Board of Health
August 7, 1984
The regular meeting of the Elk Grove Village Board of Health
was called to order at 8:05 p.m. by Pat McHale, Chairman.

The minutes of the-June 4th meeting were approved.
I Old Business
A. Update - Health Impaired Elderly Search
Lucy Dvorak was asked to give us the number of seniors.
she serviced in the past year. Her agency serviced
178 from July, 1983 through June, 1984: These were only
the number of intakes and gave no indication of the types
of services rendered. The number of health impaired elderly
. could not be extracted from that figure. NSC was also.
contacted. Jean Hencell said her listings would not give
us the information we are looking for. She feels that
the best way to determine how many health impaired elderly
was to obtain the number of seniors over 65 years of age.
1506 of. that number are health impaired (according to
National Statistics) . Of the 15%, one third are in
institutions and two thirds are living at home.
Because of recent changes in management personnel in the
departments that could obtain the information we wanted,
ABI,1C was not contacted.
This subject will be tabled for the September meeting.
B:. "Old School House" '
Prior to this meeting, a hearing was held before the Housing
Code Appeals Board with Mr. Fulk, owner of 701 Biesterfield.
He has decided to demolish his property and has applied
for a demolition permit with the Building Department. He
will be sealing the well and filling in the septic tank.

The lot will be filled and graded. If this has not
taken place by September 4, 1984, he will be called
before the Appeals Board on that date.
C. Alternative Education
The- Health Department has sent for several ongoing
programs involving parent education. A few have been
received but not all are in. These will be reviewed
by the Health Department and a report prepared for the
Board at the September meeting.
II Routine Reports
A. . Coordinator's Report
Senior Citizen Project
Monies will be obtained from the Rotary Club to finance
this project. Packets will contain several health
information brochures and stickers with emergency
telephones in large print - easily readable by seniors.
Im unization Clinic
A very heavy response has been received for the August 23rd
Clinic. The hours at this clinic are later than other
clinics (5 - 7 :30 p.m.) Two more clinics will be held this
yam'
Cablenet Tape
A tape on Food Safety In the Home" was made in July with
the help of the NWMC. This was made for use on the com
munity access channel.
Health Talks
1984-85 Health Talks were planned. Topics to be covered
are:
- DRG's & the Senior Citizen - September 9th
- Maternity - including V hack and other birthing related
topics - October
- How to Talk to your Doctor - November
- Alzheimer's Disease & Other Degenerative Diseases -
January
- Living to the Limit Series - variety of mental health
topics - February - May
- Baby sitting Clinic in Hanover Park - June
Pat Bourke suggested that the committee planning the Health
Talks look into a program on the "Living Will" and coordinate
it with organ donations. The Health Coordinator will speak
with Shirley Garrison about the possibility of planning such
a program-

B. Sanitarian's Report
A new cookie shop will be opened on Nerge and Devon.
"Tasty Pup" has taken over the old Jack-In-the-Box

restaurant on Rolwing and. Nerge. Both should be opened
within the next month.
A public hearing will be held on Tuesday, August 14th
at 7:00 p.m. in the Council Chambers. The Northwest
Municipal Conference will be giving a report on the
results and recommendations of the Solid Waste Task-
force's study of this problem.

III New Business
A. MSD
Pat McHale advised the Board of the plans MSD had to
condemn 73 acres worth of the John Egan plant for use
as drying beds. This could create some real odor
problems for the surrounding residential areas in
Elk Grove Village. Pat said, the latest she had heard
was that MSD felt the property was to expensive to
purchase. This will be monitored by Pat for future
developments.
B. Commercial Building Maintenance Code
The new BOCA Code for Commercial Building Maintenance
has been reviewed by the Health and Building Departments.
They are currently waiting to review the Commercial
Maintenance Code Oak Park will be adopting in the near
future.
C. Infant Day Care Centers
Pat McHale has seen some problems with the Day Care
Centers in Schaumburg that care for infants. She expressed
concern that there may be problems in Elk Grove Day Care
Centers.

Currently Elk Grove Village has no comprehensive Day
Care Ordinance. Pat McHale and Nancy Yi_a-nnias will
review the IDPH 1984 Day Care Ordinance for possible
adoption by Elk Grove Village.
D. Cat problem at 1353 Cumberland Circle Fast
The Board discussed the recent problem of cats living
in a home at 1353 Cumberland Circle (complete report
attached) . - They were concerned with.the possibility
of it being a public health problem to the neighboring
residents. They felt that patrol of the structure
should be increased to prevent vandalism from occurring.
They also drafted -a letter to President Zettek and the
Board of Trustees stating their concerns regarding that
matter. (copy attached)
