MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE AND POLICE COMMISSIONERSVILLAGE CLERIC'S OFFICE
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON OCTOBER 20, 2009
Chairman Shapiro called the meeting to order at 6:00 p.m. in the Charles J. Zettek Building,
901 Wellington Avenue, Elk Grove Village and noted for the record that the following were
present: Chairman Alan J. Shapiro, DDS, and Secretary E. Butch Ehrke, and Commissioner
Michael P. Kontek.
It was moved by Commissioner Kontek and seconded by Commissioner Ehrke that the
minutes of September 15, 2009 meeting be approved as submitted and that the Board dispense
with the reading thereof. The motion was voted upon by acclamation whereupon Chairman
Shapiro declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
1. Invoice 9100109 dated October ], 2009 in the amount of$375.00 from the Illinois
Fire & Police Commissioner Association for 2010 membership fee.
CORRESPONDENCE
1. Email to Fire Lieutenant Candidates announcing the schedule for the Assessment
Center and the Written Examination.
2. Memo to Human Resources advising that Probationary Police Officers Callaghan
and Jedlink have satisfactorily completed their probationary period.
3. Memo to Human Resources advising that Probationary Firefighters Titre,
Hamilton and Foster have satisfactorily completed their probationary period.
OLD BUSINESS
1. Discussed CPAT Survey Results with Chief Miller. Chairman Shapiro made a
motion to accept CPAT cards from firefighter candidates and discontinue
conducting our own Department Physical Ability Test. Candidates will be required
to produce a valid CPAT card at time of registration and time of appointment.
CPAT card will be considered valid within one (1) year of the issue date. The
motion was seconded by Secretary Ehrke and voted upon by acclamation
whereupon Chairman Shapiro declared the motion carried.
2. Discussed pros and cons of requiring firefighter candidates to be licensed
paramedics or receive preference points. Commissioner Kontek motioned to
award three (3) preference points to candidates holding a valid Illinois EMT-P
license issued within the Northwest Community Hospital EMS System, and two
(2) preference points to candidates holding a valid Illinois EMT-P license outside

the Northwest Community Hospital EMS System. Preference points will only be
awarded to candidates who have earned a passing grade on both the written
examination and the group oral interview. Out-of-State EMT-P licenses will not
qualify for preference points. Candidate will be required to provide a photocopy
of license prior to the conclusion of the group interview stage of the hiring process.
Motion was seconded by Secretary Ehrke and voted upon by acclamation.
Chairman Shapiro declared the motion carried.
3. Discussed Veteran Preference Points for firefighter candidates. Secretary Ehrke
motioned to provide preference points to Armed Forces Veterans with active
military service. One-half point (0.5) to be awarded for each six months of active
service up to a maximum of two (2.0) points. Individuals with general or OTH
discharge are not eligible for preference points. Preference points will only be
awarded to candidates who have earned a passing grade on both the written
examination and the group oral interview. The motion was seconded by
Commissioner Kontek and was voted upon by acclamation whereupon Chairman
Shapiro declared the motion carried.
NEW BUSINESS
1. None
ELIGIBILITY LIST/HIRING STATUS
1. Police Officer—two vacancies on hold at this time. Twenty-seven names remain
on the current eligibility list scheduled to expire on August 1, 2010.
2. Firefighter—no vacancies. Thirty-six names remain on the current eligibility list
scheduled to expire on January 18, 2010.
3. Police Sergeant Eligibility List —Ten names appear on the new eligibility list
which will expire on February 4, 2012.
4. Fire Lieutenant List—Eligibility list expired on June 24, 2009.
ADJOURNMENT
It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Shapiro
declared the motion carried and the meeting adjourned at 6:30 p.m.
