ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY OCTOBER 13,2009 Mayor Craig B. Johnson called the meeting to order at 7:15 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Ann I. Walsh A quorum was present. 2. INVOCATION Senior Pastor Dr. Godfrey Catanus, Northwest Filipino Baptist Church, delivered the Invocation. PLEDGE OF ALLEGIANCE—Mayor Johnson led the audience in the Pledge of Allegiance to the Flag. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on September 22, 2009 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES i Mayor Johnson, with the Board's concurrence, deviated from the regular agenda for discussion of Item 16. Plan Commission. i 16. PLAN COMMISSION a. PC Docket 909-2 - The Village Manager reported a public hearing was held before the Plan Commission for property located at 1400 Busse Road. The Manager stated a representative for Centerpoint Properties was present in the audience. Centerpoint Properties was seeking demolition of an existing structure and subdivision of the property from one lot into two. The petitioner requested the rezoning of the rear 4.44 acre parcel as industrialfoffice with I-2 zoning, and the remaining 1.67 acres would be available for development of a future retail facility with B-2 zoning. The Plan Commission has recommended to DO GRANT the petition. In addition, staff has recommended there be a clause included in the ordinance that if the property is not redeveloped within 24 months, the former zoning and subdivision become applicable on that property. I I Kevin Breslin addressed the Board on behalf of Centerpoint Trust. Mr. Breslin confirmed Centerpoint concurs with the conditions as stated by the Manager. Trustee Petri requested further information regarding the demolition of the building. Mr. Breslin stated it would be conceivable that demolition would be completed by early November. The site would be cleared and vegetation planted in the Spring. VBM 10-13-09 I Trustee Petri asked if Taco Bell would remain on the property. Mr. Breslin replied Taco Bell has a ground lease and has exercised their renewals. Centerpoint owns the land underneath the ground lease. Mr. Boffice added grass would be planted on the site and graded so water does not run onto the street or sidewalks. Centerpoint has agreed to install a catch basin or some minor drainage system. The Village is comfortable with that arrangement. It was noted during the winter months the site would be covered with bare dirt with a silt fence to protect the property. Motion to direct the Attorney to prepare the necessary documents for the subdivision and rezoning of property for property located at 1400 Busse Road,Elk Grove Village Illinois MOVED: Trustee Lissner SECONDED: Trustee Petri VOICE VOTE MOTION CARRIED The petitioner was advised he would not be required to return for formal approval at the October 27, 2009 Village Board meeting. The Mayor noted work could begin prior to the next meeting if the proper permits were obtained from the Director of Engineering and Community Development. The Mayor extended his appreciation to Centerpoint Properties for their investment in the community 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson reported: October 1, 2009 —The Mayor attended the presentation of the Blue Ribbon Award to Rupley School. This honor was awarded to only six schools in the State of Illinois. October 9, 2009—Deputy Village Manager Roan and the Mayor attended the Elk Grove Library Artist Association show. An award winning piece of artwork painted by one of the local artists was purchased by the Village for$500.00 and will be placed in the Village Hall. Mayor Johnson reported the Village would purchase artwork each year from the Art Show and slowly fill the Village Hall's hallways with art from Elk Grove. October 9, 2009 —Mayor Johnson attended the retirement celebration for Marge Hart held at the Sheila Ray Adult Center. October 10, 2009—Mayor Johnson attended the Bladder Cancer Symposium held at the Elk Grove Ramada Inn. This was the first annual symposium held. Dine in Elk Grove Cards—Dine in Elk Grove Cards have been mailed to all residents in Elk Grove Village to be used for a 10% discount at the designated restaurants in Elk Grove Village. The Mayor said various restaurants owners have indicated customers have already begun to use the cards. The cards will expire on September 30, 2010 and can be used throughout the year. New Restaurant—Chipotle, the Mexican style fast food restaurant, will open for business in the Town Center soon. Elections—Precinct changes - Mayor Johnson reported Cook County had recently announced the consolidation of several