ZETTEK MUNICIPAL BUILDING,901 WELLINGTON AVENUE ON TUESDAY OCTOBER 27,2009 Mayor Craig B. Johnson called the meeting to order at 7:36 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Ann I. Walsh A quorum was present. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on Tuesday, October 13, 2009, as submitted and dispense with the reading. REPORT OF THE MAYOR AND BOARD OF TRUSTEES October 27, 2009—Mayor Johnson presented the I I 1 annual State of The Village Address to Elk Grove seniors at the Hattendorf Center. Tax Information/Tribune Article—Mayor Johnson referenced the tax rate changes listed in the Tribune Newspaper recently and said several seniors had inquired about the rates during his presentation at the Hattendorf Center. The Mayor explained Elk Grove Village levied taxes by a dollar amount which is then spread evenly among all the home owners and businesses in Elk Grove Village. However, many governmental agencies tie the tax rate to the assessed valuation. The Mayor assured the residents that Elk Grove was not raising property taxes by 10.4% as listed in the Tribune and that the overall property tax bill will go up, but the Village portion will not. The Village portion on the October tax bills will be taken from the Levy passed by the Village Board in December 2008. The Village Board decreased taxes in that Levy and the Village portion was cut by three tenths of one percent. Mayor Johnson stated he was not saying the Board would cut taxes every year, and added the Village Board has a long standing policy that if they don't have to go to the taxpayers they won't. The Mayor pointed out, unlike many surrounding communities, the Village has never had lay-offs or asked for furlough days. There is no question, however, that the Village's revenues are down and we are drawing from our reserves. Tough decisions will be made in the future. Leaf Collection Program —Mayor Johnson reported this has been the wettest season since 1925 and asked for the cooperation of the residents when putting out leaves on their leaf collection days. The Mayor said due to the weather conditions, there has been some leaf debris left in the streets after collection by the Public Works Department. The Mayor then assured the residents that Public Works would continue to pick up the leaves before the winter is upon us. 1 VBM 10-27-09 Residents were advised that leaves should not be put out for collection until the night before the scheduled collection date. Residents are putting leaves out too early and with the amount of rain and wind we are experiencing, the leaves are clogging the storm sewers and causing water backups. The Mayor also asked that residents refrain from mixing branches or yard waste in with the leaves. This results in damage to the Village equipment and slows down the process. It was noted that the Public Works Department will now skip leaf collection at the homes where branches and/or yard waste is combined with the leaves. Residents who do not follow this request will be notified in writing of the Village's policy. Proclamations: Marine Week- Mayor Johnson issued and read a Proclamation designating November 8 through November 14, 2009 as "Marine Week" in the Village of Elk Grove Village. Jess Zuno, a resident of Elk Grove Village and the liaison for the Marine Corps League Northwest Suburban Detachment, accepted the framed Proclamation on behalf of the United States Marine Corps. Hoskins Chevrolet - A Proclamation was read and presented to Lee J. Hoskins in recognition of his meaningful contributions to the Elk Grove Community and for Hoskins Chevrolet's 40`h Anniversary in Elk Grove Village. The Mayor pointed out that Hoskins has been a respected business for 40 years and had recently survived the dealership reductions this year. L. Hoskins accepted the Proclamation and thanked the Mayor, Village Board, and Elk Grove Community for their support throughout the years. Devon Avenue Improvements—Mayor Johnson stated the Village had received a letter from Cook County stating Cook County planned to re-do a large section of Devon Avenue. The Village then sent a letter to Cook County asking for a one year reprieve but Cook County declined the request. Mayor Johnson extended his apologies to the businesses for the inconvenience, but added the good news is that Devon Avenue, from the Church to the Salt Creek Bridge, would not be affected. The Mayor noted the Arlington Heights Road and Devon intersection is working well since completion of the improvements and the traffic flow had improved. The Mayor stated the positive side is that work is being done in our community. Dine -In-Elk Grove Cards—Mayor Johnson advised the residents the Dine-In-Elk Grove Cards had been mailed out and if anyone did not receive their cards they can come in or call Village Hall. Elk Grove businesses want the residents to use the cards. New restaurants will periodically be