Chairman Jim Christie called the meeting to order at 7:09 PM.
Action Items: Approval of the Minutes
There was a motion by Sal Pace, to approve the minutes of the June 20, 2008 meeting,
second by Nancy Czamik, Trustee Liaison. The minutes were unanimously approved.
Community Service Coordinator Report
School-Aged Children's Program- School supplies were distributed to 19 families,
covering 39 children. Vouchers were also provided for families for purchases at the
Salvation Army Resale Store and Payless Shoes. Haircuts were provided to 15 families.
Interfaith Council- The Interfaith council will conduct a Food Drive from October 6`h
through October 25`h.
Holidav Adopt-A-Fancily- Most families are chosen through the food pantry. Some I
families have been in the system for five years or more. The Department will begin to
review applicants to try to serve those most in need of assistance, especially in light that
donations maybe down this year, and the number of adopted families up, due to economic
crisis. The Department will be tactful in deciding where assistance is needed and no
families with small children will be excluded. The Department will establish new
guidelines for assistance at the holidays.
Dr. Kelly stated that the policy must be spelled out ahead of time. Chairman Christie stated i
the decision cannot be arbitrary and advance notice should be established.
A question was asked how do we serve the right families? The Community Services
Coordinator.(CSC) stated that applications of donors as well as adopted families are
reviewed before acceptance. Happy Memories is also another source for providing needy
families with holiday gifts and food.
Linda Blair and Marty Vela will be working on designing and developing new policies and
procedures for the program next year.
Community Paint-A-Thou- The Community Paint-A-Thou was held September 6`h. 32
homes throughout the northwest suburbs were painted, one home was in Elk Grove.

Youth Medal of Honor- The Cook County Sheriff's Department is looking for applicants
for the Youth Medal of Honor. Students from Elk Grove High School and Conant High
School are eligible for the award.
Thanksgiving Meal Donations- Families for Thanksgiving donations are chosen from
participants at the food pantry. Chairman Christie asked if the Rotary Club could
participate in purchasing food for the food pantry. The CSC said all help is welcome.
Salvation Army- The Holiday Red Kettle Drive is again in question. The CSC is not sure if
the Salvation Army will be asking for volunteers for this holiday season plus the continued
problem with logistics will make participation difficult.
The CSC attained a Salvation Army Emergency Preparedness Training Session. The
session covered critical incident debriefing management and crisis management.

Anti-Smoking Campaign
Smoking Cessation Classes- The third smoking cessation program will begin on
September 15, 2008. One resident has already signed up.
T.A.T.U.- Smoke Free Elk Grove is hosted a "Train-the Trainer" session for instructors
for the T.A.T.U. program on September 10`h. Three (3) Kenneth Young Center Positive
Youth Development Program staff members were provided with training. The training
provided local representatives with the know how to conduct the high school sessions. This
will give the Village more flexibility when holding T.A.T.U. training programs in the
future.
Department Director's Report
Flood Response- The recent heavy rains brought not only flooded streets and parking lots,
but flooded basements as well. The Department coordinated the placement of dumpsters in
the hardest hit areas to expedite cleanup. The town homes on the corner of Elk Grove
Boulevard and Rev. Morrison Boulevard sustained the greatest flood damage. The
dumpster at that location had to be switched out several times. Dumpsters were also placed
along Cypress Ave. and on Essex Rd.
Resij4nation of Merrill Fronev- Merrill Froney tenured his resignation from the Board on �
August 20`h. Merrill joined the Board of Health in May of 1997. He continued to serve on
the Board of Health & Community Services until his resignation.
Idling ReL-ulations- The Committee of the Whole (COW) met on September 9`h to discuss
the recommendations of the JPZ and Recycling & Solid Waste Committees regarding
"Idling Zones". It was the consensus of the Committee(s) members to do the following: j
• Place information in different venues to promote the benefits of no idling.
• Develop informational flyers on regarding idling for distribution at schools, park
district, library, high school driver's education classes, etc.
• Have police officers distribute flyers to idling drivers at schools/park district
facilities
• Run a contest in the elementary schools to design a logo and/or slogan for a
Village-wide "Idling" program.
• Run PSAs on Channel 6
At the meeting the Mayor requested additional emphasis placed on posting signs around
the Village announcing "No Idling" zones.

Rain Barrels- Requests for rain barrels continue to come into the Village. Request now
number over 100. Most requests have come from the Internet site. The Department is
expected continued interest in rain barrels especially in light that information will be
provided in the next newsletter.
West Nile virus- The number of cases of West Nile virus continue to be lower than
expected. Only five human cases have been reported, with no deaths. Last year there were
101 cases and four deaths reported in Illinois. Residents should still take precautions until
the first frost.
2008 Influenza Vaccine- Tentative dates for flu clinics have been scheduled for the 2008-
2009 season. Vaccine should be in ample supply, so shortages should not be a problem.
The Department has again reduced the amount of flu vaccine ordered for this season.
Salmonella Outbreak- The CDC has declared the recent Salmonella outbreak appears to
be over. The outbreak that began in April, spread to 43 states, and sickened 1,442 people.
Jalapeno peppers were shown to be the major source of contamination, although tomatoes
and Serrano peppers were also a source.
Computer and Electronic Recvcling- Motorola and SWANCC will be holding a one-day
computer and electronic recycling event on October 11, 2008 from 9:00 AM to 3:00 PM at
the Schaumburg Motorola campus. As usual all types of electronic and computer
equipment will be accepted.
Department Events & Activities-.The Director provided the Board with a monthly list of
activities, events, and clinics hosted or performed by the Department.
