BOARD OF HEALTH
January 12 , 1972
Members Present: Donna Farley, Mel Froney, Alan Antonik, Dr. Ronald
Schmutzer, Trudy Brock, Barbara Watson.
In'the absence of Brother Ferdinand, Mrs . Farley chaired the meeting.
She welcomed the two new members , Mr. Antonik and Dr. Schmutzer.
Workshop Mrs . Watson read the letter which she will be sending to food
handlers in the area . She will invite establishments near the Village
(Navarone, Landers, Industrial Cafeterias) as well as all those in the
Village. She has reserved the Multi-Purpose Room for March 14, 15,
and 16, 1972 . The exact date will be picked later. Mr. Schultz (County)
will handle the program. The letter will go out under Mr. Zettek's
(Village President) signature.
Solid Waste Program The County has asked the Village to participate in a
County-wide study to determine the best solution to the disposal of
solid waste. Mrs . Watson reported that she had discussed the matter
with Mr. McFaggen of Rolling Meadows . He is enthusiastic about the
project.
The State is beginning to take an interest; Eventually such disposal will
probably have to be controlled and handled on a statewide basis .
Drainage and Junk in Industrial Area The letter from the Board of Health to
the Village Trustees (stating the results of our study and asking for action)
has not yet been written.
Water Samples Mrs . Watson and Mr. Schultz took samples on January 11 ,
1972 in the Forest Preserve, at the Arlington Heights Road and Kennedy
Bridges, and from the creek just off Cypress Lane. (They had obtained
permission to go through the back yard of a private home .)
Standing Committees At the last meeting, the Board approved the formation
of two standing committees (Personal Health and Environmental Health) .
Mrs . Farley raised the questions of when the committees should be
appointed and who should be on them. Mr. Froney stated he felt the
sooner the better. Possible sources for committee members .are:
1 .- Interested young people.

2. People. who have worked on the survey.
3 . Others we may know about.
Mrs . Farley will have lists ready to submit at the next meeting.
Health Survey Report - by Mrs . Farley
Environmental - half done. Air polution and transportation are completed.
Two other sections are ready but not approved by the committee .
Personal Health Questionnaires are coming in and being tabulated. Both
committees are being delayed because they need their maps . Mrs .
Farley has told the young man who is making the maps that he has a
February 14th deadline. She anticipates that the survey should be
done in two or three more-months .
Village Wells Mr. Schultz (County) will be inspecting the Village wells on
January 25th . Mr.'Antonik and Mrs . Watson will go with him.
Village Food Codes Ours are inadequate. The Village has not even formally
adopted the United States Public Health Code of 1962 . Although this Code
may now be out of date, it may be best to have the Village adopt it. Then
we can suggest revisions later. Mrs . Farley suggested that Mr. Schultz
be invited to the next meeting to tell us what the County and State Codes
are and what changes he sees coming up.
At the same time, Mrs . Watson would like to see something in the Village
laws that will give her the right to issue tickets on violations or condem-
nations .
Contageous Diseases Mr. Antonik asked what the Village would do if a
contageous disease got out of hand: Mrs. Watson replied that the
Village would report it to the County and State, which would take over.
Dr. Schmutzer pointed out that there is at present no provision for
communication between hospital, health board, Village government,
and doctors in the Village about potential health threats . There is no
agency in the Village to which to report nor from which to get information.
Mr. Froney is going to do some research into how this is handled in
other places . We need to restate the function of our Health Department .
and Board of Health - to clarify our place in the community and our
procedures .

More About Codes
1 . Apartments Mrs . Watson reported a complaint about stuffed trash
chutes at the Eagles on Tonne on Christmas night. The collection
rooms were so full that the doors were propped open with trash . A
fire could have gone right up to the third floor.
Although we are rapidly acquiring more apartments , the Village.
Code sets no standards for their maintenance . They could easily
become slums .
2 . Heat Mrs . Watson reported two complaints about heat: An office
in the industrial area with a temperature of 500; an apartment that
.was cold both day and night for several days .
The Village has set no standards for such cases nor for the
maintenance of rental property. We need some new ordinances.
Health Officer We do not have one. He would be the person with the right to
issue tickets, condemn property, and represent the Village in court.
Mr. Willis has asked Mrs . Watson to write up a job description for
a health. officer. -She is basing 'it on those used by Cook, DuPage, Lake,
and McHenry Counties.
