Chairman Jim Christie called the meeting to order at 7:05 PM.
Action Items: Approval of the Minutes
Correction to June 18, 2008 minutes. Trustee Nancy Czarnik stated that the reusable bags
available at the Farmer's Market were being given away not sold as reported in the minutes
There was a motion by Nancy Czarmk, Trustee Liaison, to approve the minutes of the June
20, 2008 meeting, second by Georgia Landt. The minutes were unanimously approved.
Community Service Coordinator Report
Treasures' Galore (Garage Sale)- Seventeen vendors were present at this years Treasure's
Galore event to help raise money for Kenneth Young Center (KYC). This year$600.00 was
raised to benefit KYC programs. This is the second year for this event.
Rebuilding Together- All projects associated with Rebuilding Together have been completed.
Community Paint-A-Thou- The Community Paint-A-Thon is scheduled for September 6`h. 34
homes throughout the northwest suburbs have been slated to be painted.
Food Pantry Assistance- Assistance to families utilizing the food pantry has increased. An
average of 51-53 families now use the food pantry services. This is up from a past average of
40 families. Because of a quickly shrinking inventory, families are now limited to a biweekly
use of the food pantry, as opposed to the normal weekly schedule. To ensure that families
meet their food needs, the Community Service Coordinator (CSC) makes sure every
participant at the food pantry, if qualified, signs up/is signed up for food stamps.
The CSC also has been made aware of food cooperative in the area called Angel Food
Ministries (AFM). Based out of Georgia, they are available to anyone, and they do accept
food stamps. Orders are placed at the beginning of the month and picked up two weeks later.
There are two local pick up locations. The CSC is looking at setting up the food pantry as a
drop-off site, If there are 400 orders per month, AFM will drop food at a location. Trustee
Czarnik asked how orders are placed, and what was the cost for the program. The CSC stated
that orders can be placed on-line or over the phone.
For thirty dollars ($30) participants get brand name foods, fruits, and a variety of meats. All
food is fresh. Food is picked up at the time of delivery, like Market Day.
The food pantry should have adequate supplies until October.
Annual School Supplies Distribution- Community Services has started distributing school
supplies and shoe gift cards to school-aged children. Haircuts will also be provided to 35
school-aged children.
Salvation Army- On July I" the CSC received the annual allocation from the Salvation Army
(United Way). The amount this year is $15,000, $2,000 more than last year. The funds will be
shared with Elk Grove Township. Seven families have been provided with vouchers for up to
$100.00 for the Salvation Army Store. The CSC is not sure if the Village will participate in
the Holiday Red Kettle Drive this year.

Anti-Smoking Campaign
Smoking Cessation Classes- The third smoking cessation program will begin on September
15, 2008. One resident has already signed up.
T.A.T.U.- Smoke Free Elk Grove is sponsoring a "Train-the Trainer" session for instructors
for the T.A.T.U. program. The training will instruct local representatives on how to conduct
the high school sessions. This will give the Village more flexibility when holding T.A.T.U.
training programs in the future. The program will be held on September 10`r'.
Department Director's Report
Blood Drive- At the August 2°d blood drive, 37 pints of blood were collected. The next
blood drive will be held on November I".
Idlinp, Regulations- At the July 16`h Village Board meeting Mayor Johnson made a
commitment to make Elk Grove Village a "Green Community". As part of that commitment
the Mayor called for areas of the Village to be "No Idle Zones". No idle zones are designated
areas where motor vehicles are not allowed to stand idling for more than a short period of
time, usually only 5 to 10 minutes per 60 minutes. Idling vehicle engines wastes fuel and
creates unnecessary emissions.
On August 18`h the JPZ and Recycling & Solid Waste Committees met to discuss this topic.
Representatives from the area school districts and park district were also present.
It was the consensus of the Committee members not to regulate idling zones, but to educate
and inform residents as to the benefits of shutting car engines off. An educational campaign
using a variety of medias and printed materials will be used to get the word out. A contest
among elementary students will take place to create a phase or develop a logo to promote the
program. Trustee Czarnik stated that kids would motivate their parents to shut their cars off.
Schools do have regulations for school buses picking up students before and after school.
Rain Barrels- On July 14`h the Recycling & Solid Waste Committee meet to discuss the topic
of rain barrels. The 50 gallon barrels are recycled food containers that are used to collect
water from rooftops. The Director is collecting information from residents as to their interest
in purchasing rain barrels. The Village hopes that purchasing in bulk will bring down the cost
to residents. If enough interest is shown, the Village will take orders for the barrels, passing
on the discounted rate to residents. So far there have been 65 requests.
2008 Influenza Vaccine- The Director reported that there will be an ample supply of flu
vaccine again for this season. Three new strains will be in the flu vaccine for the 2008-2009
season based on projected outbreaks.
West Nile virus- West Nile virus (WNV) has been found in very low numbers this summer
season. Only one (1) human outbreak has been reported in Illinois. Low numbers have been
reported nationally as well. The Director reported that residents should continue to take
precautions against WNV until cooler weather sets in.
Salmonella Outbreak Continues- The Director reported that the CDC is reporting that
jalapeno and Serrano peppers have now been implicated in the nation-wide Salmonella
outbreak that has caused 1,405 illnesses in the United States, 118 in Illinois. Originally the
government focused in on contaminated tomatoes as the main cause of the outbreak.
Skunk Complaints on the Rise- Skunks populations appear to be on an upswing in Illinois.
The Director reported that skunk complaints have also risen slightly in the Village. Statistics
on skunks have shown an increase in their numbers across the State. Skunk populations rise
and fall in cycles. In the late 90's populations dropped due to a rabies outbreak and have only
recently begun to increase.
Computer and Electronic Recyclinp,- Motorola and SWANCC will be holding a one-day
computer and electronic recycling event on October 11, 2008 from 9:00 AM to 3:00 PM at the
Schaumburg Motorola campus. As usual all types of electronic and computer equipment will
be accepted.
188 cars were processed at the August 91h document destruction event held at the Elk Grove
High School. The Director thanked Jim Morrill and his two daughters for helping at the event.
All costs for the event were covered by SWANCC.
Food Service Establishment Hearinz- The Department conducted a hearing for a restaurant
that had repeated critical violations. The restaurant, Lucky G's is now placed on probation for
one year. This means that restaurant will be inspected one (1) additional time and may be
closed for not correcting critical violations.
Department Events & Activities- The Director provided the Board with a monthly list of
activities, events, and clinics hosted or performed by the Department.
Environmental Health Inspector's Report-August
Sal Pace asked about conditions at Felicia's Deli. The Director reported that the establishment

had until the next inspection (3 months) to make necessary corrections. If corrections were not
made the owner could be brought in for a hearing.
Pot Belly will be opening in the former Boston Market.
Blackjacks gas station is open. They are on the corner of Higgins/Oakton/Busse.
Trustee Czamik asked why is Hallmark checked. The Director stated that establishments such
as Hallmark or Block Buster have candy and snacks and are required to have a food dealer
license. Therefore they are inspected once per year.
Trustee Czamik asked why a food establishment with a score of 91 is reinspected and receives
a 96. The Director reported that the establishment might have had a critical violation that
needed to be corrected before the Environmental Health Inspector signed off on the final
inspection.

Trustee Liaison Report- The Farmer's Market is doing well. The reusable bags are being
distributed to patrons.
Early voting will take place at the Village Hall. It will start in October.

Dr. Labinsky made a motion to adjourn the meeting. It was seconded by Sal Pace. The
meeting was adjourned at 8:00 PM