voting precincts and polling places within Elk Grove Village. i The Mayor stated, although three Schaumburg Township precincts had been renumbered, the polling place location would remain the same. Elk Grove Township precincts included changes to five precincts. All five were renumbered with three of them being relocated to a different polling location. Mayor Johnson informed the audience of each change and said the information on those changes 2 vBM 10-13-09 would be included in the next Village Newsletter. Cook County Clerk David Orr's Office will send revised voting cards to all registered voters who will be affected by the changes. Information would also be made available on the website and through the media. Early Voting- Mayor Johnson announced Cook County had confirmed Elk Grove Village Hall will once again be designated as an Early Voting site for the General Primary Election. The Mayor talked about what a great opportunity this was for Elk Grove. Early voting allows Illinois voters to cast their ballots before an Election Day which makes voting more convenient, especially for the elderly and voters with busy schedules. Mayor Johnson commended the Village Clerk's office for their efforts to have an Early Voting site in Elk Grove Village, and for the support and cooperation with Cook County during early voting and the elections. Police Department - The Mayor referred to a September 20, 2009 Sun Times Newspaper article with information pointing out how various Police Departments treat people when they stop them for a potential traffic violation. Mayor Johnson stated the article reported the Elk Grove Police Department issued tickets to 55%of the people pulled over. The other drivers who were stopped were issued warnings or no ticket if it was not warranted. Elk Grove had the lowest percentage listed of the cities listed in the article. Mayor Johnson complimented the Police Chief stating these facts are proof that the Elk Grove Village Police Officers are fair with the public. The Chief was asked to extend compliments to the Officers. Tax Bill Information - Mayor Johnson stated a recent section of the Elk Grove Township Newsletter broke down the percentages of the Elk Grove Township property tax bill. The chart reflected the average Village percentage of a tax bill was thirteen percent (13%). Mayor Johnson clarified the figure represented the average of all the municipalities within Elk Grove Township. The Mayor related Elk Grove Village has the lowest municipal tax in all of Cook County and the Village's taxes are less than seven percent (7%). Mayor Johnson said the Mayor and Board are very proud of that fact. Elk Grove Village's portion is about ''/z of what was listed. Proclamation—Mayor Johnson issued a Proclamation proclaiming Friday, October 15, 2009 as "Jarosch Bakery Day" in honor of the 501h Anniversary of the Jarosch Bakery in Elk Grove Village. Members of the Jarosch family joined the Mayor at the podium. Mayor Johnson read the proclamation in its entirety. Ken Jarosch thanked the Mayor and Board on behalf of his family. Trustee Franke reported he attended the 20 hour CERT classes held on October 2, 3, and 4, 2009. Trustee Franke stated there would be additional classes offered next year and issued an invitation to all residents to consider enrolling in the classes. Further information will be provided in the Village Newsletter. i Trustee Lissner stated on October 10, 2009 he, Trustees Czarnik, Feichter, and Petri attended the Heart of a Marine Foundation presentation at Alexian Brothers Medical Center. Computer equipment and software used to assist veterans in the treatment of traumatic brain injury were donated to the hospital by the Foundation. Trustee Lissner commended Roy and Georgette Frank who established and manages the Heart of a Marine Foundation. Trustee Lissner also reported on his attendance at the Sunday, October 11, 2009 Open House hosted by the Elk Grove Fire and Police Departments. I Trustee Petri added the Heart of a Marine Foundation supports all service people. Trustee Petri said it was amazing to see the people who came from all over to participate I in the presentation at Alexian Brothers. Among the participants was a wounded veteran i who is presently working in Congressman Peter Roskam's Office. Trustee Petri praised the efforts of Roy and Georgette Frank saying he was so pleased they are part of the Elk Grove community. I 3 vBM 10-13-09 I I Trustee Czarnik announced the Heart of a Marine Foundation would host the annual Hearts of Valor Ball fundraiser on February 13, 2010. Anyone interested in attending can email the heartofamarine@comcast.net. The 