HomeMy WebLinkAboutBOARD OF HEALTH - 02/04/1986 - BOARD OF HEALTH Minutes Village of Elk Grove Board of Health February 4, 1986 The regular meeting of the Elk Grove Village Board of Health was called to. order at 8:15 p.m. by Pat McHale, Chairman. Board Members Present Board Members Absent Pat McHale, Chairmen Ray Dean Pat Bourke Ken Deal Staff Present Ray DePalma Nancy Yiannias Dr. Kelly Mike Cavallini Dr. Labinsky Jim Rubly Minutes of the January 7, 1986, meeting were approved. A. Old Business 1.. . Congregate Senior Housing The Plan Commission reviewed a proposal for a Congregate Senior Housing Project (Dominion) to be built at Nerge and Plum Grove Roads. At their January 22, 1986, meeting it was apparent that the question of congregate housing for seniors was more than a zoning determination (since the company was asking for a variation of the zoning code) . At the meeting -several agencies in the community expressed concerns about such a development because they feel the impact of the develop- on services would be significantly increased. The final result of .the meeting was that this problem be discussed with the Village Board of Trustees. They would in turn make the determination as to which course the Village should take. That meeting is being held on Tuesday, February 11, 1986, at 6:30 p.m. at the Village Hall. The Board of Health is encouraged to attend this meeting to express their concerns and influence the Board of Trustees that licensing of such .facilities is very important. 2. Day Care Ordinance The Day Care Ordinance was passed at the January 28th meeting of the Village Board. Inspection forms will be prepared for use by the Sanitarian and the Health Coordinator. 3. Strategic Planning Harper College charges $1,500.00 for Strategic Planning Sessions. The Board of Health felt this was very costly. Lynette Swanson and Pat Bourke have attended the training sessions for presenting such programs. Lynette has offered to facilitate a planning. session for the Board and Pat Bourke has offered to help her. i Minutes - Board c _iealth February 4, 1986 - page 2 We will plan to have the session in lieu of a meeting - hopefully in March. It will be a three hour session - from 7 to 10 p.m. and food and beverages will be available. The session will be held in the multi-purpose room and.-table arrangement will be U shaped. B. Sanitarian's Report - A new McDonalds and a new Taco Bell are scheduled to open at Meacham and Biesterfield (NE corner) at a new shopping center call Strawberry Hill. The Bread Basket Bakery has closed. New Business 1. Meeting Time Change The Board of Health discussed a change in the meeting time for monthly meetings. Pat Bourke moved that the monthly routine meeting time be changed from 8:00 p.m. to 7:30 p.m. The motion was seconded and approved unanimously. 2. Solid Waste - Mike Cavallini told the Board the problems of solid waste in the north suburbs. The problem of landfills being filled to capacity is a current problem and will continue to plague us into the future. Solid waste is being carried further and further and is costing much more for transport as well as tipping fees. The NWMC Communitee's are planning the purchase of landfill sites and are also planning the building of transfer sites. The plan for a transfer site is to have local scavenger trucks dump garbage at a transfer site and having it bailed - compressed into bails. A larger truck would then load the bails on to a larger truck which would carry it to the landfill for dumping. This would.cut the expense for transport and reduce tipping fees. This is a proposed plan and is still in the planning stages although a site has already been proposed for the landfill. In the meantime, the current landfills are being filled very Minutes - Board Health February 4, 1986 - page 4 quickly. Hopefully the plans will be implemented in the new future, or residents will experience very high refuse bills.
