HomeMy WebLinkAboutPLAN COMMISSION - 08/15/1979 - PLAT OF DEDICATION SECTION 24 � s MINUTES Elk Grove Village Plan Commission August 15, 1979 The regular meeting of the Plan Commission was called to order by Acting Chairman Glass at 8:00 p.m. on Wednesday, August 15, 1979, in the Multi- Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: STAFF PRESENT: John Glass, Acting Chairman Stephen Feller, Fred Geinosky Administrative Assistant George Mullen Thomas Rettenbacher, Orrin Stangeland Building Commissioner MEMBERS ABSENT: Leah Cummins, Secretary Acting Secretary Glass announced the appointment of Geinosky as Acting Secretary of the Plan Commission for the meeting. Plat of Dedication for Streets in Section 24 Gerald Harker, vice President of operations for Centex Homes, began the discussion by presenting what he termed a "compromise" to the Meacham Road right-of-way problem. Harker proposed that 120 feet of right-of-way be dedicated at the southern end of the development, angling to 100 feet at the northern end of the Section 24 project. This reduction in dedicated space would serve to align the right-of-way and also increase the setback distance for the townhouse units. Rettenbacher pointed out that the Village policy was to require 120 feet of dedicated right-of-way on Meacham Road. He added that historically there have been areas along Arlington Heights Road and Higgins Road where sufficient right-of-way was not dedicated and had to be secured at a later date. Glass suggested that the Plan Commission would insist that 120 feet of right-of-way be dedicated the entire length of Meacham Road. However, he noted that many of the members are concerned about the resulting 15 foot setback. Glass then asked Harker about the possibility of screening the townhouse units from the Meacham Road right-of-way. Harker responded that he believed a satisfactory landscaping plan could be developed which would include a berm and various types of trees. Harker added that he would be willing to work with the County in developing a sidewalk design that would complement the landscaping work. Glass inquired whether the people who had made commitments to purchase the units abutting Meacham Road were aware of the setback situation. Harker replied that the potential buyers had been advised of the situation, and that he would be willing to distribute an "awareness letter" to the homeowners prior to closing and occupancy. At this point, Glass observed that it seemed to be the consensus of the Plan Commission to approve the plat subject to requirements for Plan Commission Minutes - 2 - August 15, 1979 Plat of Dedication for Streets in Section 24 (continued) an "awareness letter", landscaping plan, and sidewalk location plan. Harker noted that he would submit a revised Plat of Dedication to the staff prior to the next meeting. He added that the revised plat would show Meacham Road in Section 24 aligned with the right-of-way in Section 23A and also explain that the plat supercedes the previously recorded Land Use and Zoning Plat. Docket 79-4: Elk Grove Presbyterian Church - Special Use Permit Mary Ann Lawlor, Day Care Center Operator, was present to represent the Elk Grove Presbyterian Church in their request for a Special Use Permit to conduct a not-for-profit day care center and pre-school at 600 East Elk Grove Boulevard. Lawlor related that the petitioner intends to comply with all Village requirements. Glass noted that it seemed to be the consensus of the Plan Commission to approve the petition, but that a formal vote would not be held until the next meeting. Lonnies Resubdivision Glass stated that the Building Department and Engineering Department had reviewed and approved the plat. Mullen made a motion to recommend approval of the plat. Stangeland seconded the motion. All present voted 'AYE' . The meeting adjourned at 10:20 p.m. Submitted by: J• Stephen M.
