
and CEDA of Cook County Inc. A decision by the Chicago
Community Trust will .be made by March 1,.1987, if the group
will be awarded the grant.
B. Congregate Senior Housing Update
The *Village Attorney completed a draft of the proposed ordinance.
The .ordinance was reviewed by the Board of Health.
Pat Bourke moved that the Board of Health approve the Attorney's
draft of the Proposed Congregate Housing Ordinance. The motion
was seconded and unanimously approved. The Board of Health will
be advised of the next meeting with JPZ to discuss the ordinance
draft.
C. Task Force - Senior Impact Study
The Health Department is requesting that the monies allocated in
the current budget be placed in the 1987-88 Budget. The study
will not be done this fiscal year but will be deferred to mid 1987.
D. Tanning Booth Ordinance Update
The Board of Health is waiting for a response from Mr. Zettek

on Pat McHale's correspondence. No action will be taken until
that time.
E. Radon Recommendation Update
The Board of Health read Mr. Willis' memo regarding Radon. They
agreed with Mr. Willis' opinion that the Health Department should
refer radon calls to the appropriate agency. In this case calls
are being referred to the bSEPA.
The Cook County Department of Environmental Control has placed
nine radon detectors in residences in the Village. Results of
those readings will be available to Cook County in a few months.
F. In Home Day Care Ordinance Update
The Department of Children and Family Services has made some
changes in their regulations. These changes will be automatically
adopted by our Village Code since our ordinance adopted the
DCFS .Code by reference.
G. Adult Day Care Ordinance Update
Three different types of documents regulating adult day care
centers were distributed to the Board of' Health. The document
favored by the members was the Illinois Association of Adult
Day Care Providers' Guidelines. A copy of the final draft copy
will be obtained from Nancy Hartshorn of Harmony Care, North-
west Community Hospital. This document will be reviewed at the
next Board of Health Meeting.
III Routine Reports
A. Coordinator's Report
Most items were covered under old business except for the
Immunization Clinic. The December Clinic had 52 children. They
were given 87 shots. The majority of the children were from Elk
Grove. The schedule for 1987 is: March 12,. May 14, August 6,
October -8 and December 10. (4 - 6 p.m. at Alexian Brothers Medical
Center).
The Blood Drive schedule is January 24, April 25, July 25 and
October 24.
TB Clinics are scheduled for March 17 - 20,_ June 9 - 12,
September 15 - 18 -and December 15 - 18.

A complaint was filed by the Health Department against
an owner of a Carroll Square apartment building. Numerous
problems were cited. The owner was fined $4,800.00. $100.00
per day for 48 days. This -is the first large fine on a Housing
Maintenance violation.' This should make it easier to enforce
Housing Maintenance violations in the future.
B. Sanitarian's Report
Several new restaurants, carryouts and convenient stores have
opened in the last month. Strawberry Hill has a McDonalds, Taco
Bell (not opened yet) , Little Caesar's Pizza and Polar Bear Ice
Cream. The previous Ponderosa on Higgins will soon be opened
(extensively remodeled) as Woody's.

A beaver is constructing a dam near the footbridge off
Clearmont. Public Works and the .Township will be destroying
the dam because it- could cause flooding problems in the spring.

IV New Business
Several northwest suburban communities have passed an ordinance
requiring Lounge employees to take a 12 hour course on Alcohol
Awareness. This course teaches how to recognize when someone has
become inebriated - and when to stop them from drinking. Harper
College is teaching this course in several northwest suburban high
schools. The Board of Health was interested in knowing if the
Elk Grove Police Department is encouraging Lounge employees to take
these classes. The Health Department will check with the Police
Department regarding this matter and report at the next Board of
Health meeting.
