Offjt The regular meeting of the Elk Grove Village Board of Health was called to order at 8:10 p.m. by Pat McHale, Chairman. A. Old Business 1. Day Care Ordinance - The latest draft of. the proposed Day Care Center Ordinance was distributed to the Board of Health. JPZ has reviewed' it and made final changes. It will be brought to the January 28, 1986 Village Board meeting for approval by the Village Board. 2. Low Cost Primary Care in the Northwest Suburbs, - No action has been taken. 3. Senior Congregate Housing_ - A developer (The Property Group) is proposing a senior citizen congregate living facility at Nerge and Plum Grove Roads. The Plan Commission is in the process of reviewing the plans. The Board of Health has concerns about the influx of frail elderly into the community and what impact it will have on Village Services. Pat McHale and Nancy Yiannias visited a congregate senior facility in Indianapolis, Indiana, labeled independent living. Services of this facility were quite similar to that proposed in Elk Grove, the difference being that the Indianapolis facility's developers have had a great deal of previous experience in this business. Besides a self contained apartment, the facility included the following services: meals, linen service, housekeeping, a minibus for transportation and 24 hour desk service which also monitors any emergency calls from residents. It was observed by Pat and Nancy that the residents in this facility were frail and elderly, the average age being 80. This is definitely a popula- tion that is at risk for becoming disabled. . Pat Bourke moved that the Board of Health should send a list of their concerns to John Glass, Chairman of the Plan Com- missio4 regarding congregate housing developments. The motion was seconded and passed. The following will be included in the letter: The Board of Health 1) is in favor of the concept of Senior Congregate Housing to serve the elderly in the community. 2) prefers developers that have experience in this type of development or that they hire a consultant in the field to help them plan such a development. 3) is concerned with the need for additional services from paramedics, home health agencies, medical ser- vices, social services, recreational services, mental health services and transportation. 4) would like to know the facility's alternative plan for residents when their leases were terminated for what- ever reason. 5) that the Elk Grove Village development has very small dining areas. 6) that all entrances into the building have automatic door openers. 7) that the apartments and other common areas be handi- capped accessed (and not only the small percentage that the state requires) . 8) that the Village hire a consultant in the field of senior housing (Dr. Leonard Human or another) to review the plan and be involved in setting up guidelines for such facilities. 9) perhaps contact other cities that have had such housing in their community for 5 or 10 years, to see if they have had an adverse impact on community services. The Plan Commission will have a hearing on the senior congregate housing development on Wednesday, January 22, 1986, in the Council Chambers of the Village Hall at 8:00 p.m. The above information will be forwarded to John Glass and his Commission before this meeting. 4. Health Department Activities - A report was prepared for Board of Health Members outlining the activities of the Health Depart- ments in Suburban Cook County plus very brief sketches on other public health agencies. The HSA report will be put in a different format so it will be easier to interpret. B. Routine Reports 1. Coordinator's Report -The Immunization schedule for 1986 has been made. There will be 5 clinics 2 months apart. -The Flu Clinics will be held again next year. The number of recipients has increased each year. -The proposed Commercial Maintenance Code was reviewed by JPZ. Minutes - Board of .:�alth January 7, 1986 - page 3 The committee felt that any expenses incurred by landlords will be passed on to the tenants. Many small businesses are marginal and could not withstand higher rents. The Finance Director is exploring financial incentives for commercial properties. JPZ felt it was not the time to impose a Commercial Maintenance Code.
