Chairman Jim Christie called the meeting to order at 7:05 PM.
Action Items: Approval of the Minutes
There was a motion by Trustee Nancy Czamik, to approve the minutes of the January 21,
2009 meeting, second by Lois Colaprete. During the Trustee Liaison Report it was
reported that the theme of the parade was a "Star Spangled Banner". It should be a "Star
Spangled America". The minutes were unanimously approved.
Introduction of Rvan Gapsis-Seasonal Intern- Ryan Gapsis was introduced to the Board
members. Ryan is a student at Northern Illinois University. He is finishing up his studies
and will graduate in May. Ryan gave an overview of his activities and experiences working
for the Department. Ryan spoke about the fire at the Food 4 Less earlier.that day.
Community Service Coordinator Report
The Community Services Coordinator (CSC) continues to see residents seeking financial
aid. Many of the requests are for help with high utility bills. The CSC has begun to assist
clients with additional services. Residents are asking for assistance with social security
disability, food stamps, and the Illinois Circuit Breaker Program (ICBP). The ICBP
provides seniors with real estate tax rebates, discounted license plates, and low cost
medications.
Food pantry use continues to rise. The CSC is finishing up recertifying residents for the
new year. New families continue to come for assistance from the food pantry. The Elk
Grove High School will be holding a food drive soon to replenish the food pantry.
The CSC and Director attended a two day NIMS training session. NIMS stands for
National Incident Management System. NIMS provides an organizational framework for
local government responders during disasters or emergencies.
The CSC conducted a presentation to seniors at the EG Senior Center during the Police
and Seniors Together program. The presentation provided information on services offered
by the Department.
HOPE NOW is a HUD sponsored program, which provides free foreclosure prevention
information to citizens facing foreclosure or having financial problems paying their
mortgage.

Anti-Smoking Campaign
Smoking Education- The Positive Youth Development Program (PYD) staff members
from Kenneth Young Center will be providing T.A.T.U. training for Elk Grove High
School students on February 25`h at the Forest View Educational Center. The PYD staff
plans to train 72 students.
The Smoke Free Elk Grove Committee has not met to discuss the topic of expanded
smoking education program in the elementary schools. Several Board members suggested
program ideas at last month's meeting.
Smokinp, Cessation- The smoking cessation program began on January 26, 2009. Two (2)
residents enrolled in the class. The classes will run for eight weeks.
Department Director's Report
Compendium 2008- The Director provided a review of highlights for the Department for
2008.
Some of the highlights included:
■ Statewide ban on smoking in public places and places of employment. The state
ban supersedes the Village smoking ban that went into effect on January 1, 2007.
■ Smoke Free Elk Grove held three smoking cessation classes in 2008.
■ Smoke Free Elk Grove sponsored a number of educational programs at the high
school. T.A.T.0 programs were conducted to teach elementary students the dangers
of smoking and secondhand smoke. Also Smoke Free Elk Grove helped with the
Great American Smoke Out and Cancer Relay for Life.
■ Three Board members resigned in 2008. Ray DePalma, Terry Dill, and Merrill
Froney.
■ The Mayor and Village Board addressed the issue of "No Idle Zones" in the
Village. No idle zones are areas were cars shut down their engines to conserve
gasoline and prevent pollution. The board decided to provide an educational
program rather than enforcing no idle zones through fines. A contest was conducted
in elementary schools to design a logo/slogan for the program.
■ The purchase of rain barrels by the Village to be subsidized to residents was
explored in 2008. A Rain Barrel Interest Form was used to gauge residents'
interest in purchasing rain barrels through the Village at a discounted price.
■ A Residential Home Licensing Ordinance was passed in February. The ordinance
requires homeowners who rent out their homes pay a license fee of $20.00. The
registration for rental homes will help to expedite complaints and violations when
renters fail to comply with Village ordinances.
■ Environmental health activities showed a 2.6% increase.
■ TB testing requirements for food handlers were dropped.
■ Blood donations increased 20.4%
■ The Village started a Compact fluorescent bulb recycling program.
■ The Village hosted a Document Destruction Event in August.
■ Recycling decreased for the second year in a row. Recycling was down 8%.
■ Community Services continued to see an increase in the number of families using
the food pantry. Average use increased by 27% from 38 families to 53 families.
• Community Services saw an increase in residents seeking financial aid or
assistance.
■ $500.00 was raised in the Community Garage Sale in June. Monies benefit
programs at Kenneth Young Center.
Recall Notices- 285 and counting is the number of recalls by the FDA in the wake of the
contaminated peanut products from Peanut Corporation of America. Salmonella associated
with the peanut paste is accountable for over 600 illnesses in 44 states and 8 deaths. The
Department has been sending out a number of faxes to local retail food stores were
products could be sold. The Department also conducted a survey of convenient stores to
check for recalled products.
Animal Traps- The Director is considering curtailing or eliminating the Department
program to provide traps for residents. When the program began residents were able to
remove animals from their properties and bring them to Busse Woods. Now with
restrictions imposed by the State and County, animals are difficult to relocate. Another
problem is storing traps. The traps are stored in the storage room with medical and office
supplies. With the move to the new building the traps will have to be brought through the
entire new office for storage. Sometime the traps smell like, skunk, are muddy or soiled,
and/or returned with food still inside. Storing the traps elsewhere will create logistical
problems. The Director has asked the NWMC to conduct a survey of surrounding
communities to determine their wild animal control policies/programs.
Rain Barrels- The Recycling and Solid Waste Committee have called a meeting for
February 24`" to determine the possibility of the Village purchasing rain barrels for
residents at a reduced price. Village residents have placed over 350 requests. It is hoped
that purchasing in bulk will lower the price for the rain barrels.
Idling Regulations- The Village has received additional artwork from the elementary
students for the "No Idling" logo/slogan contest. A determination will be made to except or
reject the student's submittals in the near future.
Animal Rabies Clinic- The animal rabies and microchip clinic conducted by Cook County
will be held on July 8, 2009 during the same day as the Farmer's Market. The program will
run from 10:OOAM to 3:OOPM. Cook County residents will be able to get inexpensive
rabies vaccinations for their dogs and cats, and also get their microchips implanted.
Flu Vaccine- Now the flu vaccine market has stabilized, vaccine availability has become
more predicable. But demand is down because of competition by retail outlets and less
people getting flu shots. Because of this the Department is better able to match service
with need, and cut down on flu vaccine waste.
A question was asked at the January meeting if leftover vaccine could be provided to
PADS users. It is hoped that the Department will not have any left over vaccine for the
2009-2010 season. The Village Attorney also expressed reservations about possible legal
issues in conducting such a program.
Blood Drive- The next blood drive will be held on April 251".
Department Events & Activities- The Director provided the Board members with an
updated schedule of up coming events and regularly scheduled programs.
