BOARD'OF HEALTH MEETING
November 13, 1974
The regular meeting of the Board of Health of Elk Grove
Village was held on Wednesday, November 13, 1974 at the Village
Municipal Building. The meeting was called to order by Mrs . Donna
Farley, Chairperson, at 8:'00 P.M. in the Multi -Purpose Room.

Animal Control Program
'Patrolman Don Jones of the Elk Grove Village Police Department
was - invited to- speak on the animal control program. Presently, animal
control is under the Service Division of the Police Department.. Sergeant
Brandt is head of the Division. The animal control program is carried
out by the twelve community Service Officers ; this is only part of their
many duties . They have on-the-job training in handling animals , etc.
Animals (roaming)' picked up by CSO's are kept in outside kennels
for five days . If their owners are not found, . they are disposed of by
the Bensenville Animal Hospital. (cremat'ion for $10.00 charge) Several
efforts are made to find the owners . If they were kept for a longer
'period of time the .cage,facilities would become overcrowded.
In the case of animal bites , the police take a report from
the victim and .the owner. If the bite is on the face or head, the
animal is impounded. An informal relationship with Dr. Kelly (Veterinarian)
has been established; he -impounds animals at the request of the Police
Department. If the bite is on other than the face or head, the owner
may choose to keep the animal at home and take it to a vet for periodic
checks during the ten day observation period.
A training program for animal handlers will begin in the near
future; it will be sponsored -y Cook County Rabies Control .
The Police Department also works with Cook .County Rabies
Control .
New dog and cat ordinances have been submitted to the Village
Attorney for coding..
Animal Control Program (continued)
The Heal-;h Board inquired about the number of complaints , impoundments ,
etc. , by animals in the Village. According to Patrolman Jones , the
average monthly figures for last year were: 120 animal complaints;
77 animals impounded; and six to eight animals distroyed. More recent
figures may be obtained from the Police Department .
The Health Board suggested a letter be written to Cook
County Rabies Control supporting the training program for animal
handlers .
Membership
Sue Stidger has been officially appointed as a member of the
Board of Health.
It was moved that a letter be written to Dr. Ronald Schmutzer
asking him if .he wishes to remain on the Health Board. The motion was
seconded and approved unanimously. The decision on adding another
member to the Board would be held for the next meeting pending Dr.
Schmutzer's reply.
Budget
This year's proposed and approved budgets for the Board of
Health were given to Board members for comparison and filing.
Meeting Time
It was decided, for the time being, to retain the Board of
Health meeting on the second Wednesday of each month at 8:00 P.M.
even though it is in conflict with the Housing Commission's meeting.
Health Coordinator's Report '
The next community blood drive will be held on January 18,
1975. - Nanci Vanderweel is initiating an industrial blood program in
the Industrial Park. This will benefit the community program as well
as individual companies.
The new Sanitary Code will be complete in March of 1975.
Hopefully this will be adopted as an or 'inance by the Village. All
health related ordinances have been extracted from the Code book for
further study. Ordinances from surrounding communities have been
gathered for study and-comparison.
Agencies visited by the Health- Coordinator are: Northeastern
Illinois Planning Commission, North Suburban Blood Center, Comprehensive
Health Planning, Region 2A Illinois Department of Public Health, and
Cook County Department of Public Health. The purpose of the visits
was to acquaint the agencies of the existence of a Health Coordinator
and begin to establish a liaison between Elk Grove Village and these
agencies .

Sanitarian
The Food Handlers. Program will be held on Tuesday, November 19,
1974 from 7:00 - 8:30 P.M. This year's program will be focused at
vendors of vending machines. Mr. Dave Hartley, National Sanitarian of
the National Automatic Machines Association, will be the featured
speaker. To date response seems to be overwhelming.
Health Board Orientation
A portion of each Board meeting will be devoted to orientation
of the Board. Because of .the Assistant Village Manager's illness , this
will be waived for this meeting. The December. meeting will include
an orientati.on to the Board's rel-ationship to the Village governmental
structure as well as the legal structure of ordinances. In January and
the succeeding months, the orientation will be the Board's relationships
with the community, Building Department, Police Department, mental
health, etc.
Ordinance Revision
All health related ordinances have been extracted from the
Municipal Code Book for review. This will be an ongoing .project of
the Health Coordinator and the Board.
Interview Survey
The Board was asked to think about possible questions to be
included in the proposed personal health survey., while the. Coordinat_or
was to find available consultative services for the survey.. This will
be discussed at the next meeting.
Cook County Department of Publie Health
Attached to the agenda were health services available through
the CCDPH. These services are limited and often geographically
.inconvenient to residents of Elk Grove. Morbidity nursing services
for Elk Grove Village included thirty new admissions in a one year
Period. The Coordinator will promote CCDPH's. services through mass
media to let Village residents know thev are available.
It was suggested that Dr. -John Hall , Health Officer and Director
of the CCDPH, should be asked if he would consider serving as medical
advisor to the Health Board. The Board unanimously felt this was an
excellent idea. They also thought Dr. Hall 's input in an emergency
public health plan would be of great value.
Sub Committees
Chairperson Donna Farley appointed Charlie Brock to serve on
a one man committee to help the- Coordinator review and revise present

ordinances . Progress will be reported at the next meeting.
Donna Farley also appointed Pat Bourke and Pat McHale to the
Board of Health Planning Committee. Specific duties are outlined on
the handout attached to. the agenda.
The meeting was adjourned at 10:45 P.M.
