HomeMy WebLinkAboutPLAN COMMISSION - 02/06/1980 - MEACHAM & BIESTERFIELD LANDSCAPE PLAN MINUTES Elk Grove Viliaoe Plan Commission February 6, 1980 A special meeting of the Plan Commission was called to order by Chairman Kenna at 8:00 p.m. on Wednesday, February 6, 1980 in the Multi-Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: STAFF PRESENT: Kenna, Edward W. Chairman Stephen M. Feller, Adm. Assistant Geinosky, Frederick C. John E. Henrici, Fire Chief Glass, John R. Thomas J. Cech, Village Engineer Mullen, George E. John. G. Bantner, Police Lieutenant Stangeland., Orrin J. MEMBERS ABSENT: Cummins, Leah, Secretary Farley, Donna O. Landscaping Plan: Southwest Corner of Meacham and Biesterfield Roads Leo Lenaghan was present to discuss a proposed Landscaping and Screening Plan for his convenience shopping center located on the southwest corner of Meacham and Biesterfield Roads. Kenna began by stating that the Village Engineer had pointed out several deficiencies in the proposed Plan. Lenaghan responded that he would revise the Plan in accordance with the village Engineer's suggestions. Kenna then remarked that the Fire Department was concerned about the screening of the south edge of the property which abuts the Meacham Road Station. Lenaghan replied that he would revise the Plan to show the screening on his property. He added that it would be necessary to build a wall along the south edge of the property to accommodate the substantial variation in grade between the shopping center and the Fire Station. Lenaghan commented that he would submit a revised Landscaping Plan to the Village prior to the next Plan Commission meeting. Landscaping Plan: Landmeier Road Truck Terminal Robert Ahnen and Robert Calkins were present on behalf of Klefstad Engineering Company to discuss a Landscaping Plan for the truck terminal located on the southwest corner of Landmeier Road and Lively Boulevard. The Plan was submitted in response to Section 3.94, Paragraph D, of the Zoning Ordinance which requires screening of an off-street parking area that is across the street from a residential use. Kenna noted that the proposed Landscaping Plan shows the vegetation planted almost exclusively in the County right-of-way. He added that the report from the operating departments stated that locating the shrubs and trees on County right-of-way would create problems with establishing maintenance responsibilities and would interfere with the future widening of Landmeier Road. Kenna also commented that the Engineering Department had determined that there is sufficient area for the plantings to be located between the utilities in the 25 foot easement along Landmeier Road. } I Plan Commission Minutes - 2 - February 6, 1980 Landscaping Plan: Landmeier Road Truck Terminal (continued) Ahnen pointed out that there are a substantial number of mature .trees already in place in the County right-of-way along Landmeier Road; but that the installation of a sidewalk would require the removal of these trees. Mullen indicated that he was not in favor of using honeysuckle bushes as screening because they are not effective during the winter months. Kenna remarked that any sort of vegetation will have little effect on the noise problem in the area. He suggested that consideration of the Landscaping Plan be tabled until the noise issue is resolved. Geinosky commented that the petitioner should prepare some additional alternatives for screening the area. Fred Cesaretti, 299 Fleetwood Lane, suggested that one alternative would be to create a berm along Landmeier Road. The consensus of the Plan Commission was to table consideration of the Landscaping Plan pending a resolution of the noise problem. Preliminary Plat of Subdivision: Klefstad Industrial Park John V. Vivoda was present to discuss a Preliminary Plat of Sub- division for 23 acres of property with frontage along Higgins Road on the southwest and Elmhurst Road on the east. Vivoda reported that he had received a copy of the operating department's comments on the Plat; and that he could comply with most of the requests, but had serious problems with the configuration of Landmeier Road (extended) . Bantner reported that the Police Department would prefer to see Landmeier Road built so that it intersects with Elmhurst Road. Vivoda responded that the State Highway Department had informed him that they would not approve a plan that showed access onto Elmhurst Road. Vivoda also commented that extending Landmeier Road to intersect with Elmhurst Road would create a serious access problem to the northwest section of his property. Ge.inosky asked the petitioner to predict the number of persons that would be employed on the 23 acre parcel once it is developed. Vivoda estimated that there would be a total of 800 people employed in the subdivision. Kenna asserted that the Village should do some further investigation into the matter. He directed the Police Department to explore with the State the alternatives for access onto Elmhurst Road; and asked the Engineering Department to supply additional information on the area surrounding the proposed subdivision. Kenna then suggested that the Plan Commission discuss the matter at their next meeting. Garlisch Subdivision: Unit No. 9 Mullen moved to approve a two lot subdivision located on the north side of Pagni Drive in the Higgins Industrial Park.
