Board of Health
March 22, 1979
The rescheduled meeting of the Elk Grove Village Board of Health was called to
order at 8:10 p.m. in the Staff Conference Room of the Village Hall.

I. Richard Powell, from the Office of the Illinois EPA Aurora, gave a
capsuled summary of that office's expectations of local water distribu-
tion agencies.
EPA requires weekly samples from six distribution points (a total of 24
per month) . Samples are sent to Perry Lab and tested only for bacteria -
coliform count. Six samples are sent to the State. Chlorine residual
is also measured as well as coliform. Mineral analyses are done every
two years and measure non-organic materials. The last was done in October
of 1976. Raw water samples of wells are taken on active wells once a
month.
A new program for the measurement of radiation is being set up through
the Illinois Department of Public Health and has not yet been initiated.
Esthetics of water conditions are also measured, e.g'. iron, manganese,
total dissolved solids, etc.
Recommendations of the EPA to the Elk Grove Village Water Department are:
.1. The Water Department should make a grid of the distribution system
and take water samples from predesignated squares on the grid.
2. Flag complaints on that grid to see if a pattern is established.
3. Flag unsatisfactory bacteriological samples on the grid to see if
a pattern is established.
4. Records of complaints should be summarized and kept.
5. Make public results of samples to keep public aware of the condition
of the water supply.
The Elk Grove Village Water Department will send monthly lab reports to the
Health Department for monthly review by the Board of Health.

II. OLD BUSINESS
A. Elk Grove Cinema - The Cinema has severely deteriorated in the last
few weeks. A public hearing on the Cinema has been set up for
March 27, 1979, before the Board of Trustees for possible revocation
of their license unless conditions are improved.
B. Retail Sanitation Ordinance - This ordinance is still in JPZ for
review.
C. Evaluation Forms - Elk Grove Village Staff has been working on an
evaluation form to be used for all employees. As soon as that form
is finalized, it will be brought to the Board of Health meeting for
review. Formal evaluations will begin in the fall of 1980.
III. ROUTINE REPORTS
A. Coordinator's Report
1524 units of blood were credited to Elk Grove Village for 1978.
This is 50% over quota and a slight increase over 1977.
Attendance for senior citizen health programs has dwindled con-
siderably. The Health Department will continue planning the
programs in hopes that attendance will improve.
The "Health Talk" Series at Alexian Brothers Medical Center has
been quite successful. The final session will be held in May.
A recess will be taken in the summer. The programs will resume
in the fall.
A mailing will be sent to all residents and will include informa-
tion on: Hemoccult Screening, Medic Alert. A letter and
information brochures will be included. It will be mailed in
late April.
The Health Department wants to apply for Community Development
Funds for Block Grants, no or low cost interest loans needed when
the Housing Maintenance Program is initiated. The Village did
not think they would qualify for Community Development Funds and
at the last minute, found they could qualify. A consideration
was placed on the Village Board Agenda for March 27th. The Board
of Health discussed the issue and decided that the time for appli-
cation was not long enough to fulfill requirements adequately. A
letter will be sent asking to have the agenda item removed. They
also want a memo sent requesting a meeting with the Board of
Trustees to discuss their opinion on applying for the Grant in 1980.

Two new restaurants opened, The Bread Basket and The Devon House.
A booklet has been prepared for distribution to food service
operators. It discusses proper handling of potentially hazardous
foods, proper sanitizing procedures and insect control. The booklet
is concise and should be valuable information for food service
managers and their staff.
An abundance of animal dropping complaints have been received
this spring. Information will be distributed telling residents
of the animal control ordinance, pointing out the leash and animal
dropping laws. Perhaps a clean up campaign can be 'done in conjunc-
tion with the Fire Department.
