The regular meeting of the Elk Grove Village Board of Health was called
to order at 8:00 p.m. by Pat McHale, Chairman.

I Old Business
A. Update of Health Impaired Elderly Search - Newsletter -
Senior Packet
Senior packets have been distributed. No calls have been
received from anyone regarding any seniors needing services..
Alexian Brothers Medical Center home care gave us figures- on
those over 65 needing post hospital home care. The figures
show that 900 of those over 65 need home care. The question
now is whether the home care received is adequate. Pat McHale
and Nancy: Yiannias will meet with Brenda Anderson to discuss.
this question.
A report of the Senior Citizen Program of the Elk Grove/
Schaumburg Mental Health Center was discussed. The report
was written- to the Planning and Evaluation Committee of the
Board of Directors of the Mental Health Center. After reviewing
the report, the Board of Health expressed concern over the
following facts:
1) Only one in-home face to face .assessment visit per client
per year is made.
2) Most case management activities are monitored through
volunteers and housekeeping staff.
These activities raised concerns that the seniors are not
adequately serviced and the Mental Health Center is the CCU
(Community Care Unit) that services all of Elk Grove and
Schaumburg Township seniors.
The Board of Health would like further information on the Senior -
Program. The following information will be gathered:

1) A copy of the dental Health Grant Proposal from the Area
Agency on Aging for 1983 and 1984 (Brian Lovelace) plus
budget allocation.
2) Obtain a copy of the guidelines for CCU criteria from NSC -
Sue Siegel.
3) Obtain figure of Schaumburg Townships allocation to the
Senior Program and/or Mental Health Center (Arlene T:)
4) Obtain figure of Elk Grove Township Allocation to the
Senior Program and/or Mental Health Center (Jane Broten)
B. "Old Schoolhouse"
Mr. Fulk has applied for a demolition permit. However, he has
taken so long, the Village Attorney has been directed to start
legal proceedings for demolition.
C. Alternative Educational Program
1T Parent Party Letter
The two "Party Fliers" were discussed by the Board. The
flier developed by Oak Park/River Forest Townships Youth
Commission - was the one preferred by the Board. Pat Bourke
moved that the "Parties, Parties, Parties" flier be'.dccepted .
by the Board and that an attempt to get a service organization
to sponsor the printing should be sought out by the Health
Department. Ray Dean seconded the motion. It was unanimously
approved.
The Board also thought an attachment on SADD should be
included in the handout. Jim Rubly will send a copy to the
Health Department. Distribution should include Jr. Highs as
well as High Schools.
2) The Task Force meeting on Substance Abuse will be held on
November 8th. The group will attempt to find gaps in current
programs on substance abuse. Representation will include .
Alexian Brothers Medical Center, Elk Grove/Schaumburg Mental
Health Center., School Districts, Community Services etc.
Hopefully the Task Force will come up with some fruitful ideas.
D. 1353 Cumberland Circle East
The house has been gutted and the plumbing, heating and electricity
have been checked out and repaired. Restoration has not begun.
The owners are still under court order - hopefully, until restoration
is completed.
E. Commercial Building Maintenance Code
A meeting has been set with the Fire and Building Departments to
review two codes: BOCA and Oak Park.
F. Living Will and Organ Donation Educational Program
Alexian Brothers Medical Center and the' Health Department are
searching for an appropriate copy of a "Living Will". A cover
letter will also be written to explain how such a document should
be prepared in order to make it legal.

G. Day Care Ordinance
Pat McHale and Nancy Yiann;as are reviewing and rewriting the
State of Illinois "Model" Day Care Ordinance. It is not
currently ready to present to the Board of Health.
II Routine Reports
A. Coordinator's Report
ImmunizationClinic -
At the October 11, 1984, Clinic 62 children were given 94 shots.
The majority came from Elk Grove Village, followed by Schaumburg
and Mt. Prospect. No DPT was available from Cook County because
those companies manufacturing the product stopped making it. We
had 15 shots available and gave them to children that had not had
any DPT in the past. Hopefully DPT will be available at the-
December 6th clinic.
Blood Drive
The October Blood Drive was quite successful. We have managed
to draw over 100 consistently. Although we lose many donors
to the Hoffman Estates Facility and other group drives, we are
still able to maintain over 100 donors at our community drive.

The Burger King and the Chippery are both open. Also a new
restaurant complex is being planned-on Busse north of Landmeier.
They are applying for annexation.
C. Plan and Finance Comni.ttee - no report
III New Business
Noise Pollution -
Dr. Labinsky complained about the increase in the use of sirens by
emergency vehicles. It is very distrubing to residents in the
custom area. The Health Department will investigate the situation.
They will ask emergency services what criteria they have in the use
of sirens and report at the next meeting.
The meeting was adjourned at 9:25 p.m.