3`d Annual Frank J. Czarnik Memorial Golf Outing was held Sunday, October 4, 2009 and was a great success. The proceeds will be used to award two scholarships to two Elk Grove youths. Trustee Czarnik announced that due to the great turn out, the next scholarship awards have been increased to $1000.00. Mayor Johnson commented there are great scholarship opportunities being offered to Elk Grove students. Trustee Feichter reported the Community Character Coalition will once again participate in the October 24, 2009 Make a Difference Day. Volunteers will hand out a list of requested items to customers going into shop at various stores. Trustee Feichter related that last year he participated at the Walgreens on Meacham and Biesterfield and received many of the requested items as the customers left that store. A Halloween Party will be held on October 30, 2009 at the Elk Grove Park District Pavilion. A raffle will be included in the festivities that day. Trustee Feichter reported on his recent trip to Estonia and Lithuania. Trustee Feichter was there for a week and one half working with teachers and students to promote democracy and democratic teaching methods. A survey is being developed to see the effectiveness of the educational sessions which have been offered for the last 15 years in the Baltic Nations. Trustee Prochno announced the Elk Grove Lionesses are sponsoring a fundraiser this year. The Lionesses are selling a game called Elk GroveOpoly which is being sold for $20.00 a piece. All proceeds will be donated to charity. The game is for sale at Village Hall at the Administrative Counter. Trustee Petri thanked everyone who participated in the Juvenile Diabetes Foundation fundraiser walk last weekend. Trustee Petri said his five year old granddaughter, Melony, who suffers from juvenile diabetes, and the "Melony's Miracle's" team raised approximately $2000.00 in pledges. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the September 30, 2009 Accounts Payable Warrant in the amount of$ 534,164.57. CONSENT AGENDA It was moved and seconded that the Consent Agenda of the October 13, 2009 Regular Village Board Meeting be approved as presented. Village Board Meetings/2010 Schedule - Authorization to hold the Regular Village Board meetings at 7:00 p.m. in 2010 on the second and fourth Tuesday of the month with the exception as follows: • March- add March 16,2010 Budget Meeting for Budget Purposes at 6:00 p.m. • June - hold one Regular Village Board Meeting to convene on June 15 • July - hold one Regular Village Board Meeting to convene on July 13 • August- hold one Regular Village Board meeting to convene on August 17 • November- hold one Regular Village Board meeting to convene on November 9 • December - hold one Regular Village Board meeting to convene on December 14. B. Easement Variation - Authorization to grant a variation from the Village Code, Section 8-1213-1-1D, Easements, to permit the construction of a shed which will encroach four feet (4') into the ten foot (10') public utility easement along the rear property line at 1892 Gibson Drive. C. Police Department Fiscal Year 2009/2010 General Fund - Authorization to increase the Police Department's Fiscal Year 2009/2010 General Fund expenditure budget in the amount of$17,510 due to a grant from the State of Illinois. D. Applied Concepts, Inc./Plano, TX - Award a sole source purchase contract for the purchase of twelve (12) Stalker II MDR radars without rear antenna assembly in the amount of$22,776. E. Holiday Design, Inc., Plainfield, IL—Authorization to renew a service contract for holiday decoration services around the Municipal Complex in an amount not to exceed $32,455. I F. Administration & Public Safety Complex - Award a Balancing Change Order in the amount of$40,322.11 to ten (10) different contractors for various trades working on the new Administration and Public Safety Complex. G. Dynamic Heating & Piping Company, Crestwood, IL - Award a maintenance contract as the lowest responsive and responsible bidder for maintenance services on HVAC systems at various Village owned facilities for the period of November 1, 2009 through April 30, 2010 for a total contract amount of$42,722. j H. Best Quality Cleaning, Inc., Franklin Park, IL—Authorization to modify the contract to a 12-monthperiod (May 1, 2009 through April 30, 2010) for custodial services at 666 Landmeier Road, 901 Brantwood Avenue, the Administration and Public Safety Complex, and the Fleet Services Facility in an amount not to exceed $52,164. I I. Civiltech Engineering, Inc., Itasca, IL — Award a professional service contract for engineering services consisting of traffic