The regular meeting of the Elk Grove Village Board of Health was called
to order at 7:40 p.m. by Pat McHale, Chairman.

Minutes of the March 4, 1986, meeting were approved.
I. Old Business
A. Community Impact Study of Seniors
Two guests were asked to attend this meeting to discuss a
community impact study on the senior citizen population and
community services. Evan Polansky is from Alexian Brothers
Medical Center and Terry Scott is from the Alexian Corporate
Office. Mr. Polansky brought in a Long - Term Support System
-Chart which gave an excellent picture of the service needs
of seniors at various levels of living arrangements.
Terry Scott gave a brief background on how the Alexians got
involved in life care projects. They have some facilities
throughout the country. The concept of life care has changed
considerably in the last 12 months. The shift is currently
towards congregate senior housing with no initial monitary
committment. According to Mr. Scott 50% of the elderly are
in the $15,000 income bracket and can afford moderately
priced congregate living facilities.
Because of the experience the Alexians have had in life care,
they have been asked to participate in congregate facility
projects or developments. The concern for the other half of
the elderly not able to afford such housing was brought up.
Pat McHale said that when participating on a Governor's
Taskforce on Senior Housing, she found that the State is
seriously looking into subsidizing that group, since it would
be cheaper than inappropriately placing them on medicaid in
a nursing home.
Congregate Housing seems to be here to stay. It is now critical
that communities study the impact of such facilities on their
services. An attempt should also be made to project future

needs ten years hence.
There are specialists in the field of the elderly that also
have knowledge of senior housing. There is a need for some
academic knowledge in both areas before an impact study is
initiated. The study should be strong enough and done well
so it can capture the attention of the "powers that be".
Mr. Scott has worked with Mr. Ted Kauf from the University
of Arizona, Tucson. He is a professor in gerentology and
has expertise in senior housing. Mr. Kauf has worked with
Alexian on various projects: be himself has also invested
in some senior housing developments.
Alexian Brothers Medical Center has substantial demographic
information which it will contribute to a consultant. This
would cut consultant fees considerably. A "ball park" figure
for an impact study was "guesstimated" by Mr. Scott at well
under $10,000, provided sufficient demographic information
is given to the consultant.
The Task Force Impact Study report should include current .
and future needs of services of the senior population. It
should give a projection of the economic strata in which the
elderly fall into and what their needs will be in the future.
This- is very difficult because this "new" group of elderly,
is a new phenomenon.
Initially, the governmental agencies will be called together
to participate in the Taskforce. This will include repre-
sentatives from the municipalities of Elk Grove Village,
Schaumburg and Roselle, plus Elk Grove Township and Schaumburg
Township.
Future representation will be solicited from the following
agencies: ABMC, Elk Grove/Schaumburg Mental Health Center,
Elk Grove & Schaumburg Park Districts, and the Area Agency
on Aging (Jonathan Lavin) . The governmental bodies must be
committed first.
A letter will be sent to: Elk Grove Village, Schaumburg,
Roselle, Elk Grove Village Township and Schaumburg Township
stating the need and purpose of the Taskforce. A preliminary
meeting will be set to discuss the need for an Impact Study
and the need for representation form each governmental body.
This group will then decide the goals and purposes of the
study as well as the expansion of the membership of the group
and the selection of the consultant. Contacts will be made by
the middle of April with a prelimary meeting set shortly after
that time. Both Mr. Polansky and Mr. Scott were very helpful
with their input regarding the Impact Study.
B. Congregate Senior Housing Proposed Licensing Ordinance

The Congregate Senior Housing Licensing Ordinance is currently
in the hands of the J.P.Z. Committee. They have not yet set
a date for discussion of this ordinance.
II Routine Reports
A. Coordinator's Report
Forty-two children were given 67 shots at the March 13th
Immunization Clinic. Most children were from Elk Grove Village.
The next clinic will be held on May 15, 1986, from 4:00 - 6:00 p.m.

Tanning Parlors -
Mr. Willis was sent a copy of the proposed Sun .Tanning Parlor
ordinance with supporting data. His response stated that he
did not feel these devices would impact the public health,
welfare or safety.
Dr. Labinsky said these devices could cause basal cell carcenoma,
melanoma, breakdown of collogen as well as cause reactions in
those taking certain medication. Other Board Members felt
that sanitary maintenance should be monitored as well as the
use of proper bulbs.
The over all felling of the Board was that this was definitely
a public health concern and the parlors should be monitored.
A response will be sent to Mr. Willis expressing these concerns.
The meeting was adjourned at 9:20 p.m.
