HomeMy WebLinkAboutPLAN COMMISSION - 10/03/1979 - HOLLANDERS 2ND RESUB/REGENCY SQUARE . i • MINUTES Elk Grove Village Plan Commission October 3, 1979 The regular meeting of the Plan Commission was called to order by Chairman Kenna at 8:00 p.m. on Wednesday, October 3, 1979 in the Multi-Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: STAFF PRESENT: Edward W. Kenna, Jr. , Chm. Gary E. Parrin, Leah Cummins, Secretary Assistant Village Manager Donna O. Farley Stephen M. Feller, Frederick C. Geinosky Administrative Assistant John R. Glass George E. Mullen Orrin J. Stangeland Minutes Mullen made a motion to approve the Plan Commission minutes of September 19, 1979. Geinosky seconded the motion. All present voted 'AYE' . Hollanders 2nd Resubdivision Richard Hollander was present to speak on behalf of his request for a two lot resubdivision of property located approximately 178 feet south of the southeast corner of Pratt Boulevard and Busse Road. Hollander stated that he hoped to build a restaurant on "Lot 1", and had not yet decided exactly what use would be made of "Lot 2". He added that the 35 foot wide strip of land on the southwestern portion of "Lot 2" would serve to provide access to Busse Road. Kenna noted that the Plat had been reviewed and approved by both the Engineering and Building Departments. Mullen moved to recommend approval of the Plat. Cummins seconded the motion. All present voted 'AYE' . Regency Square Landscaping Plan Robert Brodly and Martin Gaughan were present to represent the developers of the Regency Square Phase 2 project. Brodly related that he had submitted a proposed landscaping and screening plan to the operating departments for their review. Feller reported that a final staff review had not been completed, but that a preliminary review had indicated that the Plan was deficient in several areas. Glass stated that the plan was not ready to be brought to the Plan Commission, and that it should be returned to the developer for further refinement. Brodly asked what specific aspects of the plan were not acceptable. Kenna responded that the plan must meet with the approval of the operating departments and also place greater emphasis on screening the property from the single family dwellings located to the west of the project. Kenna added that the screening material should be effective throughout the year and at least six feet in height. Plan Commission Minutes - 2 - October 3, 1979 Regency Square Landscaping Plan (continued) Brodly declared that he would repeat the Plan Commission's comments to his landscape architect, and would submit a revised plan to the Village staff for their review. Comprehensive Master Plan Village Trustees Nanci L. Vanderweel and James P. Petri were present as members of the Judiciary, Planning and Zoning Committee. Vanderweel began by stating that Trustee Staddler was unable to attend the meeting, but had expressed to her some concerns about the proposals which were received to update the Comprehensive Plan. She related that Staddler was concerned that the proposals were overstated; particularly those sections dealing with transportation, schools, parks, and the census. Vanderweel added that she agreed with Staddler's assessment of the proposals. Vanderweel noted that the request for proposals was purposely written so that it would give the consultants an opportunity to tell the village what should be included in the Comprehensive Plan. In Vanderweel's opinion, this approach had proved unsuccessful. Kenna concurred with Vanderweel's comments, and suggested that the Village change its approach by specifically stating what sections of the plan need updating. Cummins suggested that the consultants may have tried to put together a $70,000 proposal; inasmuch as the amount that is budgeted for the work is common knowledge. Petri commented that the consultants had submitted a wide range of estimated man hours to complete tasks that seem to be similar. He emphasized that during the second attempt to secure proposals, the Village should be very specific in stating what work steps need to be completed. The group consensus was to instruct staff to conduct a search of existing Village maps and studies to determine the types of material that are already available within the community. The types of studies that would be particularly relevant are: (1) Land use map of Elk Grove Village and environs. (2) Thoroughfare studies and traffic volume analysis. (3) Utility location and resources map. (4) Natural features map of soil, drainage, and contours. (5) School and Park District plans. (6) Proposed church properties. (7) Plans for re-using existing uses (i.e. schools) . Once staff has completed the search, the JPZ Committee and Plan Commission will meet to obtain a consensus as to what items need to be studied by the consultants.
