Action Items: Approval of the Minutes There was a motion by Dick Scholten, to approve the minutes of the September 17, 2008 meeting, second by Dr. John Kelly. The minutes were unanimously approved. Anti-Smoking Campaign Smoking Education- The Positive Youth Development program staff from Kenneth Young Center will be assisting the Elk Grove high School students with the Great American Smoke Out on November 201h. T.A.T.U.- Youth Development Program staff members will provide training for the Elk Grove High School students sometime this fall or winter. Smoking Cessation- The next smoking cessation classes will commence sometime in January 2009. A number of Board members asked if any statistics as to success or failure rates was being tracked. The Director responded that since only a small number of residents had taken j advantage of the program no follow up had been conducted. Ryan Bookler asked if a survey could be sent out four months after a class has completed the sessions. Chairman Christie stated that the Village could advertise the number of residents completing the sessions. Dick Sholten asked if surveys were completed at the end of the sessions. The Director stated that all participants fill out an instructor survey after completing the class. Ryan Bookler asked if businesses were contacted to make employees aware of the smoking cessation classes. The Director stated that the program is open only to Elk Grove Village residents and Village employees. The Mayor announced at the last Village Board meeting that Smoke Free Elk Grove would be sponsoring a summer concert series in July of 2009. Concerts would be held on the Village Green every Tuesday in July. j i I I Department Director's Report "No Idling" Program- The Director submitted a flyer design for the "No Idling" slogan/logo contest to the Mayor and Village Board. The contest will be open to all Elk Grove Village students from 4`h to 8`h grade. The contest will run until January 5, 2009. Prizes will be awarded to the top three finalists. The winning logo/slogan will be used on all Village promotions. The Director will provide a copy of the contest flyer for next month's meeting. Rain Barrels- Requests for rain barrels continue to come into the Village. Request now number over 160. The Department is expecting continued interest in rain barrels especially in light that information will be provided in the next newsletter. Bill Beaupre asked if people were requesting a rain barrel(s) without knowing the cost. The Director stated this has not stopped the requests from coming in to the Village. The Village is hoping the cost will be about $50.00 to $60.00, substantially lower than if the rain barrels were bought one or two at a time. West Nile virus (WNV)- The number of cases of West Nile virus reported this year was lower than expected. Now with the coming cooler weather and shorter days the threat of WNV should abate. The following is from the IDPH: Number of human cases 16 (no deaths) Average age of human case 53 26 counties reported some form of WNV. 31% of cases were involved ages 45-59. 2008 Influenza Vaccine- Flu clinic dates are now being disseminated around the Village. The Department has already received shipment of the flu vaccine. The Flu Clinic Hotline has been activated (847) 357-4057. Information is also on the Internet and being shown on Channel 6. The cost for the flu shot will remain at $20.00, free for Medicare holders. The dates, times and locations of the clinics are: Sheila Ray Senior Center ( Rainbow Falls), 10/27/08- 10:00 AM to 12:00 PM Pavilion Garden Terrace, 11/04/08- 4:30 PM to 6:30 PM Elk Grove Library, 11/13/08- 5:30 PM to 8:00 PM Elk Grove Library, 11/19/08- 10:00 AM to 12:00 PM The Director stated that the Department has still not received payment for Medicare recipients from last year's flu program. The Department has submitted paperwork several times to the Federal Government without success. Paperwork is rejected for various reasons, each different than the last submittal. A children's flu clinic will be held on November 10`h. The clinic will be held at the Fox Run Golf Course. Shot s will be provided to children 16 months to 18 years of age. Shots will cost $3.00. The clinic is co-sponsored with the Village of Schaumburg. Vaccine is provided by the State Children's Vaccine Program. Blood Drive- The Village Community Blood Drive will be held on November 1, 2008 from 8:00 AM to 12:00 PM. Being Green- The Department is distributing a series of informational flyers on how to I become a "greener" resident. The flyers were provided to the Board members. Wildlife in Illinois-The IDNR and U of I have developed a new website to help Illinois residents identify Illinois animals and deal with wildlife problems. The website is www.liyingwithwildlife.extension.uiuc.edu. Department Events & Activities- The Director provided the Board with a monthly list of activities, events, and clinics hosted or performed by the Department. Community Service Coordinator Report Interfaith Council- The Interfaith Council Food Drive is in progress. There are 14 schools and organizations participating. The food will be delivered to the Elk Grove Food Pantry on October 271h. Holiday Adopt-A-Family- Plans for the Holiday Adopt-A-Family has been finalized. Food will be distributed to the families on November 20`h, at the Elk Grove Food Pantry. Financial Assistance-September Salvation Army Elk Grove Housinj4 Fund August- 12 families, $1,450.00 August- 3 families, $227.13 (includes clothing vouchers) Food Pantry August- 52 families assisted, 132 people The CSC continues to see new clients every week seeking help with utility bills and food subsides. The Director reported that the Department has begun to monitor home foreclosures in the Village. The Department has had to maintain (cut grass, etc.) at several foreclosed homes. The Village attempting to identify homes that are in foreclosure or are going through foreclosure. Mary Paliganoff asked how many homes are in foreclosure. The Director stated that preliminary reports show there are about 12 homes in foreclosure and upwards of 500 in pre-foreclosure, but those numbers have not been verified. Environmental Health Inspector's Report-October September Activities Report Routine Inspections 81 Misc. Activities 360 Complaints 131 Citations 25 TOTAL 597 Bill Beaupre asked about the situation at the Burger King on Busse. The establishment was given one year to make changes to the kitchen. The Director stated that if a violation is not critical and involves structural changes, an establishment may be given an extended time'to make corrections. Dick Scholten asked about P-Tickets. The Director stated that P-Tickets are like parking tickets. Department tickets are $50.00 for each violation. An L-Ticket requires a court appearance. Fines can reach $500.00 a day for L-Tickets. Dick Scholten asked if the money realized from a fine or judgment is returned to the Department budget. The Director stated that any monies go into the general fund of the Village. A majority of the money from Cook County court cases goes to the County. That is one of the reasons the Village is exploring the use of an adjudicator for Village violations. j Dick Scholten asked who placed the dumpsters in the flood areas? The Director stated that Department coordinated delivery and placement of dumpsters with Waste Management.
