HomeMy WebLinkAboutBOARD OF HEALTH - 07/19/1978 - BOARD OF HEALTH VILLAGE OF ELK GROVE VILLAGE Board of Health July 19, 1978 The regular meeting of the Elk Grove Village Board of Health was called to order at 8:10 p.m. in the Staff Conference Room of the Village Hall. Maddon Dr. Harold Labinsky Mr. Leonard Lindstrom Sue Stidger Dr. Charles Pastika Donna Farley .I-. OLD BUSINESS A. 'Mr. F. D. Maddon from the Federal Environmental Protection Agency was the. guest speaker for the meeting and came to discuss radiation in public water supplies. Mr. Leonard Lindstrom of the Illinois Environmental Protection Agency was also present to answer questions directed to Illinois water supply regulations. The following is a brief outline of Mr. Maddon's presentation: 1. Administrative Diagram: Federal Environmental Protection Agency Region V (Illinois, Wisconsin, Indiana, Michigan) Division of Water Water Supply Branch Section - Technical Support Mr. Maddon is Chief The Illinois EPA has primacy and the Chicago area is in one of the four Illinois areas which include nine counties (including Cook and DuPage). Standards for radiation in water supplies: 0� = 15pCi/1 alpha = 15 picocuries per liter - is the maximum safety standard - there is a 10 or 20 safety factor in that amount of radiation. This .amount takes into account the accumula- tion of other daily radiation exposure. Radium 226 - 5 picocuries per liter ) together should 'Radium 228 - 5 picocuries per liter ) not exceed 5 3. Monitoring requirements: By 6/1979 - 6/1980, one sample from each public water supply will be taken every three months for radiation. If alpha is- less than 5 picocuries, the water is in compliance. If it is greater, then a test must be run for Ra 226. If that is., greater than 3 pCi/l, a. test must be run for Ra 228. .4. Man-made. radiation standards maximum allowable amounts are: Beta = 50 picocuries per liter Trituim = 15,000 Strantium 90 = 2 Tests are not run for Beta unless the. source of water is surface and serves a population of 100,000. 5. Radiation levels in Elk Grove wells: Gross Alpha -hell P 1973 1974 1 17.5 13.4 2 .8.1 13.7 5 7.0 0.6 6 9.1 1.6 7 11.0 13.4 9. 5.6 5.4 In 1975, a distribution sample was taken and measured a gross alpha of 13.2. 6. Organic contaminants are: - those organic materials found in raw water from decaying materials. Standard: 100 ppbillion allowed - Chicago water has 20 to 30 pp bill iron. Chlorine combines with organics and makes: HCC13 or HCBC12 Synthetic organics can be reduced by being put through granule activated carbon. These could be carcinogenic. Mar. Maddon suggested that Jim Nyans of IDPH-Radiation Division, be contacted for further information. - 3 - The Board of Health would like a comparison of Lake Michigan water versus Elk Grove Village well water so they can speak intelligently to the health aspects of the two supplies. They also want to invide Mr. Lindrom (Ill. EPA) and Jim Clementi of the Elk Grove Water Department to the September meeting to discuss the Elk Grove Water supply. IT. ROUTINE REPORTS A. Coordinator's Report The Educational Series in coordination with Alexian Brothers Medical Center is, being planned for 1978-79. Other educational programs for the year include :the "Asthmatic" program and the Senior Citizens series. The. Immunization Clinic is scheduled for August 19th from 10-12 at the. Elk Grove High School.. Hemoccult screening for seniors as well as the general community will be: discussed at a meeting on August 3rd and will include all Agencies' to be involved in planning the program. Rat, Survey- - A rat survey- will be conducted in late summer after estimates are obtained. :B. . Sanitarian's.Report Inspections made between June 21 and July' 18: Food Establishments 18 Vending Machines.; C5 companies) Food 173 Cigarette 27 Food Vending Trucks 4 Microwave Ovens 11 Retail 1 Miscellaneous 11 Pool Inspections 11 (4 pools were closed and re-opened when in compliance) Presently Cook County Department of Public Health does official inspections: - perhaps next year we will be able to handle these instead of County. C. Inspector''s Report Complaints: 29 abated - 84 visits 31 outstanding - 63 visits - 4 - Garbage Survey Residents were canvassed for violations from June 20 to July 14. 1,035 offenders were counted. Letters will be sent to persons bordering major roadways requesting that they cut their grass up to the roadway. Starting July 17, violators of the Garbage & Refuse Code will be given letters informing them of the Code and which section they have violated. D. Plan Committee - no report . E. Finance Committee - no report F. Flays and Means Committee - no report ITh. NEW BUSINESS A. Alexian Brothers Medical Center has requested that the Board of Health. help financee -a play, "Dessie" on child abuse. The Board felt that they need to have more. information on the real problem in the: Village. Information will be brought to- the next meeting. B., Since many members of the Board of Health will be on vacation in August, the Board unanimously agreed to cancel the August meeting.
