Call to Order
In the absence of Chairman Jim Christie, Vice Chairman Jim Morrill chaired the meeting. The meeting was
called to order at 7:07 PM.
Action Items: Approval of the Minutes
There was a motion by Dick Sholten to approve the minutes of the August 19, 2009 meeting, second by Ann
Feichter. The minutes were unanimously approved.
Community Service Coordinator Report
Salvation Army-The Community Services Coordinator (CSC) was informed that funding from the Salvation
Army fund would be cut from the original allocation of$15,000.00 to $5,000.00. The Salvation Army stated
this would go into effect on October 1, 2009. The Salvation Army is focusing additional resources on the
recently unemployed. The CSC has relayed her concerns about the impact on residents who may go un-served
by the funding cut with the Salvation Army Field Director. The CSC will continue to keep lines of
communication open with the Salvation Army in an effort to restore all or obtain additional funding to the
Village.
Trustee Czarnik asked about the housing fund finances. The housing fund has $2,500.00 available for
distribution. The CSC stated that the housing fund had an influx of money from the anniversary house raffle
and gets money from the annual choral concert at the high school. The funds are currently held in CD. .
Member Mary Paliganoff and Trustee Czarnik asked if monies could be raised through a fund- raiser. The CSC
stated that the Salvation Christmas Bell Ringing Campaign has been on a two year hiatus, but will be
considered for this year. The Director asked if fundraising could be considered even from private groups. A
number of members thought the community might be enlisted to help, or to seek help from organizations,
such as the Lions or Rotary Clubs. Ryan Bookler asked if the high school might be of help. The Director stated
the student practicum program does not have the same participation and support as in the past.
The CSC will explore a.number of funding venues and provide additional information for next month's
meeting. The Board may also form an ad hoc committee to address the issue.
October Food Drive- The Interfaith Council Annual Food Drive will take place from October 5th thru the 23`d
fhe food pantry is currently providing 67 families a month, so the food drive is important. The CSC is looking
into new ways to provide for families for the Holiday Adopt-A-Family Program. Trustee Czarnik stated she
would provide information to the residents during the Village Board meeting.
Community Paint-A-Thon-The annual Community Paint-A-Thon took place on September 12th. Twenty-five
homes throughout the NW suburbs, including two homes in Elk Grove, were painted.
PADS- Public Action to Deliver Shelter(PADS) is sponsoring a benefit walk on September 19tH

Anti-Smoking Campaign
Smoking Cessation- No new smoking cessation sessions have been scheduled at this time.
Summer Concert Series-The Positive Youth Development Program (PYDP) a program of the Kenneth Young
Center will be working with the Elk Grove High School students again this year.
Dick Scholten asked about anti-smoking programs for the younger students. The Director stated that the
T.A.T.U. program is geared towards younger students (high school students talk to elementary students about
the dangers of smoking). The Director will speak to the PYDP group about programs for younger students.
The Great American Smoke Out will be held on November 201H
Department Director's Report
Document Destruction Event- The document destruction event was held on August 29th. @56 cars were
processed at the event and 9,000 lbs. of paper was collected. The Director thanked Jim Morrill and his
daughter for their help again this year.
Flu Report- The Director stated the annual flu vaccine should be arriving by September 15tH. We will be
hosting two clinics this fall. The clinics will be held on the following dates:
■ Monday, November 2, 2009, 10:00 AM to 12:00 PM at the Sheila Ray Adult Center, 225 E. Elk Grove
Boulevard.
■ Thursday, November 12, 2009, 5:00 PM to 8:00 PM at the Elk Grove Public Library, 1001 Wellington
Ave.
The vaccine will cost $20.00 and residents on Medicare will be free of charge (Medicare will be billed).
The Department will also host a children's flu clinic on October 26th from 4:00 PM to 6:00 PM at the Fox Run
Golf Course. The cost will be $3.00 for Elk Grove Village residents. Schaumburg Health Department is co-
sponsoring the clinic.
The novel H1N1 (Swine) flu- The Government hopes to have the vaccine available by mid October. The
vaccine may have to be given in two doses. At this point the Government is concentrating on certain target
groups in the initial thrust of their vaccine program. These target groups have been affected the most by the
novel H1Nlvirus. Target groups include, pregnant women, school-aged children K-12 and school staff, children
under 6 months of age and their parents and/or care givers, persons with chronic medical conditions, health
care workers, and emergency services personnel.
,.The Director and Community Health Nurse attended a meeting held by the Cook County Health Department
regarding H1N1 vaccine distribution. The County is focusing their main effort on school-aged children and
school staff. They are meeting with school districts in an effort to conduct flu vaccination clinics in schools.
The Director continues to post updates and information on the novel H1N1 virus and seasonal virus on the
vebsite.
West Nile Virus (WNV)- the State of Illinois has reported its first case of WNV. The person was from St. Clair
County. WNV activity in the NW suburbs continues to low, but precautions should be taken until the first hard
frost.
Idling Education Program- The Director will be contacting the EGHS in a couple of weeks to begin the "No
Idling" design contest. The contest will be held to have EGHS students design no idling signs to be used
throughout the Village.
Blood Drive-The next blood drive will be held on November 7, 2009 from 8:00 Am to 12:00 PM.
Newsletter Items- The following items have been submitted for the upcoming Village Newsletter. Bike Safety
at Night, Yard Waste, Blood Drives, One Stop Recycling, Fall Flu Clinics.
Fall Intern- The Department will have the use of an intern this fall. A student from NIU will be finishing up his
studies with the Department. This is the first time the Department has sponsored an intern in the fall.
Department Events &Activities-The Director provided a list of upcoming and ongoing Department events
and activities.

Trustee Liaison Report
• PADS is having a fund raising walk on September 19th
• The Kenneth Young Center house walk fundraiser had a153 participants. KYC has planned to schedule
a walk for next year.
• October 4th is the Frank Czarnik Memorial Scholarship Fund Golf Outing. Two $1,000.00 scholarships
will be given in 2010. The CSC asked about applications. The applications will be provided at the high
school and other locations. The deadline for applying is mid-May.
• There are two weeks left before the close of the Farmer's Market.
• The Tour of Elk Grove is already scheduled for 2010. The dates are July 31St to August 2"d
• The theme for the 2010 parade will remain the same as this year's cancelled parade. Alternate routes
will be chosen in case flooding occurs again.
Old Business
The Director stated he would look in to the car seat installation program.
New Business
Ann Feichter informed the Board that the "Loins Club will be conducting free diabetes screening at the
Pavilion from 8:00 AM to 2:00 PM on September 17tH
Jim Morrill informed the Board that residents can sign up to be a member of CERT.
Anne Feichter motioned to adjourn the meeting. It was seconded by Dr. Labinsky. The meeting was adjourned
at 7:48 PM.
