BOARD OF HEALTH
February 9 , 1972
Members Present: Mr. Alan Antonik, Mrs . Donna Farley, Mrs. Trudy Brock.
Others Present: Mrs. Barbara Watson, Sanitarian; Mr. John Schultz,
Sanitary Engineer, Cook County Health Department;
Mrs . Pat Bourke .
No quorum..
In the absence of Brother Ferdinand, Mrs . Farley presided. Meeting started
at 8:30 a .m .
Mr. Schultz The U. S . Public Health Code of 1962 is recommended. Most- towns
around here have adopted it. It is only a starting point.. Communities can
adopt it to suit themselves . It says nothing; for example , about microwave
ovens . The State Code is based on the U. S . Code. The County Code was
originally based on it but has been much changed since. Some communities
want strict enforcement and give much power to the Sanitarian. Others are
less strict. When a Sanitarian has a lot of power, he must always ask, "Is
this or is this not a real health hazard? " Cooperation between local, county,
state and federal health agencies is most desirable but not always practiced .
There are many-food companies in the industrial area wh-ich are
supervised on a state level. It would require a Village ordinance to bring
them under our jurisdiction. First the Village must determine if it wants such
jurisdiction and has the manpower to do the job.
Food trucks must come in to the Village Hall for inspection to get a
license. They are in fine shape for inspection, but no one checks them
thereafter. Mrs . Watson would like to see an ordinance against wet (ice)
refrigeration on catering trucks . Our present Code merely requires acceptable
refrigeration. If we feel that ice is not acceptable, we can recommend a
more definite statement.

The retail food stores are not mentioned in the U. S . Code. Mrs .
i Farley pointed out the need for a code covering retail food stores .
In drafting codes it is important to,be sure that we are not in conflict

with other departments . (The U. S . Code states that grease traps are
not always necessary. Our Building Code states that they are. We must
also be careful not to take on the burdens of other departments .)
We have no housing code covering heat and other standards in
apartments and rental property. As we get more apartments, we will get
more-heat complaints .
How important are complete health examinations for food handlers ?
Mr. Schultz thinks only the chest X-ray is vital. -Who will pay? Passing
the examination today does not insure that the person will not get VD or
something else tomorrow. The Codes specify that the managers keep an
eye out for illnesses , boils , etc. , and take appropriate steps . There is
no point in making requirements which are not feasable or practical. If
requirements are too stringent, food handlers will look for jobs elsewhere .
Managers know they cannot stay in business if their establishments get
a bad reputation.
Most cases of food poisoning come from church and other social
functions to.which people bring food. Do we need supervision here? Draw
up a booklet for organizations, telling them of possible dangers and suggest-
ing protective measures ? Should we have another seminar for representatives
of social organizations?
The Illinois Public Health Association has a yearly meeting . This
year it will be at Arlington Towers , and Mrs . Watson is planning to go.
Anyone can join the Illinois Public Health Association.. Only-members can
attend. Should the members of the Board of Health all join? Mr. Antonik
feels it would be desirable . This year's meeting will be on insects .and
rodents . Mrs . Watson has suggested a member of the Police Department
attend with her.
Animal Warden Mrs . Farley read a letter. from the Environmental Health Committee
to Chief Jenkins supporting his request for two animal wardens . The Board of
Health cannot officially approve the letter (since we have no quorum) .
