Elk Grove Village Plan Commission
March 7, 1979
The regular meeting of the Plan Commission was called to order by Acting
Chairman Hauser at 8:00 p.m. on Wednesday, March 7, 1979 in the Multi-
Purpose Room of the Municipal Building, 901 Wellington Avenue.

Docket 79-1 : Ted Szafraniec - Text amendment to permit
an aluminum mold casting business in the 1-1 ,
Restricted Industrial District
Ted Szafraniec was present to represent the petitioner. The
petitioner was requesting a Text Amendment to the Zoning Ordinance to
permit a nonferrous aluminum mold casting business in 1-1 , Restricted
District, at 190 Kelly Street.
Petri began the discussion by noting that he had researched the
problem being experienced by Mr. Robert Lawson, an Industrial Park
business owner, relating to the problems he was having with his computer
system due to electrical noise (see Public Hearing Minutes of 2/21/79) .
He stated that similar problems were common in the Industrial Park
because of the electrical activities of Commonwealth Edison and other
firms. Petri added that the problem could be minimized with the addition
of noise filters and other equipment to the computer system. He concluded
by noting that such equipment could be obtained and installed relatively
inexpensively and should be considered as a vital addition to the computer
system.
Next, Stangeland stated that in his opinion, the Text Amendment
as submitted and approved by Polytechnic, Inc: was extremely broad in
scope. As submitted, the Text Amendment would read as follows:
Restricted Uses . . .
"Nonferrous foundries except for those casting operations
employing permanent molds exclusively and electric and/or
gas energy supplies ."
Stangeland continued by stating that he would rather see a Text Amendment
that would limit the allowance of nonferrous foundries to only the type
proposed by the petitioner.
Petri agreed with Stangeland's comment. He stated that the Village
would have better protection against the admittance of undesirable non-
ferrous foundries by operationalizing the Text Amendment as proposed by
the petitioner prior to Polytechnic, Inc. 's review. It would read as
follows:

"Nonferrous foundries except for those aluminum casting
operations employing permanent molds exclusively, the
low pressure casting process and electric furnaces."
At that point, Petri made a motion to recommend approval of the Text
Amendment as originally submitted by the petitioner (as stated in the
petitioner's letter of 11/29/78 to Polytechnic, Inc.) . Stangeland
seconded the motion. All present voted 'AYE' .
Docket 78-6: Winston Grove Section 24
Gerald Harker, Vice President in charge of Operations , Centex, and
Joseph Luciani , Director of Development, were present to represent the
petitioner. The petitioner was requesting that approximately 77.6 acres
of property be rezoned from R-3, Residential District to A-2, Special
Use, for purposes of constructing 206 townhouses. The subject property
is located in Winston Grove Section 24.
Finn began the discussion by noting that the Staff had prepared a
findings of fact as directed by the Plan Commission.
Glass continued the discussion by questioning the necessity of
including the issues of the common open space and recreational areas
as separate items on the findings of fact. Hauser noted Glass 's concern
by stating that it might be considered a good notion to keep the two
items separate since the recreational area would require additional
care above that of the remaining open space area.
Petri acknowledged Hauser's statement by noting that even though
the recreational area should be handled with additional care, it should
remain within the general contour of the subject property. The consensus
of the Plan Commission was to agree with Petri 's statement and to add
the following revision to the item pertaining to the recreational area
in conjunction with the findings of fact:
"The subject parcel (recreational area) will be fine
graded and seeded for organized recreational activities. . ."
Next, Cummins stated that she would like to have formal recognition
given to the fact that the Plan Commission had reviewed the "right-of-way"
request made by Schaumburg relating to the proposed development. Hauser
agreed and added that such a notice should be directly tied to Schaumburg's
letter to the Plan Commission dated July 19, 1978.
At that point, the Plan Commission stated its consensus that the
findings of fact as submitted by the Staff be approved subject to the
minor revisions stated above.
Docket 78-10: Proposed Revision to the Planned
Development located at Village on the Lake
The petitioner, United Development Company, was requesting an
amendment to the preliminary land use and zoning plat, and a Special
Use Permit in order to revise a site plan for the construction of 144
manor homes in lieu of three five-story buildings with 282 proposed
units . The 11 .6 acre parcel is located at northwest corner of Biesterfield
Road and Leicester Road.
Hauser noted that the Staff had prepared a findings of fact pertaining
to the petitioner's request for review by the Plan Commission.

The consensus of the Plan Commission was that reference to the site
plan per se would be excluded because its recommendation to deny the
petitioner's request was based entirely on the findings that the
development proposed was incompatible with the abutting area.
At that point, the Plan Commission directed Staff to retain the
findings of fact as submitted but, to specifically state and enumerate
the following:
The proposed plan is not an improvement over the original plan
that was amended in 1973 because:
A. There is a dramatic difference in scale between the
housing types (in area) .
B. It does not lend itself to the planned unit development
that was originally approved in 1967 for the Village on
the Lake.
C. There is an elimination of the recreational facilities
that were agreed to in the original plan.
D. Although the revised site plan proposed to decrease the
height of the structures and the number of units per acre,
it would also greatly increase the building ground coverage
thereby decreasing the common open space available on the
subject property.
Landscaping and Screening for Regency Park Area
Bob Brodley, Larry Dohrer, and Ben Rozanski were present to represent
the petitioner. The petitioner was present to discuss landscaping and
screening plans for the Regency Square Park Area. The.petitioner was
required by the annexation agreement to submit and receive approval of
a landscaping and screening plan for the abutting Park Area.
Steve Halberg was present to represent the Elk Grove Park District.
Bob Brodley began the discussion by noting that the petitioner had
conferred over the proposed park site plan with the Park District and
now both parties agreed that it was acceptable. He added that by working
with the Park District the petitioner was now able to submit a good park
plan and had also found ways to keep costs down.
Mullen continued the discussion by asking Halberg if the Park plans
would be acceptable to the Park District to the point that the area would
need no further recreational development. Halberg responded by stating
that the Park area as proposed would be completely acceptable.
Next, Cummins asked if the petitioner's commitment to include the
provisions agreed upon with the Park District would be placed in a
formal written statement. Brodley stated that a written reference to
the commitment would be included on the plat submitted for final approval .
At that point, Hauser asked if the Plan Commission should join in
by reviewing the Park Area plan immediately or wait for the petitioner
to submit it. Finn suggested that the Plan Commission might wish to
allow the Park District to review and formally submit the Park Area plan
subject to its approval of the proposed Park's location and the petitioner's
commitment to provide it with recreational facilities.
Cummins acknowledged Finn's comment by making a motion that the
landscaping and screening plan for the Regency Square Park Area be

recommended approved contingent on the points that Finn suggested.
Mullen seconded the motion. All present voted 'AYE' .