added to the list and will be noted on the Village website. The Mayor announced that the Elk Grove VFW on Devon Avenue had recently joined the program. Trustee Franke announced the following dates for the free 2010 Citizens Emergency Response Training (CERT) Classes: Option A. Thursday evenings, April 8—May 6, 2010 and Saturday, May 8, 2010. Option B. Friday, June 11, Saturday June 12, 2010, and Sunday, June 13, 2010; Option C. Friday, September 10, Saturday, September 11, 2010 and Saturday, September 18, 2010. Individuals interested in signing up for the CERT program or to obtain additional information should contact Michael Loesch, CERT Program Manager, at 847-734-8025. Trustee Lissner reported that he and Trustees Feichter and Prochno attended the Groot Industries, Open House at 2500 Landmeier Road on Wednesday, October 14, 2009. Groot was recognized for their commitment to a clean environment through use of the alternative fuel — Compressed Natural Gas—CNG. Groot built a CNG fueling station on the Elk Grove Village facility property and purchased new vehicles which will provide a cleaner alternative to diesel fuel. It was a very interesting tour. Trustee Petri noted the Sister City Organization met on Monday, October 19, 2009. The next meeting will be held on Monday,November 16, 2009 and on each third Monday of the month. An invitation was extended to residents to join Sister Cities. 2 vBM 10-27-09 The Sister Cities Christmas Party will take place on Sunday, December 6, 2009, at the Avalon Banquets at 11:30 a.m. Tickets are $30.00 each. Trustee and Mrs. Petri attended the Clearbrook fundraiser"Around the World" food tasting event held on Tuesday, October 20,2009, held at the Garden Terrace Room in the Elk Grove Park District Pavilion. Twenty-two restaurants were represented at the sold out event. Trustee Petri noted that Clearbrook is appreciative of Elk Grove's support. Trustee Petri reported he and Village Manager Rummel attended the Wednesday, October 14, 2009 Northwest Municipal Conference (NWMC) Board meeting. The Village of Elk Grove Village was presented with the 2009 Irwin A. Bock Award for Excellence in Public Administration—Community Environmental Stewardship Awards. The highlights of Elk Grove Village included the first LEEDS Gold Environmentally Certified Village Hall in the State of Illinois, its wide range of recycling programs and its environmental evaluation of governmental, industrial, corporate, and commercial facilities in the Village. Trustee Petri presented a plaque from the NWMC to Mayor Johnson. Trustee Czarnik added to the Sister Cities information given by Trustee Petri. The cost for a child's ticket for the Sister Cities' Christmas Party is $10.00. Trustee Czarnik reported that World War II veterans who are invited to participate in the "Honor Flight" Program are flown to Washington D.C. to tour the Air& Space Museum, WW II Memorial, Lincoln Memorial, and Viet Nam and Korean Memorials. Elk Grove resident, Dave Jack, who served in the Navy and Coast Guard, has been invited on the flight that is scheduled on October 28, 2009. Trustee Czarnik extended her congratulations to Mr. Jack. Trustee Feichter reported the Community Character Coalition held a successful "Make a Difference Day" project and thanked all the residents who purchased and donated items for the food pantry that day. Trustee Feichter extended his appreciation to all the volunteers who participated. Trustee Feichter announced that on Friday, October 30, 2009, the Community Character Coalition would conduct a raffle during a Halloween Party being held at the Park District Pavilion. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the October 27, 2009 Accounts Payable Warrant in the amount of$ 942,480.23. CONSENT AGENDA It was moved and seconded that the Consent Agenda of the October 27, 2009 Regular Village Board Meeting be approved as presented. (Mayor Johnson asked for comments or questions from the Village Board, staff or members of the audience. There were none) A. Elk Grove Park District, 499 Biesterfield Road—Authorization of the following: • A request to waive the permit fees for fencing of the temporary construction yard parking lot and interior demolition work at 321 Bond Street in the amount of$267; and 3 VBM 10-27-09 • A request to waive the permit fees for the install9tion of an overhead door at 321 Bond Street in the amount of$210. B. Comprehensive Annual Financial Report(CAFR)— Authorization to accept the 2008-2009 Comprehensive Annual Financial Report (CAFR) for the Fiscal Year ended April 30, 2009. C. Accela, Inc., San Ramon, CA - Award a License Agreement, Services Agreement, and Maintenance Agreement in the amount of$185,432 to be funded 50% from the Capital Replacement Fund and 50% from the ICRC Fund. D. Administration & Public Safety Complex - Award a Balancing Change Order credit in the amount of$69,208.84 for 42 Change Orders per