ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY NOVEMBER 10, 2009 Mayor Craig B. Johnson called the meeting to order at 7:17 p.m. 1. ROLL CALL: Present: Mayor Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner; James P. Petri; Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Ann I Walsh A quorum was present. 2. INVOCATION— Reverend Timothy Manwell, Pastor Lutheran Church of the Holy Spirit delivered the Invocation. PLEDGE OF ALLEGIANCE- Mayor Johnson led the audience in the Pledge of Allegiance. 3. APPROVEL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on Tuesday, October 27, 2009 as submitted, and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. MAYOR AND BOARD OF TRUSTEES' REPORT Mayor Johnson reported the "Coffee with the Mayor and Board'' was held on Saturday; November 6, 2009 and expressed appreciation to the residents who attended. Tobacco Stint' - The Village receives funds from a State Grant to conduct tobacco compliance checks of the businesses in Elk Grove. Mayor Johnson announced that a sting was recently conducted by the Police Department and for the first time there was 100% compliance by the businesses checked. No tobacco sales were made to the underage customers. Congratulations were extended to the Police Chief and the Police Department. Meetinu Schedule - The Mayor reminded the audience that there would only be one Village Board meeting held in November and December. The next Board meeting would be held on December 8, 2009. Charlie's - The Mayor spoke of recent rumors going around the Village that Charlie's Restaurant located on Rohlwing Road might be closing. The Mayor noted he had talked to the owners this evening and they have assured him that they have no intention of closing the restaurant. They are in business and doing well. Proclamations Queen of the Rosary - Mayor Johnson read and presented a framed Proclamation to representatives of Queen of the Rosary Parish in honor of their 50`h Anniversary. Mayor Johnson proclaimed November 29, 2009 as "Queen of the Rosary Parish Day" in appreciation of their many contributions to the 1 VBM 11-10-09 Community. The Queen of the Rosary representatives graciously accepted the honor and thanked the Village for their support. Village Clerk. Ann I. Walsh—The Village Clerk; members of her family and friends;joined the Mayor at the podium. Mayor Johnson presented the Village Clerk with a Proclamation in honor of her retirement on November 13, 2009 after 30 plus years of employment with the Village; including eight years as Deputy Village Clerk and ten years as Elk Grove Village Clerk. The Village Clerk thanked the Mayor and Board and extended her appreciation for the honor of representing the Village as Village Clerk, working with her fellow employees, and for the opportunity to serve the residents for 30 years. Trustee Prochno reported fifteen junior high and high school members were sworn in last Sunday to the newly chartered Elk Grove Leo Club. The Elk Grove Leo Club is sponsoring a food drive for pet food and supplies from November 1 until December 1, 2009. Donations will be collected in specially marked boxes located in Elk Grove shopping centers, Elk Grove Library; Village Hall; and Elk Grove High School. All donations will be sent to the Elk Grove Food Pantry. For information residents may call 847-758-0034. The Elk Grove Park District will sponsor their Annual Holiday Bazaar at the Sheila Ray Adult Center on Friday, December 4 and Saturday; December 5, 2009 from 9:00 a.m. to 2:00 p.m. Trustee Prochno and Trustee Czarnik celebrated the 1001h birthday of Blanche Mitchell at the Village Grove Apartments. A Special Citizen Certificate was presented to Ms. Mitchell at the event along with several Village mementoes. Trustee Feichter extended his appreciation to the Elk Grove Public Works Department for their efforts during the leaf collection program. Trustee Feichter talked about the large quantity of leaves that were collected and the difficulties experienced by Public Works during the project. Trustee Czarnik announced the Kenneth Young Fashion Show Luncheon will be held on November 21, 2009 at 11:00 a.m. at the Belvedere Banquet facility. Anyone interested in obtaining tickets should call the Kenneth Young Center. Mayor Johnson talked about the Premise Alert Program. Citizens who have special needs can now contact Deputy Police Chief Zinnel or Deputy Fire Chief Scott Miller for placement on a confidential list. This will give the Police and Fire Departments advance warning of the special needs or special attention needed by that individual in the event of an emergency. