The regular meeting of the Elk Grove Village Board of Health was C(f�,s off/Cf
called .to order at 8:00 p.m. by Pat McHale, Chairman.

The minutes of the November 6, 1984 meeting were approved.
I Old Business
A. Update of Health Impaired Elderly Search -
Pat McHale and Nancy Yiannias will be meeting with Brenda
Anderson of Alexian Brothers Medical Center.Home Care to
determine what the home care needs of hospital patients over
60 that are released from ABMC. We need to find other
sources of information on health and home care needs of the
elderly in Elk Grove Village. _
A report was sent from Cook County Area Agency on Aging.
Statistics on mean family income of seniors seemed to be
totally.inaccurate. Dave Dopp will compare these figures
to 1980 census data and bring that information to the
February meeting.
B. Alternative Education Program -
1. Parent "Party" Brochure.
The Village Board feels that projects coming out of the
Village should be financed by us. They do not watrt us
to solicit funds from outside organizations. Monies to
cover this project have been requested in the 1985-86
budget. Pat McHale said she would talk to Mr. Zettek
regarding obtaining money before the end of this fiscal
year to cover printing expenses for the "Party Brochure".
2. the Task Force meeting on substance abuse met in November.
The group recognized that there is a problem of substance
abuse in teenagers. Many programs are currently in effect,
however, there seems to be a need for a parent action group.
The Task Force will meet again and will include parents of
teens. What is needed is a parent action oriented group
at the local level.
C. 1353 Cumberland Circle East -
The owners are still under court order to renovate the home.
They will hopefully continue under such order until renovation
is completed. The Village Attorney has offered a settlement
that will encourage the owners to more- quickly renovate.

D. Commercial Building Maintenance Code -
he Health, Fire and Building Departments met to review
the existing structure codes from BOCA and Oak Park - BOCA's
Code was preferred by all three departments. Residences
are covered by the APHA Code. The Village Attorney was
consulted about any potential conflicts if the APHA Housing
Code was maintained and BOCA was used for other existing
structures. He said he saw no .legal problems with the 2
codes since they covered two different types of structures.
The departments will meet again to discuss this. The Board
of Health feels very strongly about maintaining the APHA
Code for Housing. The code has- been working well and since
the Health Department is enforcing it, they prefer using APHA
for housing code enforcement.
E. Living Will
The Board reviewed several sample "Living Wills": The one
preferred by all was the one in the State Act. The Village
Attorney felt it was inappropriate for the Village to promote
the Living Will. He said he placed it in the category of
"practicing" law. The Board of Health, however, felt that
since a sample document is written in the act, that it would
only be reiterating what was already a State Act. The Village
will be consulted again, to see if he still feels that same
about the situation. He may not have been aware that the
document was included in the act.
F. Day Care Cter .Ordinance

Pat McHale and Nancy Yiannias are working on a Day Care
Ordinance. Pat was advised by her director that it would be
wiser to adopt the DCFS Code. With a few adendums, rather
than make a number of basic changes. This would eliminate
confusion .by the Day Care staffs. The ordinance will be ready
for review by the Board of Health at the February meeting.
II Routine Reports
A. Coordinator's Report
The December 6th Imm nization Clinic was very slow. Because
of the shortage of DPT vaccine, the Health Department did
not actively promote the clinic. ABMC is purchasing DPT- so
our clinics will have the vaccine available. Hopefully,
DPT will .be available from the State by spring.

Three restaurants are receiving their Certificates of Merit. (Dairy .
Queen, Frontier and Little Italian). Mike suggested that an article
be put in the local newspaper to give the program some public exposure.
The meeting was adjourned at 10.00 p.m.
