BOARD OF HEALTH MEETING
February 12, 1975
The regular meeting of the Board of Health of Elk Grove
Village was held on Wednesday, February 12, 1975, in the Village Hall ,
and called to order at 8:00 P.M.

ORIENTATION:
Jane Broten of Elk Grove Village Communi-ty Services gave a brief
overview of their programs . They include:
- Youth Employment Service, -which offers employment opportunities
and employment counseling.
- High School Counseling Service, which- serves as liaison between
high school students and the Mental Health Center as t�.ell as
making referrals of family problems to 'the Mental Health Center.
-. Homemaker Service. A new service just bei.ng initiated, which
places homemakers in homes as the need arises (e.g.., mother is
ill , incapacitated senior. citizen, etc.) .
- Referral Service. Residents calling Community Services are
referred by this .office to the proper agency for their needs .
- Mental Health Education. Periodic parent education and Family
Life Study classes are presented. and open to community residents .
The .Community Services Board's primary function is to assess needs of
the community and stimulate or init.iate programs to fulfill those needs.
II OLD BUSINESS:
A. -Budget
The final draft of the budget was presented to Board members . A
memorandum will be sent -.to the Buds..-' Committee stating support of
it by the Board of Health.
B. Emergency Public Health Plan
The Planning Committee- and the Coordinator have had a difficult .
time defining a public health emergency, therefore, cannot devise
a plan. The question was brou.ght before the Board of Health for
discussion. Suggestions coming from the Board reaped the following
conclusions : A list of emergencies .(general and public health)
would be tallied .and the agency responsible for such emergency
would be listed with a very .brief explanation of procedures to be
followed. The tally would be ready for next month's Board of Health
meeting for further discussion.

The Family Interview Survey Questionnaire was discussed at length with
objections raised by Dr. McNamara. . Because it was so time consuming,
a special committee, including Dr. McNamara, Pat Bourke and Nancy
Yiannias, wi 11 meet to further discuss 'the' ques't,ionnai re.
The remaining agenda will be discussed at the March meeting.
The -meeting adjourned at 10:20 P.M.

Planning Committee

Charge: The committee will function for a six month period, with
the responsibility to:
1) Work with the Health Coordinator in setting work priorities
for the remainder of this fiscal year;
2) Begin laying the general groundwork for a long-range health
pian, with emphasis on the planning process and structure,
rather than its contents;
3) Serve as a guide to the Health Coordinator as she familiarizes
herself with the agencies and people in the northwest suburban
area;
4) Provide guidance and advice, as requested by the Health
Coordinator, in the development of short-term plans and
programs;
5) In essence, function as an available link between the
Health Board and Health Department for -any planning process
that will require the final review.of the Health Board.
Specific Items for Consideration:
1 . Development of an understanding and working relationship with the
CCDPH.
2. Development of an emergency plan to handle a public health episode
(disease or otherwise) , defining actions to be taken to mobilize
existing authorities and resources at County and State levels.
3. Define a working relationship between -the Health Board and the
Animal Warden and Police Department.
4. Plan an educational program for the community, to include an
explanation of our current activities. as- well as health education.

Sanitarian
The Food .Handlers Program will be held on Tuesday, November 19,
1974 from 7:00 - 8:30 P.M. This year's program will 6e focused at
vendors of vending machines. . Mr, Dave Hartley, National Sanitarian of
the National Automatic Machines Association, will be the featured .
speaker. To date response seems to be overwhelming,
Health Board Orientation
A portion of each Board meeting will be devoted to orientation
of the Board. Because-. of the Assistant Village Manager's illness , this
wi-ii be waived for. this meeting. The December meeting will include
an orientation to the Board's relationship to the Village governmental
structure as well as the legal structure of ordinances. In January and
the succeeding. mon.ths , the orientation will be the Board's relationships
with the community, Building Department, Police Department, mental
health, etc.
Ordinance Revision
All health related ordinances have been extracted from the
Municipal Code Book for review. This will be an ongoing project of
the Health Coordinator and the. Board.
Interview Survey
The Board was asked to think about possible questions to be'
included in the proposed personal health survey, while the Coordinator
was to find available- consultative services for the survey. -This will
be discussed at the- next meeting.
Cook County. Department of Public Health -
Attached to the agenda were health services available through
the CCDPIi. These services are limited and often geographically
inconvenient to residents of Elk Grove. Morbidity nursing services
for Elk Grove Village included thirty new admissions in a one yepr
period. The Coordinator. will promote CCDPH's services through mass
media to let Village residents know they are available.
It was suggested that Dr. John Hall ,- Health Officer and Director
of the CCDPH, should be asked if he would consider serving as medical
advisor to -the Health Board. The Board unanimously felt this was an
excellent idea. They also thought Dr. Hall 's input in an emergency
public health plan would be of great value.
Sub Committees
Chairperson Donna Farley appointed Charlie Brock to serve on
a one man committee to help the Coordinator review and revise present

ordinances . Progress will be reported at the next meeting.
Donna Farley also appointed Pat Bourke and Pat McHale to the
Board of Health Planning Committee. Specific duties' are outlined on
the handout attached to the agenda.
The meeting was adjourned at 10:45 P.M.
