HomeMy WebLinkAboutPLAN COMMISSION - 04/02/1980 - KLEFSTAD INDUSTRIAL PARK PLAT OF SUBDIV MINUTES ELK GROVE VILLAGE PLAN COMMISSION Wednesday, April 2, 1980 The regular meeting of the Plan Commission was called to order at 8:00 p.m. on Wednesday, April 2, 1980 in the Multi-Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: STAFF PRESENT: Kenna, Edward W. , Chairman Stephen M. Feller, Cummins, Leah, Secretary Administrative Assistant (arrived at 9:00 p.m.) Charles B. Henrici, Farley, Donna 0. Deputy Fire Chief (arrived at 8:35 p.m.) Geinosky, Frederick C. Glass, John R. Mullen, George E. Stangeland, Orrin J. Preliminary Plat of Subdivision: Klefstad Industrial Park John Vivoda, Robert Calkins, and Robert P_hnen were present to discuss a Preliminary Plat of Subdivision for 23 acres of property with frontage along Higgins Road on the southwest and Elmhurst Road on the east. Vivoda reported that he had revised the Plat to show Landmeier Road extended through the property to intersect with Elmhurst Road at a point approximately 300 feet south of Riemer Road. Kenna noted that the operating departments had reviewed the Plat and expressed several concerns. Vivoda responded to one of these concerns by stating that the extension of Landmeier Road would be Zayed out to accommodate a minimum "design speed" of 40 miles per hour. Vivoda then remarked that he could comply with the Village Engineer's request to make the pavement width of Landmeier Road 51 feet rather than the 40 feet which was shown on the revised Plat. However, Vivoda indi- cated that there would be serious economic problems if the Village were to require an 80 foot right-of-way as opposed to the designed width of 60 feet. Vivoda argued that a 60 foot right-of-way could adequately accommodate 51 feet of pavement because all of the utilities (including the underground storm water system) tvould be in the 25 foot easement. Mullen asked staff to investigate the reason why the Village changed the requirements for the width of the right-of-way on Landmeier Road from 60 feet to 80 feet. Glass asked staff to prepare a map showing the width of the right-of-way on Landmeier Road between Busse and Higgins Roads. Kenna remarked that consideration of the Preliminary Plat should be postponed in order to give staff the time to prepare a response to the Plan. Commission's questions. Kenna also suggested that the questions concerning the funding source for a traffic signal at Landmeier and Elmhurst Roads and the need for a second source of water to serve the Klefstad Industrial Park should be considered by the Village Board rather than the Plan Commission. i • Plan Commission Minutes - 2 - April 2, 1980 Everding Resubdivision and SDK Subdivision No. 2 Sherwin Portnoy and Stanley Johnson, representing Draper and Kramer, Incorporated, were present to discuss two Plats of Subdivision for property located at the northeast corner of Landmeier and Busse Roads. The two Plats were discussed concurrently because the SDK Subdivision No. 2 includes a portion of what is presently Village property. The Everding Resubdivision would change the location (but not the size) of the 5.28 acres of Village property. The SDK Subdivision No. 2 would subdivide .a portion of the remaining 29.975 acres into 18 lots that would be serviced by a 600 foot road (Cambridge Court) which would end in a cul-de-sac. Kenna noted that staff had recommended that the Everding Resubdivision be approved contingent upon the petitioner's agreement to relocate the drainage ditch (which presently runs diagonally through the parcel) to the perimeter of the property at the petitioner's expense. Staff also recommended that an agreement be developed which would insure that the shape of the lot would return to the original configuration if the State does not approve the relocation of the drainage ditch. Portnoy objected to the staff position and stated that the Village Attorney had previously approved the "reshaping" of the Village's 5.28 acre parcel. Kenna pointed out that the Fire Department had recommended that the Plat show a road which would provide access to the SDK Subdivision No. 2 from both Busse and Landmeier Roads. Portnoy related that on December 14, 1978 the President and Board of Trustees approved a concept to permit construction of a full unrestricted opening in the barrier strip of Busse Road at Jarvis Street. However, this approval was given with the understanding that the future extension of Jarvis Avenue eastward from Busse Road would not be connected with Landmeier Road. Portnoy declared that he would be willing to consider extending Jarvis Avenue to connect with Landmeier Road, but that the opening in the barrier strip of Busse Road was a necessity in order to maintain the economic viability of the project. The consensus of the Plan Commission was to direct the petitioner to revise the Plat to show a road which would provide access to the SDK parcel from both Busse and Landmeier Roads. The majority of Plan Commission members also expressed the opinion that access should be prohibited from the lots in the SDK parcel onto Dierking Terrace and that the developer should not be required to contribute to the financing to reconstruct the roadway. Docket 80-1: Steinloehlerking Petition for Annexation and Rezoning The consensus of the Plan Commission was to invite the petitioners to the next regular meeting to discuss additional questions which have come up during the review of the testimony from the February 20, 1980 Public Hearing.
