' September 3, 1985 The regular meeting of the Elk Grove Village Board of Health was called to order at 8:05 p.m. by Pat McHale, Chairman. Labinsky Dr. Kelly Jim Rubly Staff Present Nancy Ylannias Hichael Cavallini Guest Dave Dopp Although there was not a quorum, the Board decided to discuss items on the agenda. Old Business -- 1. Pat McHale will gather information on Schaumburg Health Depart- ment's-Caseload of Health Impaired Elderly served by. that Department for presentation at the October meeting. 2. The Day Care Ordinance has been put into final form by the Village Attorney. It will be ready for presentation at a September Village Board meeting. 3. Substance Abuse - The PUjS Advisory Council of Community Service is abandoning their program. they would like to initiate a new program. The Health Department will be corking with Community Services on the formation of a new program. 4. Commercial Maintenance Code - JPZ is still in the process of reviewing this code.. They will be .meeting September 9, 1985 to arrange their schedule and assign a time to review .that ordinance. 5. Low Cost Primary Medical. Care in the Northwest Suburbs - There is a definite need for low/or no cost primary medical care in the northwest suburbs. There are a number of single parents living on limited incomes that are not eligible for medicaid or have high deductible insurance policies. For these reasons they neglect getting necessary primary medical care for themselves and their families. Their paychecks simply don't stretch that far. They have no access to Fantas clinic (downtown Chicago) or any free clinics because of the geographical, distance. Cook County Health Department is aware of this problem but does not respond with a solution. This problem must be pursued until a. solution is found. Report on "Crisis In -Health Care" Seminar "Crisis in Health Care" was a seminar put on by the National Hospital Planning Association. This seminar dealt with the problem of the medically indigent and how this group is increasing in numbers and types of people that fall into it. They are not eligible for medicaid but cannot afford medical care. Speakers at the seminar represented various hospital settings (profit, non-profit, religious) , and a federal government repre- sentative. Hospitals feel that the problem of the "health care poor" is a "society issue". Hospitals do not feel it is their problem. The Federal and state governments have passed this problem down to local government and local government (in most cases) is not responding to the problem, therefore, the problem continues. For many families, minor health problems become a crisis situation, the patients are seen at the hospital emergency rooms. Proper medical care could keep this from happening. Some proposed solutions to the problem given by the speakers were: 1) For revenue: impose a sin tax or a sick tax. 2) Expand medicaid. 3) Initiate Federal programs. Other problems with the system are the maldistribution of physicians and improper use of emergency room facilities. This conference reiterated the need we currently see in our area. It reaffirms that this problem is not one that is foreign to us but commonplace throughout the USA. Routine Reports 1. Coordinator's Report - Carroll Square - an association is being formed. Temporary repairs are being made on the.driveway. Dmunization Clinic - 58 children were given 112 shots. Over half of the children were from Elk Grove Village. Many were turned away because there were- not enough openings. The next clinic will be held on October 10, 1985. Flu Clinic - Three clinics are scheduled in Elk Grove Village; one will be at Village Grove Apartments, one .at Grantw)od Senior Center and one at Village Hall (October 3; October 16 8 November 5 respectively) . There will be a $3.00 charge to cover the Coordinator's xort - page 3 September 3, 19u5 cost of the vaccine. Blood Drive - The October 26 Blood Drive will be held in the Elk Grove High School Library. The new site has been meet with much approval from blood donors. Sanitarian's Report - Three new retail food service stores are opening: a donut shop on Nerge, Bob Evans on Oakton and 83 and Red Robin. on 83. A Tanning Salon ordinance was introduced to the Board for their. review. It will be discussed at the October meeting. Illinois EPA will send us results of those tests so we are able to have them reviewed by our consultants. The Village has hired a consultant to write a proposal to do stack testing to determine if Chicago Magnet Wire is in violation of our zoning performance standards and/or in compliance with the 1973 court order.
