Call to Order

called to order at 7:05 PM.
Action Items: Approval of the Minutes
There was a motion by Trustee Nancy Czarnik to approve the minutes of the September 16, 2009 meeting,
second by Anr�Feichter. The minutes were unanimously approved.
Community Health Nurse
Jane Sloger, Community Health Nurse (CHN) made a presentation to the Board on a number of issues.
Flu Vaccine-The children's flu clinic had to be cancelled on October 26th due to the IDPH not being able to
supply vaccine to the Village. Only pediatric vaccine was provided. This will be used at the immunization
clinics. The CHN hopes that flu vaccine from the state will be forthcoming so a flu clinic can be rescheduled.
Trustee Czarnik asked about Schaumburg's participation. The CHN stated that Schaumburg co-hosts with Elk
Grove Village, but only Elk Grove Village is certified by the State to run a clinic.
The CHN encourages residents to call the flu hot-line to get up-to-date information on flu vaccines. The
number for the hot-line is (847) 357-4057. The CHN went on to say that employees have received the seasonal
flu vaccine and that two clinics have been scheduled for the general public. The first on 11/2/09 from 10:00
AM to 12:00 PM at the Senior Center. The second clinic will be held on 11/12/09 from 5:00 PM to 8:00 PM at
the Library. Since there has been increased interest in flu shots the Department might run out of vaccine this
year. The Department has had to discard flu vaccine the last few years.
TB Testing-The CHN also spoke about providing TB shots to the general public. Since Cook County dismantled
their TB program, and the Village dropped the requirement to test for TB in food establishment workers, the
need to conduct regular TB clinics is no longer viable and cost effective. The CHN stated that TB serum costs
about $100.00/vial (10 doses). Once a vial is open it must be used in 30 days or it has to be discarded. If one
person is tested the Village throws away 9 doses ($90.00). The second issue is that since the County has
stopped testing for TB, they are sending people from all over Cook County to the Village. The Village is
subsidizing non-resident TB testing. Thirdly, if a person is positive, the CHN advises them to see their
physician, she has no way to check on their follow up. Chairman Christie stated that there are two issues;
throwing away unused serum and subsidizing non-residents. Trustee Czarnik stated that staffing issues also
need to be addressed.
The CHN will continue to order TB serum for the annual police and fire personnel testing. Residents and non-
residents can receive TB testing at many walk-in clinics.
After several changes and discussions, the Board excepted a motion by Nancy Czarnik, a second by Sal Pace, to
provide TB testing to only Elk Grove Police and Fire personnel. The motion passed unanimously.
Healing Touch- The CHN gave a talk about her healing touch program. The CHN showed an informational
video about healing touch. Healing touch is an alternative health maintenance and wellness program tapping
into the body's and mind's own restorative powers and energy of others. The CHN has been providing healing
touch therapy every Monday at the Senior Center. The CHN is currently working towards full certification in
healing touch therapy.
Community Service Coordinator Report
Salvation Army-The Community Services Coordinator (CSC) did receive confirmation that Service Extension
funding from the Salvation Army fund would be cut from the original allocation of$15,000.00 to $5,000.00.
This funding must last until the end of June. With the decrease the CSC will need to be careful with how
Salvation Army funds are spent. The CSC went on to state that many charities are experiencing funding issues.
The Salvation Army Corp (SAC) has taken over the bell ringing campaign. SAC will now take 10%of all monies
raised. In the past, the Village collected about $3,000.00 with its own volunteers. The SAC now wants the
Village to provide volunteers to SAC. Alternative fundraising options are still open for discussion.
Elk Grove Housing Fund-Approximately $2,400.00 is available in the EG housing Fund.
Interfaith Council Food Drive- The Interfaith Council Annual Food Drive is currently underway. Collection sites
are at the Library, Pavilion and a number of schools.
