Action Items: Approval of the Minutes There was a motion by Vice Chair, Jim Morrill, to approve the minutes of the March 18, 2009 meeting, second by Dick Scholten. Anti-Smoking Campaign Smoking Education- Chairman Christie and the Director met with the Positive Youth Development Program (PYD) staff members from Kenneth Young Center on March 25`h Part of the program focused on anti-smoking programs in the elementary and junior high grade levels. The All-Stars Core program is geared towards junior high school students. Students are required to identify positive ideals and future aspirations. Games and activities work to establish positive peer group norms. Parents and students are encouraged to discuss student goals and objects for the future. There are 13 interactive, 45-minute sessions. Another program entitled the Illinois state Prevention bowl pits teams of eight students from different schools in a competition that promotes social and health ideals. Winning schools are presented with the "Prevention Bowl" trophy. Sports celebrities are recruited to help promote the values of the program. Smoking Cessation-No new classes have been scheduled at this time. Trustee Czarnik asked if there is a direct correlation between higher taxes on cigarettes and a decline in smoking. The Director stated that normally there is an interest by smokers to stop when prices go up. This could lead to an increased enrollment in smoking cessation programs. Chairman Christie noted that smoking has dropped among high school students. Low— income students have a high prevalence of smoking. The Director stated that smoking among high school and college students is higher that the national average (23% vs. 20%). Dr. Kelly noted that many students smoke to relieve school and personal pressures. Summer Concert Series- Smoke Free Elk Grove will be sponsoring a summer concert series during the month of July. The four concerts will be presented on the "Village Green" on Tuesday nights beginning at 7:30 PM. BJ Thomas will be one of the scheduled performers. Department Director's Report New Department Office- The Department will be open for business in the new office on April 20'h. The Director took the Board members on a tour of the new offices at the conclusion of the Board meeting. New Food Recall- The FDA has issued a new food recall for pistachios contaminated with Salmonella. The pistachios come from Sefton Pistachio of Terra Bella in California. As of April 10`h the FDA has issued more than 30 recalls. It appears raw nuts came in contact with processed product. This recall is not related to the ongoing recall involving peanuts. Household Hazardous Waste- The Illinois EPA is holding a household hazardous waste event on May 9; 2009 from 8:00 AM to 3:00 PM. Originally scheduled to be held in the Pavilion Parking lot the event was relocated to the Elk Grove High School. The program is being partially funded by the MWRD. Rain Barrels- The final recommendations on the purchase of rain barrels will go to the Village Board this week. There have been concerns regarding the placement and maintenance of the rain barrels. The original intent of the Village involvement in subsidizing rain barrels was to prevent them from becoming 'breeding ground for mosquitoes. The Director has proposed an amendment to the Nuisance Ordinance requiring rain barrels to be maintained properly and restricted to the side or rear yards of properties and not allowed in the front yards. Bill Beaupre asked if residents purchasing rain barrels would be provided information on the ordinance. The Director stated residents would be provided that information. Idling Education Program- The artwork submitted by the elementary and junior high students has been reduced to ten finalists. The Mayor and Village Board will choose the top three finalists next week. They will be judged on how well they project the "No Idling' theme. Health & Wellness Fair- The Park district will be holding in annual Health & Wellness Fair on April 25` at he Pavilion. The Department will have an information table at the fair. Blood Drive- The next blood drive will be held on April 251h. Winter Intern- The Director passed out a newsletter that the intern completed before leaving. The newsletter was mailed to all food service establishments. It contained inforniation on the new food code changes and food safety information. The Department has interns complete a project in addition to conducting normal fieldwork. Department Events & Activities- The Director provided the Board members with an updated schedule of up coming events and regularly scheduled programs. Community Service Coordinator Report Volunteer of the Year- The Director handed out the nominations for the Volunteer of the Year Award to a number of Board members to review and nominate 2 individuals for the award. The winners will be honored at the Awards Dinner on May 8`h. Rebuilding Together-Rebuilding Together will be conducting their annual workday on May 2nd. The program does home repair for low-income seniors and persons with disabilities. 10 homes have been identified to receive services from the program. Interfaith Council- The Interfaith Council is sponsoring the National Day of Prayer Breakfast on Thursday, May 7`n at 7:30AM at St. Julian Eymard Catholic Church. Tickets (donations) are $10.00. Linda Blair has tickets available. Food Pantry- The food pantry has received several large donations recently. The annual US Post Office (Letter Carriers) drive will be in May. Financial Assistance-March Salvation Armv Elk Grove Housing Fund March - 4 families, $542.99 March- 5 families; $415.00 Food Pantry March- average 49 families assisted Environmental Health Inspector's Report-April March 2009 Activities Report Routine Inspections 86 Misc. Presently they are seeking additional participants. Trustee Czarnik will promote the program at the Village Board meeting. The old nurse's cot will be donated to the program. Trustee Liaison Report- * Preparations for the Farmer's Market are under way. New signage has been purchased. 0 The Village Award's Banquet will be held on May 8m • Over 1,000 people attended the new Village Hall opening on Saturday, April 11`f'. • The Village Parade will be held on June 20`t'. This year's theme is "A Salute to t the Star Spangled Banner" Old Business- None New Business- Jim Morrill noted that a new CERT team was currently being trained. Additional classes will be offered throughout the year. CERT stands for Civilian Emergency Response Team. Dr. Labinsky made a motion to adjourn the meeting. It was seconded by Dr. Kelly.