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the October 31, 2009 Accounts Payable Warrant in the amount of 5131,404.65. CONSENT AGENDA It was moved and seconded that the Consent Agenda of the November 10, 2009 Regular Village Board Meeting be approved as presented. (Mayor Johnson asked for comments or questions from the Village Board; staff or members of the audience. There were none.) A. Little C'ty Foundation/waive fees—Authorization of a request to waive the permit fees for a nursery license for a Christmas tree sale to be held in the parking lot of Mallard Crossing; 855 Meacham Road from November 23. 2009 to December 23. 2009 in the amount of$200. B. Illinois Municipal League/dues—Authorize payment of$1,846 in dues for Fiscal Year 2009-2010. C. Civil Tech Engineering. Itasca._ IL—Authorization to increase the professional services contract for the Busse Road Lighting Improvements in the amount of$16,513 from the Industrial/Commercial Revitalization Fund. D. TranSystems Corporation. Kansas City. MO—Award a professional services contract for engineering services for the Meacham Road and Rohlwing Road Lighting Improvements in an amount not to exceed $102.873 from the Industrial/Commercial Revitalization Fund. E. Cingular Wireless PCS. LLC/Ground Lease Agreement—Adopt Resolution No. 60-09 entitled "A RESOLUTION AMENDING RESOLUTION NO. 6-09 AND 1N ADDITION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE A SECOND AMENDMENT TO GROUND LEASE AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND NEW CINGULAR WIRELESS PCS, LLC (FORMERLY REFERRED TO AS AT&T WIRELESS SERVICES CORPORATION) (1060 OAKTON STREET).' F. Queen of the Rosary Parish/waive fees—Approve a request to waive a temporary Class A Liquor License fee and the Food Caterer's License fee for the All School Alumni Reunion on Friday, November 28, 2009 in the amount of$3.000. CAPITAL IMPROVEMENTS COMMITTEE—CHAIRMAN PETRI item d. Biesterfield Road/Leicester Road Water Feature—This week the interior floor of the fountain will be poured, and the large boulders will be set in place the following week. Trustee Petri requested the removal of item a., Lighting of Rohlwing Road from Biesterfield Road to Devon Avenue and requested the addition of a new item titled Lighting on Meacham from Nerge Road to Biesterfield. Trustee Petri requested said items now be listed under the Industrial/Commercial Revitalization Commission Agenda. VBM 11-10-09 9. JUDICIARY, PLANNING AND ZONING COMMITTEE —Trustee Lissner No Report 10. PERSONNEL COMMITTEE—Trustee Franke The Personnel Committee met in Executive Session on November 10; 2009 for the purpose of an Exit Interview. 11. RECYCLING & WASTE COMMITTEE—Trustee Feichter Trustee Feichter reported that the curbside yard waste pickup ends on December 15, 2009. In addition; the drug drop off program is on-going. Individuals can drop off old medications at the Health Department on any day during the work week. 12. INFORMATION COMMITTEE Trustee Prochno reported she had been approached by several residents in the Village who inquired whether the Village had a drug drop off program. Trustee Prochno assured the audience the program was still active and noted the name of the medication should be kept on the label but personal names and information should be removed prior to bringing in the medications. The medications should be contained in a zip lock bag. Trustee Prochno read an article from the Daily Herald Sports section. Three girls from Elk Grove Village, high school sophomores Katie Naughton, Kelli Hubly and Courtney Raetzman from the Sockers FC Club have made the Under 15 Girls National Soccer Team. The trio will be included on Coach Mike Dickeys roster for the Thanksgiving Interregional at Coral Springs, Florida and play games against the United States Olympic Development regional teams and a Costa Rican youth national team. 13. INDUSTRIAL COMMERCIAL REVITALIZATION COMMISSION Trustees Lissner/Petri No Report 14. YOUTH COMMITTEE - Trustee Franke Meeting Schedule—The Youth Committee will meet on Thursday, November 19, 2009 at 7:00 p.m. in the Trustees Conference Room to discuss future activities and programs. 