MTI's memo to Elk Grove Village dated October 13, 2009. E. Executive Session Minutes release/retention—Adopt Resolution No. 50-09 entitled, "A RESOLUTION AUTHORIZING RELEASEIRETENTION OF EXECUTIVE SESSION MINUTES OF THE VILLAGE OF ELK GROVE VILLAGE (AUGUST THROUGH DECEMBER 2008)." F. Position Classification and Salary Plan—Adopt Ordinance No. 3219 entitled, "AN ORDINANCE AMENDING ORDINANCE NO. 3200 POSITION CLASSIFICATION AND SALARY PLAN OF THE VILLAGE OF ELK GROVE VILLAGE BY DELETING ONE (1) CURRENT POSITION (FIRE INSPECTOR)." Motion to approve Consent Agenda items "A, B, C, D,E, and F." CAPITAL IMPROVEMENTS COMMITTEE -CHAIRMAN PETRI item c. Environmental Evaluation of Facilities—Trustee Petri reported the preliminary report on this item had been received. The report did not prove to be as cost saving as the Committee had hoped for. The project will be put in abeyance for the time being. The Mayor requested information on the progress on the committee's agenda item a. Lighting of Rohlwing�Road. It was noted the State would require lighting of the entire length of Rohlwing Road. The Director of Engineering and Community Development reported that funding had been received through the Northwest Municipal Conference and a contract for design engineering for lighting would be presented for consideration at the November 10, 2009 Village Board meeting. Alan Boffice added the Village had a good opportunity to get further funding. Approval of the contract would insure that the Village would have the engineering plans and would be prepared for installation of lighting from the Elgin O'Hare Expressway to Biesterfield Road when funding was available. The expected funding would include a 70% - 30% split. The Village would be responsible for 30% of the costs. Alan Boffice added that the Village would also seek out additional funding from the neighboring communities. 4 VBM 10-27-09 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER a. No-Idle-Zone Ordinance—Trustee Lissner stated he had been informed that the high school expects to have a larger attendance in the high school art class beginning in January 2010. There was a consensus to delay the signage contest until January so that more students would participate in the project. It was noted there would be prizes awarded to the winners of the contest. 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE Executive Session—The Personnel Committee will meet in Executive Session on Tuesday,November 10, 2009 at 3:00 p.m. in the Trustees Conference Room for the purpose of an Employee Exit Interview. 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER Trustee Feichter added to the Groot Industries tour information given by Trustee Lissner. Trustee Feichter explained that while the trucks purchased by Groot were very expensive they are a worthwhile investment. Groot had approached the EPA and received assistance in the cost of the new trucks. The trucks run on natural gas and are very environmentally friendly. Groot has two or three trucks to use as back-ups in case there is a fuel problem. Trustee Feichter stated he was very impressed with the tour. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO Veterans' Day - Trustee Prochno reported the VFW would conduct a Veterans Day Observation outside their building.on Devon Avenue on Wednesday,November 11, 2009 at 11:15 a.m. 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION TRUSTEES LISSNERIPETRI item e. Master Plan to Revitalize the Business Park - Trustee Petri announced the ICRC Commission would meet on Thursday, October 29, 2009 at 5:30 p.m. in the former Chernick Conference Room for review and discussion of the Master Plan to Revitalize the Business Park. item a. Hipwins Road/Oakton Street Landscaping—This project has been completed. Trustee Petri requested removal of item a. from the agenda. item b Devon Avenue & Arlington Heights Road Intersection Improvements—This project has been completed. Trustee Petri requested removal of item b. from the Commission's agenda. 14. YOUTH COMMITTEE -TRUSTEE FRANKE Trustee Franke reported the Youth Committee would hold a meeting in the Trustees' Conference Room on Thursday,November 19, 2009 at 7:00 p.m. to discuss various future activities sponsored by the Committee. 15. PARADE COMMITTEE -TRUSTEE CZARNIK 2010 Home Town Parade -The Home Town Parade will be held on Saturday, June 19, 2010 at 6:00 p.m. "Salute to America" has been chosen as the theme of the Parade. The Parade Committee has invited Elk Grove Village Service people currently serving in the five branches of the United States Armed Forces to serve as Grand Marshals of the Parade. Meeting Schedule: The next meeting of the Parade Committee has been scheduled on Monday, November 2, 2009 at 5:30 p.m. in the lower level conference room of the Charles J. