HomeMy WebLinkAboutPLAN COMMISSION - 12/03/1980 - NERGE & MEACHAM PLAT OF DEDICAITON Minutes Elk Grove Village Plan Commission Wednesday, December 3, 1980 The regular meeting of the Pian Commission was called to order at 8:00 p.m. on Wednesday, December 3, 1980 in the Multi-Purpose Room of the Municipal Building, 901 Wellington Avenue. Feller, Administrative Assistant Glass, John R. Charles B. Henrici, Fire Chief Mullen, George E. H. Peter Kaleta, Director of Public Works Paliganoff, David J. Thomas F. Rettenbacher, Building Commissioner Stangeland, Orrin J. Plat of Dedication for Nerge and Meacham Roads Glass moved to approve a Plat of Dedication for portions of the right-of-way for Nerge and Meacham Roads. Cummins seconded the motion and all present voted 'AYE' . Docket 80-6: K1ehm Petition for Text Amendment, preannexation rezoning of 116.4 acres, and rezoning of 8 acres Howard G. Krafsur, developer (Bennett and Kahnweiler Associates) , and Benjamin Randle, attorney (Marks, Katz, et al) , were present to represent the petitioners. The petitioners were requesting that the Village take the following action: (1) Adopt a Text Amendment to the Elk Grove Village Zoning Ordinance establishing an Office Park Special Use District; (2) Rezone approximately 7.23 acres of property currently within the corporate limits of the Village from Light Industrial to Office Park Special Use District; (3) Approve the preannexation rezoning of approximately 117 acres of property for an Office Park Special Use District use. The property is located east of Arlington Heights Road and south of the Illinois Toll Road. Kenna inquired whether or not the petitioner would be willing to change the classification of the Office Park District from a Special Use to a Conditional Use. Randle agreed to change the classification to Office Park Conditional Use District. Glass asked that a limitation be placed upon the types of drive-in facilities that are permitted in the proposed Office Park District. Randle agreed to exclude drive-in restaurants as a permitted use in the proposed District. Plan Commission Minutes - 2 - December 3, 1980 Rettenbacher questioned whether or not the term "ancillary" could be changed to "accessory" throughout the proposed Text Amendment. Randle agreed to the change proposed by Rettenbacher. Randle suggested that convention and meeting facilities be permitted as an accessory use to a restaurant, hotel or office building in the proposed Office Park District. The Plan Commission concurred with Randle's suggestion. Cummins remarked that the servicing of helicopters would be an unacceptable use in the proposed District. Randle agreed to revise Section 5.74-2(h) of the Text Amendment to read that heliports and public transportation facilities would be permitted "exclusive of service and maintenance of such facilities". Randle agreed to incorporate the Plan Commission's suggestion to have the Text Amendment limit the number of identification signs to a maximum of three per building. Randle also agreed with Mullen's suggestion to increase the minimum front yard setback requirement to 100 feet along major thoroughfares. Several of the Plan Commission members expressed concern about the parking requirements for hotel uses in the proposed Office Park District. The consensus of the Plan Commission was that the parking requirements for any hotel use in which the public area encompasses less than 50% of the aggregate square footage of the hotel should be 1.3 parking spaces for each sleeping room or suite. In any hotel in which the public area exceeds 50% of the total square footage of the entire hotel then the parking regulations applicable to the O & T Office and Transitional District should apply. Cummins stated that she agreed with the provisions in Text Amendment for compact size parking spaces. However, she added that all standard size parking spaces should be 10 feet by 20 feet in size. The consensus of the Plan Commission was that standard size parking spaces should be not smaller than 9 feet by 18 feet and that compact size parking spaces should be not smaller than 9 feet by 16 feet, In addition, not less than 60 per cent of the required parking spaces should be of the standard size (9 feet by 18 feet) . Cummins expressed disappointment that the testimony from the petitioners did not include a more detailed description of the soil conditions in the area. Krafsur agreed with the Plan Commission's suggestion that sidewalks be required along major thoroughfares in the Office Park District. He also agreed that a walkway should be provided to allow for pedestrian travel between the structures in the Office Park, but stated that the walkway would not necessarily be in the right-of-way. Paliganoff asked when the petitioner proposed to expand the lake at the site. Krafsur responded that the lake would be reshaped during the first phase of construction. • • Plan Commission Minutes - 3 - December 3, 1980 Krafsur stated that he would agree to change the minimum size of loading spaces in the Office Park District to comply with the Village requirements. Krafsur observed that the Plan Commission and petitioner had come to an agreement on all the provisions to be included in the proposed Text Amendment. Kenna stated the petitioner should prepare a revised Text Amendment which incorporates the suggestions from the Plan Commission. He added that the petition would be considered at the next regular meeting of the Plan Commission on December 17, 1980. The meeting adjourned at 11:55 p.m. Submitted by: Stephen M.
