HomeMy WebLinkAboutPLAN COMMISSION - 02/20/1980 - STEIN/OEHLERKING PETITION FOR ANNEX & REZONE i MINUTES ELK GROVE VILLAGE PLAN COMMISSION February 20, 1980 The regular meeting of the Plan Commission was called to order by Chairman Kenna at 8:00 p.m. on Wednesday, February 20, 1980 in the Council Chambers of the Municipal Building, 901 Wellington Avenue. Building Commissioner Mullen, George E. Stangeland, Orrin J. Farley, Donna O. DOCKET 80-1: Stein/oehlerking Petition for Annexation and Rezoning The Plan Commission, acting as a Zoning Commission, conducted a Public Hearing on the petition of Minnie Stein and Harry Oehlerking. The petitioners were requesting that the Village annex 3.98 acres of property located on the south side of Oakton Street, approximately 120 feet east of Shadywood Lane. The annexation would be made contingent on the property's being zoned A-2, Multiple Family Residence District. The Village's Official Map shows the property zoned I-1, Restricted Industrial District. Anthony Pauletto, Attorney, Lawrence Gold, Architect, Phil DiMaso, Builder, and John Wilkins, Realtor, were present to represent the petitioners. Pauletto began the presentation by indicating that he would be requesting permission to submit cash in lieu of the 10% land dedication requirement of the Village. Pauletto also stated that he would prepare the necessary legal documents to insure the future maintenance of the private driveway which provides access onto Oakton Street. Gold noted that two buildings containing a total of 54 dwelling units were being proposed for the site. He explained that the buildings would be two stories in height and that there would be a total of 108 parking spaces available for the resident's use. Mullen asked whether the petitioner had read the Staff comments on the proposed site plan. Pauletto responded that the petitioner would comply with each of the requests made by Staff. Pauletto also stated that he would be willing to extend Willow Lane, provided that such an extension would not reduce the number of dwellina units permitted on the site. r Glass questioned whether the units would be used as apartments or condominiums. DiMaso replied that he hoped to sell the units as condominiums. Steven Halberg, Park Superintendent, observed that the proposed development is immediately north of the Udall Park. Halberg recom- mended that Willow Lane be extended, as it provides the only access to the Park site. He noted that there is a parking problem at the Park, and suggested that the cars could park along the extended roadway. i • Plan Commission Minutes - 2 - February 20, 1980 Docket 80-1 (continued) Several residents from the area expressed concern about the lack of parking at Udall Park and a potential storm water drainage problem at the proposed multi-family complex. Pauletto declared that the petitioners would agree to pave an area of Udall Park for a parking lot as part of the fee in lieu of public land dedication. At this point Kenna concluded the Public Hearing. A full account of the proceedings is available in the Official Transcript. Preliminary Plat of Subdivision: Klefstad Industrial Park John V. Vivoda was present to discuss a Preliminary Plat of Subdivision for 23 acres of property with frontage along Higgins Road on the southwest and Elmhurst Road on the east. Vivoda reported that he would be willing to dedicate the additional land needed to make Riemer Road a complete right-of-way. However, Vivoda pointed out that there would be considerable delay in obtaining the existing easement for Riemer Road and soliciting State approval for access onto Elmhurst Road. Kenna suggested that the Village might be willing to secure the existing easement for Riemer Road if Klefstad would agree to construct the improved right-of-way. Vivoda agreed to this approach, but again expressed concern over the time delays that would be involved. The consensus of the Plan Commission was that Zandmeier Road should be extended to tie into an improved Riemer Road. Kenna noted that he would discuss the feasibility of obtaining the easement for Riemer Road with the Village Attorney. Vivoda expressed concern about the Village Staff position that the petitioner should be required to provide a second source of water to the site. Kenna replied that this issue should be argued before the Village Board rather than the Plan Commission. The meeting adjourned at 11:15 p.m. Submitted by: Stephen Al.