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER Trustee Lissner reported he had received a letter from Comcast advising customers that a digital change would be made in"the near future. Trustee Lissner explained the changes have to do with a requirement that customers must have a digital converter box on every TV. Further discussion ensued regarding possible costs and what type of televisions would be included. *Comcast will provide up to two digital adapters at no additional cost. Trustee Lissner said there should be further contact from Comcast with more definite instructions and that information would be passed on to the residents. b. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK Community Blood Drive —Trustee Czamik reported a Blood Drive would be held on Saturday, November 7, 2009 from 8:00 a.m. to 12:30 p.m. in the lower level of the Charles J. Zettek Municipal Building. Walk-ins are welcome. It was pointed out that only two to three percent of individuals who are eligible to donate blood will do so, yet one-hundred per cent of people may need blood at some time in their life. Donate and Dine—Rocco Vino's Pizza Restaurant will be giving a free coupon for a slice of pizza and drink to anyone who donates on November 7`h. Trustee Czamik encouraged residents to donate blood and help save lives and enjoy a pizza slice from Rocco Vino's. Flu clinics—Two adult flu clinics will be held as follows: -Monday, November 2, 2009 10:00 a.m. until 12:00 Noon Sheila Ray Adult Center -Thursday, November 12, 2009 5:00 p.m. to 8:00 p.m. Elk Grove Village Public Library The flu hot line is 847-357-4057 Thanksgiving Baskets—The Health and Community Service Board will be giving Thanksgiving baskets through the food pantry on Thursday, November 19, 2009. Trustee Czarnik stated that since many more families are being served each month, the Health and Community Service Board felt this was the best way to assist during the Holiday. It was noted more items are needed this year. Residents or businesses interested in donating items or contributing a monetary donation can phone 847-357-4121. Christmas Program —Residents or businesses who would like to participate in the Christmas Adopt a Family Program should call 847-357-4121 for information. *Information added pursuant to Trustee Lissner's request... 6 vBM 10-27-09 Spirit Award—Community Spirit Award nomination forms are available at the Village Hall,the Elk Grove Library, Park District Pavilion or Jarosch Bakery. Trustee Feichter requested further information on the Adopt a Family Christmas Program. Trustee Czarnik explained interested businesses or individuals would be matched with a family and they would then provide food and gifts for each member of the family. Community Services will coordinate delivery. C. LIQUOR COMMISSION - MAYOR JOHNSON No Report d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON The Mayor announced the dates and bands for the Midsummer Concert Series: July 6, 2010—Herman's Hermits July 13, 2010— Ides of March July 20, 2010—Rhythm Method July 27, 2010— Starship The Mayor said it would be a great line-up and would give the residents an opportunity to come out for a great concert series at no cost. Mayor Johnson noted the budget and payment of the series contract would be $70,000.00. The Village had budgeted $60,000 for the 2009 Series. Mayor Johnson pointed out that $60,000 had also been budgeted for the 2010 concerts and the additional $10,000 would be available from funds left over from the Legal Defense Funds used for the fight against O'Hare Airport. Mayor Johnson explained there had been a total of$70,000 left over from the Legal Defense fund. Sixty thousand dollars was used for the Village's part time job program and the remaining $10,000 would be used towards the additional costs of the 2010 Concert series. Motion to approve a contract agreement between the Village of Elk Grove Village and Entertainment Management Group (Murray Weiner, Agent) for services and duties related to the July 2010 Midsummer Concert Series in an amount not to exceed $70,000.00. REPORT FROM THE VILLAGE CLERK No Report 20. UNFINISHED BUSINESS Village Board—None 7 VBM 10-27-09 Village Attorney_—Additional information is forthcoming on property located at 1400 Busse Road. The necessary documents for rezoning and the subdivision of that property will be prepared by the Village Attorney when all information has been received from the developer. 21. REPORT FROM THE VILLAGE MANAGER No Report 22. NEW BUSINESS—None Executive Session—Village Manager announced the Village Board would reconvene in Executive Session immediately following tonight's Village Board meeting. Meeting Schedule - Mayor Johnson reminded the audience only one Village Board meeting would be held in November and December. The dates are November 10, 2009 and December 8, 2009. Halloween Safety - Residents were asked to be careful and watch out for the young Trick or Treaters out on Saturday. AUDIENCE — 8:27 p.m. No Response 23.