Holiday Adopt-A- Family- Community Services is soliciting donations for Thanksgiving. Turkeys and side dishes
will be offered with normal food pantry distribution on November 19th. Ten turkeys and several cash
donations have been committed so far for Thanksgiving. Community Services is hoping to "adopt" 20 families
with children for the Christmas Adopt-A-Family program. The CSC is also considering allowing new families
seeking assistance to come in one day to select toys for their children.
Midaco Corporation an Elk Grove Company that has sponsored a wonderful Christmas party for the last 21
years has informed the CSC that they will not be providing that service this Holiday Season.
Salvation Army Elk Grove Housing Fund
September- 3 families, $900.00 September- 2 families, $149.96
(This was Faith Stimulus money, not regular funds)
Food Pantry
September- 68 families assisted
Anti-Smoking Campaign
Smoking Cessation- No new smoking cessation sessions have been scheduled at this time.
Summer Concert Series-The Positive Youth Development Program (PYDP) a program of the Kenneth Young
Center will be working with the Elk Grove High School students again this year on the The Great American
Smoke Out to be held on November 20th.
The summer concert series sponsored by Smoke Free Elk Grove will take place again next July.
Department Director's Report
Fall Intern- The Director introduced the fall intern, Greg Sauser. Greg attends Northern Illinois University and
will graduate in December. Greg Spoke to the Board about his experiences and projects while working for the
Department. Greg will also be conducting inspections at all the foreclosed homes in the Village before he
leaves in December.
Flu Report-The Department will be hosting two clinics this fall. The clinics will be held on the following dates:
■ Monday, November 2, 2009, 10:00 AM to 12:00 PM at the Sheila Ray Adult Center, 225 E. Elk Grove
Boulevard.
■ Thursday, November 12, 2009, 5:00 PM to 8:00 PM at the Elk Grove Public Library, 1001 Wellington
Ave.
The vaccine will cost $20.00 and residents on Medicare will be free of charge (Medicare will be billed).
The Department will not host a children's flu clinic on October 26th. The IDPH has informed the Department
that the Children's flu vaccine will not be provided by the state at this time.
The novel H1N1 (Swine) flu- H1N1 vaccine has started to trickle into the area. 57,000 have been delivered to
the State. Chicago has also received some vaccine. Only the nasal form has been delivered. More H1N1
vaccine should arrive at later dates. The State is still concentrating on certain target groups in the initial thrust
of their vaccine program. These target groups have been affected the most by the novel H1N1virus. Target
groups include, pregnant women, school-aged children K-12 and school staff, children under 6 months of age
and their parents and/or care givers, persons with chronic medical conditions, health care workers, and
emergency services personnel.
The County is focusing their main effort on school-aged children and school staff. They are meeting with
school districts in an effort to conduct flu vaccination clinics in schools.
The Director continues to post updates and information on the novel H1N1 virus and seasonal virus on the
website.
West Nile Virus (WNV) - the State of Illinois has reported only five cases of WNV in 2009. Cook County had
only one case reported. Last year there were twenty cases and one death reported.
Idling Education Program- The Director has contacted the EGHS to set up the contest rules for "No Idling"
design contest. Winning entries will be used on street signs in no idling zones throughout the Village.
Blood Drive-The next blood drive will be held on November 7, 2009 from 8:00 Am to 12:00 PM.
Newsletter Items- The following items have been submitted for the upcoming Village Newsletter. Bike Safety
at Night, Yard Waste, Blood Drives, One Stop Recycling, Fall Flu Clinics.
Administrative Fees- The Department has begun to add on administrative fees, along with monetary penalties
and/or expenses for properties requiring multiple inspections and monitoring. The fee is assessed on an
increasing scale from $50.00 to the first offense to $500.00 for the fourth or more inspection. All Health Code
violations can now be assessed administrative fees if multiple inspections are required.
Department Events &Activities- The Director provided a list of upcoming and ongoing Department events
and activities.

" Trustee Liaison Report
The Frank Czarnik Memorial Scholarship Fund Golf Outing was held on October 4`h. 104 golfers participated in
the event. A $1,000.00 scholarship will be given to a deserving student in 2009
