HomeMy WebLinkAboutBOARD OF HEALTH - 05/14/1975 - BOARD OF HEALTH ELK GROVE VILLAGE BOARD OF HEALTH MEETING May 14, 1975 The regular meeting of the Board of Health of Elk Grove Village was held on Wednesday, May 14, 1975, in the Village Hall and called to order at 8:00 P.M. PRESENT: ABSENT: Donna Farley, Chairman Alan Antonik Patricia Bourke Dr. Harold .Labinsky Charles Brock Dr. Thomas McNamara Patricia McHale Suzanne Stidger S- AFF: Nancy Yiannias , Health Coordinator Barbara Watson, Village Sanitarian I OLD BUSINESS: A. Questionnaire: Plan Committee Report on questionnaire: The Plan Committee met on May 7th tc review the questionnaire. They deleted about 30% of the questions - some being redundant and others not being directly related to program planning. Pat Bourke met 'with a survey expert from Harper College; he also reviewed the tool and made specific suggestions and deletions . The Health Coordinator, in view of the possibility of not being able to engage the services of the University of Illinois Survey Research Lab for the survey, gave an alternate plan for collecting the same information for the Survey. The two plans are attached with pros and cons . After discussion of the two proposals by the Board of Health , Charlie Brock moved that the Board accept Plan II for the question- naire. The Plan .Committee should decide how the questions should be divided for the three-part questionnaire as they see fit. The moticn was seconded and passed unanimously. B. Nuisance Ordinance: The second draft of the Nuisance Ordinance was presented to the Board for approval . There was consensus in favor of the present format with two questions to be answered by the Attorney before being approved by the .Board of Health: Question 1 : What is the legal opinion of a Nuisance Ordinance? How will it be used? Question 2: Check with the Village Attorney on the noise standards . Also, what have court procedures on noise complaints been in the past? Board of Health Minutes 5/14/75 Page 2 II REPORTS: A. Health Coordinator's Report: -The diabetes screening program for the:Senior Citizens is. still under investigation. Village liability insurance will be checked. If the project is acceptable by the insurance, plans for the project will be made. The Northwestern University Hearing Clinic will meet with the Health Coordinator and the program director of the Senior Citizens Club to plan an educational and testing project for the Seniors . . Donna Farley and Nancy Yiannias met .wi.th the Budget Committee of the Board of-Trustees to discuss parts of the budget which were. cut and give reasons why they should be increased. The Budget Committee and other Trustees seem,-d receptive to our report . B.-- Sanitarian's Report : The food management classes began May 13. Response has been encouraging. The Sanitarian will attend these classes to answer any questions from attendees from the Village. Dr. John Hall , Cook County Department of Public Health , Health Officer, will attend our June 11th meeting. He will discuss Cook County's services and how we relate to that Department. ! I ! NEW BUSINESS : A. Dog Complaints : Chief Jenkins has agreed to accept all dog complaint calls to be handled by the Cor.w.unity Service Officers. The Health Department will be given. reports on chronic offenders . B. Committee Appointments : Committee appointments were made by the Board Chairman: The Plan Committee will be chaired by Pat Bourke and its members are Charlie Brock and Dr. Labinsky. The Finance Committee will be chaired by Alan Antonik and its members are Pat -McHale and Sue Stidger. The committees should select a standing meeting date so the press can. be .notified. Charges of the committees will be given at a later date. The meeting was adjourned at 9:30 P.M. Respectfully submitted, Nancy Yiannias Health Coordinator NY:ms (5-21 -75) QUESTIONNAIRE Problems with the interview survey have arisen, including that of monies not being available to carry out the original plan. For this and other reasons , I have written two plans which we may follow and, hopefully, reap the same results. PLAN I ORIGINAL The tool to be used has been finalized with minimal changes to be made. Pros 1) A sample will be scientifically selected so data will be valid. 2) All data would be processed at the same time. Cons 1) Volunteer training groups will be very large. It would be difficult to get all volunteers in at .-the same time to train since training will be at least 16 hours total . 2) The extreme length of the questionnaire would make it difficult for the interviewers because those interviewed would probably object. It would be impossible to conduct such an interview by telephone and interviews %,.ould probably be discouraged. 3) We would have to go to the Board of Trustees for a special allocation. They may not give us the money.' PLAN II ALTERNATE Pros .1) The questionnaire will be separated into several parts making it easy to handle by telephone interview. 2) Interviewers and interviewees would not be so easily discouraged because the interview time would be cut toa -minimum. 3) Training interviewers would be greatly shortened and could be done by present Health Department staff. 4) We could keep the cost of the survey down and not have to go to the Trustees for an extra allocation. Cons 1) Each "questionnaire" would need a "new" sample. 2) Data may not be valid because of sample selection methods. 3) It may take. longer to finish "five" short surveys than one long survey.
