Chairman Jim Christie called the meeting to order at 7:04 PM.
Action Items: Approval of the Minutes
There was a motion by Jim Morrill, to approve the minutes of the October 15, 2008
meeting, second by Georgia Landt. The minutes were unanimously approved.
Community Service Coordinator Report
Thanksgiving Adopt A-Family- The Thanksgiving food basket distribution will take place
on Thursdays, November 20`h. The program will run differently this year. Adoptive
families were asked to provide just parts of the meal such as turkeys, stuffing, and pies.
These items will be distributed on the normal Thursday food pantry, one week before
Thanksgiving, rather than setting aside a special distribution day. The change is to
accommodate the increase of families utilizing the food pantry services.
Christmas Adopt-A-Family- Changes to the Christmas Adopt-A-Family will also take
place. Some families will receive an extra food donation. Some families will receive a food
donation as well as gifts. Nine (9) families that were identified participating for five (5)
years or more will be excluded from the gift portion of the program this year.
Interfaith Council- The Interfaith Council Food Drive held a very successful collection in
October. The food pantry currently is well stocked. Fourteen different organizations
participated in the drive. The Character Counts Coalition conducted a paper drive at a
number of local grocery stores and Wal-Mart bringing in a large number of household
paper products. Elk Grove High School and Conant High School are currently conducting
their own food drives.
With the outpouring of generosity by the community the food pantry may reassess the
current family participation policy.
United 4Vay Restructuring- Two (2) local United Ways combined in mid-October. The
new larger organization will cover an area all the way to West Dundee and Algonquin.
Financial Assistance-September

August- 7 families, $950.00 August- 4 families, $400.00
Food Pantry
August- 55 families assisted
The CSC continues to see new clients every week seeking help with utility bills and food
subsides.
Anti-Smoking Campaign
Smoking Education- The Positive Youth Development Program staff members from
Kenneth Young Center and Elk Grove High School students will again be providing
activities for the American Cancer Society's Great American Smoke Out on November
20`h. Smoke Free Elk Grove will provide most of the funding for the event.
Smokiny, Cessation- The next smoking cessation classes will be scheduled early in 2009.
Department Director's Report
Foreclosure Trackinp,- On October 22"d, the Director attended a workshop entitled,
Housing in Red, Municipal Strategies to Deal with the Foreclosure Crisis. The workshop
dealt with local government concerns about the impact(s) a growing number of vacant
(foreclosed) homes will have on their communities. The workshop reviewed the
foreclosure process, and how local municipalities are dealing with vacant or abandoned
homes in their communities.
The Department will be hosting a meeting on the issue of foreclosures to determine how to
address the problem and lessen the impact of foreclosed homes on the Village. Some of the
issues to be addressed are:
Maintain a property in foreclosure database that can be accessed by all Departments.
Provide a proactive notification policy.
Prioritize enforcement procedures.
Look into assessing administrative fees when remediating violations.
Provide ongoing monitoring to ensure continued compliance.
Provide speedy administrative adjudication to violations.
Provide education and information to residents.
Work with realtors and lenders to develop policies and standards.
The Director is looking into a foreclosure tracking program. The Village would be able to
subscribe to the program for $22.00/month for eighteen months (the normal cost is
$50.00). The program would allow all Departments to use an Access program to monitor
foreclosures.
The Chairman asked if the Village had a handle on how many foreclosed properties were
in the Village. The Director stated that from sketchy data there could be about twenty
homes and over one hundred in preforeclosure.
"No Idling" Program- The contest information for the "No Idling" awareness program
was distributed to all school districts and the Queen of the Rosary School. The students
have until January 5`h to submit their entries.
West Nile virus (WNV)- The WNV season has ended. There were only twenty (20) cases
of WNV reported in Illinois, with one (1) death reported.
2008 Flu Clinics
Adult- All scheduled influenza clinics will conclude on November 19`h. Participation has
been light so far. Flu shots were also provided to Village employees.
The Director stated about 58 people attended the clinic held earlier in the day. The Director
will be ordering less vaccine again next year. The library is interested in providing flu
shots to their employees for next year's flu season.
Children- A children's flu clinic was held November 10`h at the Fox run Golf Course. One
hundred ninety-six (196)children received a flu shot.
Blood Drive- The Community Blood Drive was held on November I". Thirty-seven (37)
people donated blood. The next blood drive will be held on January 24, 2009.
Emplovee Wellness Prol4ram- Jane Sloger and Desmond Raftery teamed up to provide
employees with a five-week program that focused on improving employee health and well
being through.a better understanding of mind, body, and spirit. Employees learned deep
breathing exercises, meditation, nutrition, and good sleep habits.
Cancellation of the December Meeting- The chairman made a motion to cancel the
December Board of Health & Community Services meeting. A motion was made by Lois
Colaprete to cancel the meeting, second by Mary Paliganoff. Motion was approved
unanimously. No December meeting will be held.
Department Events & Activities- The Director provided the Board members with an
updated schedule of up coming events and regularly scheduled programs.

New Business- Mary Paliganoff asked about the Village-wide Curbside Leaf Collection
Program. Some residents rake leaves out into the street two weeks prior to collection. The
Director stated that the program is coordinated through Public Works. Normally all
complaints are forwarded to Public Works.
Sal Pace made a motion to adjourn the meeting. It was seconded by Dr. Labinsky. The
meeting was adjourned at 7:44 PM.