15. PARADE COMMITTEE - Trustee Czarnik This year's parade will be held on Saturday, June 19; 2010 at 6:00 p.m. The theme chosen by the Committee is Star-Spangled Salute to America. The Grand Marshals are Village Service individuals who currently are serving in the five Branches of the United States Armed Forces. Meeting Schedule—The December meeting of the Parade Committee has been cancelled. The next meeting will be held on Monday, January 4, 2010, at 5:30 p.m. in the lower level Conference Room of the Charles J. Zettek Municipal Building. 16. PLAN COMMISSION —Village Manager Rummel No Report I i I 4 vBM 11-10-09 I 17. ZONING BOARD OF APPEALS—Village Manager Rummel No Report 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. Cable Television Committee—Trustees Petri/Lissner Trustee Lissner reported Comcast would soon require customers to have a cable box or digital adapter, but the date is not yet certain. The adapters will be available at no charge to the customer. Village Manager Rummel is working with Comcast to set up a meeting with them in order to get more information on this new requirement. There has also been a change to service levels going from a service tier to a new service level. Some channels were not available today, but hopefully they will be available soon. b. Board of Health & Community Services—Trustee Czarnik Community Blood Drive —The Blood Drive was held on Saturday, November 7, 2009. Trustee Czarnik thanked all who donated and thanked Rocco Vino's Pizza for donating free coupons for a slice of pizza and a drink to those who gave blood. There were approximately 40 donations given that day. Flu Clinic—The next adult flu clinic will be offered on Thursday, November 12, 2009 from 5:00 p.m. until 8:00 p.m. at the Elk Grove Village Public Library. The Flu Hot Line is 847-357-4057. Thanksgiving Baskets—The Health & Community Service Board will be giving Thanksgiving items, such as turkeys, potatoes and pies, through the food pantry on Thursday, November 19, 2009. Many more families are being serviced each month now, and the Health & Community Service Board felt this would be the best way to help them for Thanksgiving. Any residents or businesses interested in donating items or amounts can contact the office at 847-357-4121. Adopt a Family/Christmas Program - Anyone interested in participating in this activity should call 847-357-4121. Wild Animals—Trustee Czarnik reported the Village had received a number of calls regarding wild animals. It was noted most urban wildlife is wary of human presence and will avoid contact with people whenever possible. Trustee Czarnik pointed out that when wild animals appear aggressive towards people it usually is a result of human contact. Feeding wildlife causes the animals to lose their natural fear of humans. Residents were warned that these animals are still wild and can and will bite or cause other damage to persons, pets, or property. I Residents were warned not to feed wild animals, to place all food waste in covered garbage cans, not to leave pet food/water outside at night, not to leave pets outside at night or allow cats to roam at night, to cap chimneys and secure any other possible roof top access to the attic, to cover all basement window wells, to seal any entries into crawl spaces, under decks and sheds and to seal holes under cement porches and patios. Residents were told they should not allow spillage to accumulate under outside bird feeders. Trustee Czarnik stated interactions between humans and wild animals are inevitable because we all share the same habitats. Residents were asked to remember to focus on removing the attraction, not the animal. Zettek Municipal Building at 7:00 p.m. The December meeting of the Board of Health and Community Services has been cancelled. C. LIQUOR COMMISSION—MAYOR JOHNSON No Report d. SPECIAL