PLEDGE OF ALLEGIANCE INVOCATION- DEACON TED CZARNECKI, SAINT JULIAN EYMARD CHURCH 3.APPROVAL OF MINUTES OF FEBRUARY 14, 2017 - Motion to approve the Minutes of the Regular Village Board Meeting held on February 14, 2017 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik VOICE VOTE MOTION CARRIED 4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson thanked the Village for continuing to be 100% compliant on liquor checks that were conducted by the Police Department. The Mayor attended Tollway meetings and mentioned that the Tollway is coordinating with communities around the expressways to alleviate flood mitigation issues. In addition, Elmhurst Road is set to be opening up some time in the Spring. The Mayor attended the CERT Volunteer Appreciation Event to thank all of the CERT members for their continued support through the year at the Village special events. The Round Table meeting on the Cook County Minimum Wage/Sick Leave was very informative. It was helpful to receive different perspectives from the Cook County representatives as well as a variety of businesses in Elk Grove Village. A newsletter will go out in the next week with details on a proposal and anyone who wishes to address the Village Board on the Sick Leave/Minimum Wage Ordinance can do so at the March 28th Village Board Meeting. Information will be available on EGTV-Channel 6 as well as the Village website at www.elkgrove.org. The suggested Minimum Wage rates were discussed in comparison to the Cook County Minimum Wage Ordinance. The Village has three choices for consideration: 1) Adopt the Cook County guidelines; 2) Reject the Cook County Ordinance and leave everything, as it is status quo; or 3) Introduce our own standing on the Minimum Wage and Sick Leave Ordinance. As a Home Rule government entity,the Village has the same authority that Cook County has. The Sick Leave Ordinance would be simplified to track on a calendar year basis. The Mayor stated that he is looking forward to receiving feedback from the Elk Grove businesses and residents on this proposal over the next 4 weeks. The board will gather, review, modify, adjust, eliminate, or pass it as it stands after we receive input from everyone. Depending on the amount of feedback provided, the Board could possibly make a decision during an April meeting to give the businesses a chance to prepare for the changes on July 1St. The Mayor asked if there were any comments from the Village Board or if they should go ahead and move forward with the proposal. Village Board unanimously agreed to move forward. Trustee Czarnik-Attended an event last Sunday for Pastor Curt Hanson at Elk Grove Page 1 of 6 Baptist Church on behalf of the Board. Pastor Hanson is going to work with Alexian Brothers in their Chaplain program. Congratulations to Pastor Hanson and may all your future endeavors be all you aspire to. Applications for the Frank J. Czarnik Memorial Scholarships are available online at czarnikgolf.com and the Village website. There are six$1,000 scholarships available to Elk Grove residents graduating high school this year and attending college in the fall. Leadership and volunteerism are the attributes we are looking for. Applications must be in by April 7th. Trustee Franke - The Citizen's Fire Academy begins on April 6 and runs on Thursday nights with the graduation on Sunday, May 7. The Academy will be held at the Oakton Fire Station at 1000 Oakton from 6:00 PM to 9:00 PM. There are many hands-on activities to see the workings of the Fire Department and also learn valuable safety tips to assist you in real life situations. Space is limited so please see the Village website under the Fire Department section and fill out an application. Trustee Prochno - The Betty Erickson Memorial Scholarship Award Applications are available through the Lioness Club. There are two $1,000 scholarship awards in memory of Betty Erickson, a long time Lioness Club member, who passed away in 2013. The purpose of the scholarships is to recognize high school seniors for their outstanding leadership, community participation, and service to the community. The eligibility and selection criteria is that students are residents of Elk Grove Village, a high school senior attending a college university or trade school in the fall, service to the school and community and demonstration of positive leadership qualities. Applications are available at Elk Grove High School, Conant and St. Viator. The deadline to apply is Saturday,April 1, 2017, and the winners will be notified by Monday, May 1, 2017. Castle Chevrolet has donated a 2017 Chevy Corvette to be raffled off to raise funds to put an elevator in our local VFW Hall. The Veterans are having a difficult time negotiating the stairs and Castle has graciously donated the Chevy Corvette to be raffled off to raise money for the elevator. The Community Character Coalition has offered to facilitate the selling of those tickets through their website at ccceg.org and the price is 1 ticket/$10 or 3 tickets/$20. They are hoping to raise $100,000 through the raffle and the winner will be announced at the last concert on July 25, 2017. Trustee Lissner-Attended the Joint Action Water Agency meeting on February 22, 2017 representing the Mayor where a discussion was held regarding a new agreement with the City of Chicago. The JAWA attorney said that the agreement is about 95% complete and may be completed within the next few months. They are considering options and more information should be available by the next meeting. Trustee Lissner had a meeting with Tim Veenbaas, the Acting Mayor of Rolling Meadows, that complimented Elk Grove Village on how well they train their employees. Rolling Meadows is extremely pleased with their new Police Chief John Nowacki (former Deputy Police Chief of Elk Grove Village). In regards to the Opioid crisis that was mentioned at the last meeting, the March edition of the Illinois