studies and alternative geometric i studies at Busse Road and Pratt Boulevard in an amount not to exceed $55,327; and i • Award a professional service contract for engineering services consisting of traffic studies and alternative geometric studies at Busse Road and Greenleaf Avenue in an amount not to exceed $56,647. OEC Business Interiors, Elmhurst, IL - Award a services contract to oversee the work and serve as the general contractor for the office space build-out of the former Administration office area in the Charles J. Sign Request—Athletico submitted a request for new signage for an orthopedic rehabilitation facility in building "E" in the Elk Grove Town Center. A representative of Athletico was present in the audience. No further questions were presented by the Board of Trustees. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI Trustee Petri requested addition of item d., Biesterfield/Leicester Water Feature,to the Committee agenda. A brief discussion followed regarding landscaping and the anticipated progress of the project. Mayor Johnson explained funds for the project would be taken from the Residential Enhancement Fund. Trustee Petri was thanked for working with the property owner throughout the preliminary planning. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER No Report 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE Executive Session - An Executive Session of the Personnel Committee was held on September 25, 2009 for the purpose of conducting an Exit Interview. 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER Trustee Feichter reminded the residents, due to the winter weather approaching,rain barrels should be dismantled and put away for the winter. 12. INFORMATION COMMITTEE -TRUSTEE PROCHNO No report 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION TRUSTEES LISSNER/PETRI a Higgins Road/Oakton Street Landscaping—Trustee Petri reported installation of the brick pavers has been completed. Trustee Petri requested addition of item f.. Busse/Greenleaf and Pratt intersection Improvements, to the ICRC agenda. Mayor Johnson asked if there was any type of plan that would control the growth of weeds along the cracks on the medians and islands. The Mayor pointed out that the weed growth takes away from all the money and the improvements the Village has made to an area. The Director of Public Works replied the areas could be monitored and sprayed. Mayor Johnson asked that Busse Road, near the Tollway, be included. 7 VBM 10-13-09 Trustee Petri added that he would like improvements made to the pork chop turns at Touhy and Estes and said they are really beat up. Mayor Johnson stated the landscaping down Higgins Road looks good. 14. YOUTH COMMITTEE - TRUSTEE FRANKE No Report 15. PARADE COMMITTEE - TRUSTEE CZARNIK The theme of the 6:00 p.m. June 19, 2009 parade is "Star-Spangled Salute to America." The Grand Marshals are Village Service individuals currently serving in the five Branches of the United States Armed Forces. Meeting Notice: The next meeting of the Parade Commission will be held on Monday, November 2, 2009, 5:30 p.m., in the lower level of the Charles J. Zettek Municipal Building. 16. PLAN COMMISSION - VILLAGE MANAGER This item was addressed and voted upon earlier in the meeting. 17. ZONING BOARD OF APPEALS - VILLAGE MANAGER None 18. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK Blood Drive—A Community Blood Drive will be held on Saturday, November 7, 2009 from 8:00 a.m. to Noon in the lower level of the Charles J. Zettek Municipal Building. Walk-ins are welcome Flu Clinics— Elk Grove Village and Alexian Brothers Hospital Network will sponsor two flu clinics as follows: Flu Clinic Schedule Monday,November 2, 2009 from 10:00 a.m. to Noon at the Sheila Ray Adult Center(225 E. Elk Grove Blvd.); and Thursday, November 12, 2009 from 5:00 p.m. to 8:00 p.m. at the Elk Grove Village Public Library. Thanksgiving Baskets—The Health and Community Service Board will donate Thanksgiving items through the food pantry on Thursday,November 19, 2009. Since the food pantry is currently serving approximately sixty five (65) families per month, the Health and Community Service Board felt this would be the best way to help more families for Thanksgiving. Anyone interested in donating on November 19, 2009 should contact the office at 847-357-4121. Spirit Awards—Forms to nominate an individual or group for the Community Spirit Award are available at the Village Hall, the Elk Grove Library,the Park District Pavilion and Jarosch Bakery. Mayor Johnson replied the new locations in the Village Green have been chosen. The contractors have recently finished the concrete.