EVENTS COMMITTEE —MAYOR JOHNSON Mayor Johnson stated the bands performing in the 2010 Concert Series were announced at the last Board meeting. e. TOUR OF ELK GROVE—MAYOR JOHNSON The Tour of Elk Grove replay on Comcast Sports Net was nominated by the Association of Marketing and Communication Professionals (AMCP) and awarded their first MarCom Gold Statuette in the category of TV Programs/Sports for their TV show"The 2009 Alexian Brothers Tour of Elk Grove." The dates for next years races have been confirmed and will be held on July 30, July 31 and August 1; 2010. Further information will be related at the December 8, 2009 Village Board Meeting. 19. REPORT FROM THE VILLAGE CLERK The Mayor noted; with the Board's concurrence, the report from the Village Clerk would be deferred until later in the meeting. 20. UNFINISHED BUSINESS VILLAGE BOARD—None VILLAGE ATTORNEY a. The Village Attorney related further information is needed from the developer before he can proceed with the necessary documents. Upon receipt of that information the necessary documents for the resubdivision and rezoning of I property located at 1400 Busse Road would be completed. (PC Docket #09-2) 21. REPORT FROM VILLAGE MANAGER i Village Manager Rummel reported Police Officer Edward Thomas had been chosen as a new Crime Prevention Officer and had been accepted into the DARE training program in December. The Village Manager requested Board consideration to authorize Police Office Edward Thomas to attend the training program. Motion to authorize Police Officer Edward Thomas attendance of the DARE training program in the amount of 52598.70 to be funded from the Asset Seizure Fund. The Mayor explained the Village taxes by dollar amount not percentages. Motion to accept the 2009 Tax Levy determination. MOVED: Trustee Feichter SECOND: Trustee Czamik VOICE VOTE MOTION CARRIED A formal public hearing will be held December 8; 2009. Sister Cities - Trustee Petri mentioned the Sister Cities Organization would meet at Village Hall on Monday, November 16; 2009 in the lower level, A, B. and C conference rooms. The annual Christmas party is scheduled on Sunday, Dec. 6, 2009 at 11:00 a.m. at the Avalon Banquet facility. Tickets are $30.00 Tree Lighting Ceremony—Mayor Johnson reminded the audience the Tree Lighting Ceremony would take place at 5:30 p.m. on Friday, November 27, 2009. Audience 8:10 p.m. No Response Ordinance No. 3220 - Village Clerk Renie Walsh requested the Village Boards consideration to adopt Ordinance No. 3220 entitled, "AN ORDINANCE AMENDING ORDINANCE NO. 3200 POSITION CLASSIFICATION AND SALARY PLAN OF THE VILLAGE OF ELK GROVE VILLAGE BY DELETING ONE (1) POSITION (DEPUTY CLERK) AND ADDING ONE (1) POSITION (SENIOR CLERK)." (Mayor Johnson explained the additional Senior Clerk position would be shared between the Clerk's Office and the Managers Office. This re-organization of the Village Clerk's Office will save the Village approximately $40,000 a year.) Keegan who will be appointed to replace Renie Walsh as Village Clerk. Judy has been a resident of Elk Grove Village for 29 years and she and her husband have raised three children. She has been employed with the Village for ten and one half years and has served as the Deputy Village Clerk for the last two and one half years. Judy has completed two years towards her Municipal Clerks Certification and is a member of the Cook County, DuPage, Illinois and International Municipal Clerk's Associations. Mayor Johnson requested concurrence of the Board on his appointment of Judith M. Keegan as Village Clerk effective on Monday, November 16, 2009. The Mayor explained that the Village Clerk is appointed by the Mayor with the concurrence of the Village Board. Motion to concur with the Mayor's appointment of Judith M. Keegan as the Elk Grove Village Clerk effective on November 16, 2009. Keegan on her appointment as Village Clerk. Ms. Keegan thanked the Board; Village Clerk Walsh, and her family for their support and encouragement. Mayor Johnson then invited Village Clerk Walsh to join him on the dais to assist with the adjournment of the meeting. There being no further business to come before the Board, the Mayor called for a motion to adjourn.