Municipal Review has about seven different articles regarding this same issue. It shows that the problem is not just specific to one area but is affecting many communities. Trustee Petri - No Report. Trustee Feichter-Attended the Community Character Coalition family event at the Pavilion where approximately 1,300 people attended. Community groups were present to provide family games that reflected on the services that the organizations provide to the community. It was a wonderful turnout. The Youth Celebration will be held this year at the March 14 Village Board Meeting where the students display their community projects and receive certificates. Mayor Johnson stated that Consent Agenda items b, g, and k will be removed from the agenda and asked if there were any questions or comments from the Board members. Page 4 of 6 There were none. PLAN COMMISSION -Village Manager Rummel - PC Docket 17-1 - A Public Hearing for a Special Use Permit for the operation of a vehicle maintenance and repair shop in an I-1 Industrial Zoning District for the property located at 865 Nicholas Boulevard. (PH 2-13-17) Renaissance Resources has requested a Special Use Permit to open a new business at 865 Nicholas Boulevard for an automotive maintenance repair shop in the Village. The Plan Commission had a public hearing on February 13, 2017 and unanimously recommended granting the permit subject to three conditions: 1) the permit will only be for Renaissance Resources, 2) the permit will expire if the business is no longer doing business at that location, and 3) the parking lot shall be repaved, restriped, and the overhead door restored or replaced. The Petitioner is here this evening if anyone has any questions prior to authorizing the Village Attorney to prepare the necessary documents. The Petitioner stated that they are comfortable with the three provisions. The Plan Commission recommends granting the approval of the permit with special conditions as stated for a vehicle maintenance repair shop in an I-1 Industrial Zoning District at the location of 865 Nicholas Boulevard. Motion to direct the Village Attorney to prepare the necessary documents. The Petitioner does not need to attend the meeting. 9. ZONING BOARD OF APPEALS -Village Manager Rummel - No Report 10. HEALTH &COMMUNITY SERVICES - Trustee Czarnik- "The Caring Place" had a booth at the CCC Carnival at the Pavilion and had the opportunity to inform many people of what the program has to offer to the community. 11. RECYCLING &WASTE COMMITTEE - Trustee Feichter- There will be two recycling events scheduled this year. On April 22nd from 8:00 AM to 11:00 AM at Elk Grove High School,we will take in a variety of items for recycling. The second event will be for electronics on June 3rd at the Oakton Fire Station from 9:00 AM to 12:00 PM similar to what we did last year. Please read the newsletters and check the Village website for more details on items that are accepted at these events. 12.YOUTH COMMITTEE - Trustee Franke - The Youth Committee and the Elk Grove Parks Foundation is offering three $1,000 scholarships. Details are at the high schools and on the Village website. Applicants must be an Elk Grove resident and enrolled in a trade school, beauty school or any other type of continuing education. Applications are due by May 5th and the winners will be notified by May 31St. 13. BUSINESS LEADERS FORUMS - Trustees Lissner/Petri - Trustee Petri and Trustee Lissner visited PMI Cartoning at 850 Pratt Boulevard with Josh Grodzin on February 22nd. PMI makes packaging material and they design, engineer and build any kind of packaging for you. They have two buildings on Pratt and are looking to buy a third building. There will also be a BLF Steering Committee on March 1St at the Holiday Inn. 14. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - No Report. 15. PARADE COMMITTEE - Trustee Czarnik- The 2017 Hometown Parade will take place on Saturday, June 17, 2017 at 2:00 p.m. The Parade theme is "Storybook Land." This year the Committee is inviting anyone with a crowd friendly pet to participate in walking in the parade. The Grand Marshal for the Parade is Steve Schmidt. PERSONNEL COMMITTEE - Trustee Franke - The Village is hiring summer seasonal employees for Public Works and the position runs approximately 10 weeks. The pay is $11.51 an hour and applications can be found on the Village website. If you have any questions,you can call 847-357-4020. 18.JUDICIARY, PLANNING AND ZONING COMMITTEE -Trustee Lissner- No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE- Trustee Petri - The Capitol Projects are getting started in the Village with the mild weather. 20.AIRPORT UPDATE - Mayor Johnson -JDA and the CDA are currently working on a new Fly Quiet Runway Plan for this summer. We thank Landrum & Brown and the Chicago Department of Aviation for working with the Suburban O'Hare Commission. 21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson -The summer concert line-up is as follows: July 4, 2017 -Ambrosia, Orleans, Mitch Ryder and The Guess Who (Rotary Green) July 11, 2017 - Credence Clearwater Revisited (Village Green) July 18, 2017 - Rodney Atkins (Village Green) July 25, 2017 - Kool &the Gang (Village Green) 22. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next event will be the Memorial Day Ceremony on Monday, May 29, at 10:45 AM at the Pavilion. 23. LIQUOR COMMISSION - Mayor Johnson- Congratulations again on being 100% Compliance with the liquor checks. Chief Walsh you are doing a great job. 24. REPORT FROM VILLAGE MANAGER-Village Manager Rummel - No Report. 25. REPORT FROM VILLAGE CLERK- Lorrie Murphy- Early Voting begins on Monday, March 20, 2017 and runs through Monday,April 3, 2017 here at the Village Hall. The hours are from 9:00 AM to 5:00 PM on Monday through Saturday. There will be no Sunday hours for this election. This election is for the Village, Library, Park District and School Boards. 26.
