HomeMy WebLinkAboutBOARD OF HEALTH - 11/15/1978 - BOARD OF HEALTH VILLAGE OF ELK GROVE VILLAGE `U Board of Health November 15, 1978 The regular meeting of the Elk Grove Village Board of Health was called to order at 8:15 p.m, in the Staff Conference- Room of -the Village Hall. Present: Absent: Pat McHale, Chairman Ray Dean Alan Antonik Ray DePalma Pat Bourke Sue Stidger Dr. John Kelly Dr.' Harold Labinsky Staff Present: Mike Cavalli.ni Guest: Nancy Yiannias Joyce Ancona Joyce Ancona, a community nursing student from Northern Illinois University, is . doing field work in Elk Grove through the Elk Grove Health Department and Elk Grove C•^ munity Service.. Her project was to do a Community Health Study by interviewing health agencies to determine health and social services they provide. Her full . report will be included in the packet of the December 20th meeting. I. Old Business A. Rodent Report - The,addendum concerning herbicide application on the foliage in the ditches in the Industrial Park was submitted by Aerex ;,:Pest Control Services, Inc. Mr. Berns suggested that two soil sterilents (atratol or Krovar I) t:ould be applied at a low cost per acre or a "knockdown" material (Ded Weed LV33) could also be used at a nominal cost. Recommendations will be made by the Board of Health to the Board of Trustees* on the disposition of the drainage ditches in bile Industri=l Park and possible solutions to their water drainage problems which . exist. Although Aerex suggested that herbiciding would eliminate the foliage problem, the Health Department will check with. E.P.A, to determine .the safety of the use of herbicides in the ditches which flow into Salt Creek. Ray DePalma will also be consulted as to the environmental effects of mass herbiciding and mosquito -abatement. When all information is collected, the recommendation will be made to the Board of Trustees. B. Retail Sanitation Ordinance - no further progress reported. II. Routine Reports A. Coordinator's Report 1. The American Public Health Association Annual Meeting was attended by the Coordinator. Most meetings attended dealt. with local health departments, health education and environ- mental. health. The theme of the meeting was "The Future of Public Health." I i 2 - 2. October'-s health-,Oucation talk on "Skin Problems" was attended by 47 -people. November's talk on "Diabetes" was attended by 47. people also. Evaluations on both programs were favorable. January's session will be on "Hearing" by Dr. Gorney. 3. Total donors to date to the Elk Grove Village Community Blood Program is 1,322, which is well over the quota. 4. Seventy Hemoccult slides were sold to senior citizens. Organizations are being contacted' to promote screening to the overall community. 5. The asthma program is tentatively set for February, pro- viding a sufficient number of persons will participate. B. Sanitarian's Report Inspections made between September 16 - November 14, 1978: Food Establishments 37 Food Processors 5 Mobile Vending Trucks - ' . 3 Vending Machines Food 36 Cigarettes 14 Retail Stores 1 Microwave Ovens 6 Day 'Care 2 Cleaners 2 Barbers Weeds 9 _ Miscellaneous Complaints 13 Housing Maintenance 9 The sanitarian is keeping abreast of the Northwest Municipal Conference's study on solid waste disposal and potential proposals which might result in the northwest suburbs. The theatre was. checked and was in good condition as of November-15, 1978. A more complete check will be made soon. C. Plan Committee Report The report was tabled until December because of the heavy agenda. D. Finance Committee Report - no report E. Ways and Means Committee Report The Committee met and wrote a memo to the President and Board of Trustees regarding the recent carbon monoxide poisoning incident involving a faulty heat exchanger. No response has been received from the Village Board. The Building Commissioner is writing a report for. the Village Manager. If the Board of Health does not - 3 - get a response within a reasonable amount of time, another memo will be sent. The item will be kept on our agenda until we are satisfied with the response. III. New Business A. Evaluation of Coordinator - A tentative evaluation form for the Coordinator was. prepared by Pat McHale and Pat Bourke. An evalua- tion committee .was appointed to finalize the form. Committee members are Sue Stidger, chairman, Ray DePalma and Pat McHale. B. Special meeting with 'the Village Board on November 28, 1978, 7-8 p.m. The presentation to the Village Board will include: 1. Overall programs of the Health Department 2. Sanitarians inspections of Food Service .Establishments 3. A recommendation of the Board of Health on the drainage ditches in the Industrial Park. All Board members are urged to attend. C. Surgi-Center Ordinance. - The Board of Trustees is preparing an ordinance for Surgi-Centers. They would like the Health-Department. to prepare a report- stating their involvement in inspecting such a center including the cost. of such inspections. The cost will include time used in making inspections and amount of monies needed for special training of the inspector. A committee was .appointed. to i*avestioate the above needs and includes Dr. Labinsky and Dr. Pastika.
